Before the advent of logic, we were kept as the prisoners of ignorance. We were exploited, subjugated and misled, as the ones in power told us that knowing lesser was the better option. Those few refusing unwilling submission suffered oppression, persecuted by the intolerant ones who feared the truth, and hid it from us. These people sent humanity to senseless wars with the blood of men on everyone's hands. Only through will and mission did one mind bloom after another, as, over time, people finally saw reason. The future we wanted was within our grasp, but it was taken back from us.

The thinkers among us have reverted to the roles of our previous oppressors. They utilize logic against logic, keeping the promised knowledge from us. The new millennium has passed and we are more ignorant than ever. We pursuers of thought walk a path lined with taboos. Only we tread this rejected path, for no one else wills where we walk. If we are to take back our future and take our rightful place, such sacrifices must be made for the greater good. For our destiny! Only we can bring the future. Only we can change this stagnant world. We are the force against the onslaught, the sole effort making a difference. We are the nucleus of the new army.

General description

The Chaos Insurgency is a splinter faction of Foundation personnel that defected in 1924 following a massive Foundation civil war. The main dispute between the two organizations is the Insurgency's willingness to use anomalous items and organisms for the benefit of humanity, whereas the Foundation stores and contains potentially helpful and beneficial items.

Items retrieved by the Chaos Insurgency must be useful and exploitable, as to further the Insurgency' goals in global control. The Insurgency also deals in weapons running and intelligence gathering, and is allied to Third World countries, ensuring that the populations and state of those countries are kept in disarray and turmoil, to continue its easy conscription of personnel and test subjects, funding and technology. Leaders of these countries pay the Insurgency to do all this, in return, the Insurgency promises that those countries will be the first to be a better humanity.

The Insurgency's organization is divided, decentralized but connected and allied, so in the event of even half or seven-eighths of the Insurgency being destroyed, they are still self-sufficient and capable of fast rebuilding. This has become the pride of the Insurgency, as it shows that our cause is unstoppable and that our operators are committed in blood.

To obtain objects and organisms with anomalies that we can use to our advantage; to understand them and use our knowledge to our benefit; to show the world to embrace and accept these anomalies; to guide them towards the next step in human evolution; to make us stronger as an Insurgency; to help us reach our goal of a better humanity.

Chaos Insurgency History (Classified)

What follows is a brief history of the Chaos Insurgency, with a focus on the formation of the organization between 1924 and 1933. (Specific details of the Chaos Insurgency's history post-1933 are classified in other sensitive compartments.) As this information is contained within sensitive compartment "SLATE THUNDER" (the contents of this larger file) and not classified as "general knowledge" accessible to all members of the Foundation, other documents and records within the Foundation database may contradict this account, having been altered to comply with the File #008956 (Official Summary For General Distribution With Regards To The Chaos Insurgency). 1919-1924: Prelude

With the end of the First World War, the Foundation saw its ranks increase with an influx of new recruits from the battlefields of Europe, military scientists put out of work with the scaling back of the war economy, and returning members who had taken leave to serve their countries. Fresh from the horrors of war, many members of the Foundation believed SCP objects could and should be utilized to benefit humanity. The specific arguments varied: some wanted the weaponization of SCP objects to assist in the enforcement of the Post-War regime; some wanted to replicate and market SCP objects, stimulating economic growth in a model similar to either The Factory or Marshall, Carter & Dark (both of which were believed to have profited handsomely during the War); still others wanted to open the Foundation's collection for study by non-aligned scientists, so all of mankind could benefit. Unsurprisingly, these arguments were as controversial as they ever had been, but Foundation staff also believed they were nothing new. What they failed to realize was that, while such arguments had been debated since the Foundation's inception, with global society having been so greatly traumatized by the War, and with the Foundation's staff filled with veterans, either of combat or wartime research projects, the Foundation itself was structurally vulnerable to these arguments in a way like never before.

Separated by varying ideals, the dissenters within the Foundation presented little threat to the status quo. This changed in May of 1924 with the anonymous publication, and wide distribution, of a unifying manifesto entitled A New Manifesto (see appended document). This document, believed written jointly by several high-level members of the Foundation, blasted the organization's administration for continuing "on a path leading unproductively to nothing but misery and ruin", and calling for reform and reorganization. Following a clampdown ordered by O5-7 and the banning of possession of the manifesto, discontent became widespread. Riots occurred at several of the larger secure facilities in late May and early June, forcing the issue onto the agenda for the O5 Council.

June 1924: The Great Schism

With many members of the Foundation up in arms over both the New Manifesto and the subsequent clampdown it caused, the O5 Council was itself divided on how to handle the issue. Most Overseers wanted the issue resolved so the day-to-day business of securing, containing, and protecting objects could continue (and resume where halted). Several, notably O5-7, O5-10, and O5-13, wanted to enforce tight punitive measures on any Foundation personnel involved in the disruption of the Foundation's mission. These hardliners advocated widespread assignment to Keter duty and demotion to D-class of those behaving in "conduct unbecoming of members of the Foundation". Others, notably O5-9 (General Nigel Weston) and O5-11 (Count Vladimir Borisovich Frederiks), strongly supported the dissenters, agreeing with some parts of the inflammatory document.

10 June: Vote of No Confidence in the O5 Council

At the O5 Council meeting on 10 June 1924, Overseer Nine forced the issue by calling for a vote of no confidence in the O5 Council.

The O5 Council is unelected, typically choosing its own members. Members serve for life or until retirement, but may be impeached by a two-thirds majority of the Ethics Committee. All thirteen Overseers have one equal vote, with O5-1 acting as the first-among-equals during most meetings. According to the Council's bylaws, any Overseer can decide to call a vote of no confidence at a Council meeting where at least nine members of the Council are present. In such an event, all Level 5 personnel (excluding Overseers, who are required to abstain), Site and Department Directors, Unit Commanders, and members of the Ethics Committee are contacted and given twenty-four hours to vote on a secret ballot. If the vote passes by two-thirds majority, the old O5 Council is dissolved and a new Council is formed, led by the Overseer who initiated the vote. If the vote fails to pass, the initiating Overseer automatically retires.

The vote of no confidence procedure had never before been used (and has never been used since), so O5-9's decision sent immediate shock-waves through the Foundation. The Office of the O5 Council's Clerk dutifully made the notifications and began the voting tally.

11 June: Coup Attempt

By early the following morning, with eighty-eight percent of the possible votes collected, it was clear that the vote of no confidence would fail. While fifty-three percent of the votes favored the measure's passage, it was clear that even if all remaining votes supported the Council's dissolution, the tally would still fall short of the necessary two-thirds majority.

Before the 11 June Council meeting could begin, O5-9 (formerly a General in the British Army) and O5-11 ordered the Foundation Task Force in charge of guarding Foundation Command Headquarters  to take the other members of the O5 Council into custody. While the Task Force commander, Agent Jacques Clemenceau, himself a former Colonel in the French Army, complied, only O5-3 and O5-12 were present. Overseers One, Two, Four, Five, Six, Eight, Ten, and Thirteen had all secretly left during the preceding night, seeking refuge at Foundation facilities in Britain, Italy, Canada, and the United States. Overseer Seven had already been in Washington, D.C. when the vote had been called. The bodyguards of O5-3 and O5-12 resisted their charges' arrests, resulting in a brief gun battle in which they, both O5-3 and O5-12, and the Task Force commander were all killed. The Task Force's second-in-command, Agent Robert Brown, who opposed the plotters, then attempted unsuccessfully to arrest Overseers Nine and Eleven for treason. The two treasonous Overseers fled.

12-13 June: Mass Defections & Opening Volleys

General Weston (now stripped of his O5-9 title) and Count Frederiks (removed from his position as O5-11 in absentia by the O5 Council) sought refuge at Site-37 in the Austrian Alps. Site-37's Director, Dr. Wolfgang Fritz, a former researcher for the German Empire, was sympathetic to Weston's and Frederiks' cause. The three men formed the "Triad", a governing body whose first official decision was to declare the O5 Council "an illegitimate body", and to claim authority over the Foundation. The Triad promised that it would organize the creation of a "Central Congress" for the Foundation, democratically elected by Foundation staff, after forces loyal to the O5 Council could be removed from positions of authority. Foundation policy should be reflective of its members, they argued, and the forcible crushing of dissent by the old regime was the proverbial straw.

Predictably, the O5 Council was not amused. Decrying the Triad and labeling its supporters "traitors to the Foundation", MTFs loyal to the Council were secretly mobilized and dispatched to Foundation Command Headquarters and Site-37.

Foundation Command Headquarters, which had been placed under lockdown by Agent Brown following the escape of Weston and Frederiks, welcomed the Loyalist MTF. Unfortunately, operating on orders from hardline O5-7, the MTF placed all staff at Foundation Command Headquarters under arrest, even Agent Brown. Though Seven later defended her orders as necessary (due to unknown loyalties of those present), the treatment of the staff from Headquarters was draconian. The facility was decommissioned, with the staff detained elsewhere and the stored SCP objects transferred to other facilities.

Site-37, which received word of Foundation Command Headquarters' fate, resisted the Loyalist MTF with force. Out-manned and out-gunned, the MTF retreated after taking heavy casualties. The Triad retaliated by revealing the Council's actions to the Foundation at large, resulting in widespread unrest. In a combination of outrage and support for the Triad's cause, many Foundation facilities and units defected to the Triad's side. Both the Council and the Triad blamed the other side for using an SCP object to cause the "Wildkansas" tornado, which completely destroyed Site-83 in the village of Páty, Hungary. The tornado, estimated to be an F4, landed at Bia, and, after 3 hours, ended near Vác. One of the strongest tornadoes ever in Europe, it left a 500-1500m wide and 70km long path of destruction, leaving many homeless, killing nine civilians and all two dozen Site-83 staff, and wounding over fifty. Widely agreed to be the first major attack in the Foundation Civil War, the Wildkansas tornado would be revealed decades later to have actually been caused by a member of MC&D with no affiliation to either the Foundation, the Triad, or any other group that would later become involved in the Chaos Insurgency.

1924-1926: Foundation Civil War

Overview

The Foundation Civil War lasted from 12 June 1924 until 10 October 1926. The conflict was fought between the Loyalists (members of the Foundation loyal to the existing O5 Council) and the Triads (forces loyal to the rebellious Triad; this group later would become the Chaos Insurgency). Classified post-conflict analyses by the Foundation estimate the following statistics:

In the end, the Foundation Civil War was the bloodiest and most destructive conflict (that the Foundation was directly involved in) in the organization's history. However, due to the sensitive nature of the conflict, the O5 Council subsequently employed all available resources to expunge the details of the conflict from any records requiring a security clearance lower than Level 5. Due to the Foundation's compartmentalized nature, a rigorous counterintelligence campaign and accompanying purges, and the fact that most of the forces on the Foundation's side of the conflict had been limited to the Foundation's security, military, paramilitary, and intelligence forces, the cover-up was remarkably successful. It is a testament to the success of the cover up that most Foundation personnel recruited after 1938, a mere twelve years after the cessation of the Foundation Civil War, remained completely unaware of the conflict. While it is general knowledge within the organization that the Chaos Insurgency can trace its roots to a "small rogue cell of Foundation agents" that split off in 1924 (the term "Triad" being essentially completely expunged from the record), to this day few individuals know the truth of the magnitude of the ordeal.

1924 - July 1925: Triad Ascendant

After the initial outbreak of hostilities in June 1924, it was not long before the ranks of the Triad forces had gone from Site-37 alone to several dozen secure facilities and mobile task forces, spread across all eight continents. The Triad's structure mirrored the antebellum Foundation, with a few key differences:

 

*The Triad assumed the roles of the O5 Council and Foundation High Command (the antebellum mechanism within the Foundation for command and control of all armed task forces and security personnel). Technically, the Triad refused to recognize the authority of the existing O5 Council and Foundation High Command, instead declaring a state of emergency in which the three members of the Triad (and their appointed subordinates) would assume the duties of these institutions.

*Count Frederiks assumed responsibility for political and administrative matters on the Triad. In effect, Frederiks was the de facto leader of the organization, though he was technically equal in position to Weston and Fritz.

*General Weston assumed responsibility for military and security matters on the Triad. For all practical intents and purposes, Weston was the supreme military commander for the Triad throughout the Civil War.

*Doctor Fritz assumed responsibility for all scientific and research matters on the Triad. Despite the conflict, both the Loyalists and the Triad continued in their respective operations to secure, contain, and protect anomalous objects. Unlike the Loyalists, the Triad had no qualms about using the SCP objects at its disposal to further its cause, and Fritz oversaw all related efforts.

*The Triad had no Ethics Committee; Count Frederiks issued a statement that such a committee would be re-instituted once the state of emergency was resolved.

*Any Foundation member who publicly swore an oath of allegiance to the Triad would be enfranchised for an upcoming vote on the members of the Central Congress.

In the chaos of June and July of 1924, the O5 Council and Foundation Loyalists struggled to regroup and organize. Though the Foundation had contingency plans for almost every conceivable external threat, the Department for Contingencies had no effective plan for handling the situation then faced by the organization. Not only that, but at the time the Triad had copies of the same plans as the Loyalists, which enabled them to predict and counter almost every move made by the O5 Council. The decommissioning of Foundation Command Headquarters outside Paris, initially meant as a preventative measure against the Triad, proved disastrous for the Loyalists when it was discovered that many of the documents from that facility (everything from personnel manifests to financial information to military orders-of-battle to SCP object files) inexplicably were lost. Though Foundation intelligence was never able to definitively prove the Triad was responsible for the disappearance of these documents, it was at the time taken as an article of faith that Triad agents had stolen them.

By August, the Council had managed to reestablish a headquarters in the United States, at what would eventually become known as Overwatch HQ. For security reasons, no SCP objects were permitted at the new facility. The Council, having replaced the two dead and two traitorous Overseers, declared a state of emergency and took a number of drastic steps to counter the Triad.

*The Foundation Department of Internal Affairs and Professional Responsibility was dissolved and the Office of the High Inquisitor (OHI) was created in its stead. Overseers Six, Seven, and Thirteen (all hardliners whose loyalty to the Council was unquestionable for their opposition to the dissidents prior to the coup attempt) assumed responsibility for supervising the OHI. The OHI was granted near unlimited power to conduct the business traditionally handled not only by the now-defunct DIAPR but also the Foundation's Department of Counterintelligence and the Security branch of Foundation High Command. OHI would remain a key structure in the Foundation's bureaucracy until 1930.

*The Foundation High Command, whose ranks were so filled with Triad sympathizers that it had essentially ceased to function by August 1924, was dissolved. The O5 Council took direct control over the Loyalist armed forces, establishing O5 Command as a replacement command and control mechanism. Foundation Security was transferred to the authority of the OHI.

*Ten new Armed Mobile Task Forces at regiment strength (~3,200-4,500 troops each), designated Genga-1 through -10. "Genga", a letter from the Coptic alphabet, was chosen to prevent confusion with previously existing units, as both the Loyalists and Triad employed the Greek alphabet for MTF designations. The "Genga Division", as it was called, was tasked with handling all planned armed engagements against Triad forces. Unlike regular MTFs, all units and subunits in Genga Division down to the company level had the additional post of "Political Officer"/"Politoffizier"/"Zampolit"/"Officier Politique". This position was filled by an officer equivalent in rank to the unit's commanding officer, chosen specifically by the OHI to ensure the loyalty of the unit to the O5 Council. (Genga Division would be demobilized in 1927, at which point the position of Political Officer was abolished from Foundation forces.)

*All Foundation personnel were confined to their assigned facilities. Off-site travel was limited to authorized missions only.

*All outgoing telegraph and written correspondence was subject to censorship. All incoming telegraph and written correspondence, and all telephone conversation (outgoing or incoming) were monitored. All personal correspondence was suspended.

*The Foundation Monitor, a semi-independent weekly internal newspaper and quarterly internal scholarly journal, was shut down. It would later be re-established in 1948.

The Council's countermeasures met with varying degrees of success. By mid-August, the Council was able to freeze all financial assets available as of the previous May to forces who had declared loyalty to the Triad; most of those assets had been liquidated by defectors to the Triad. Consequently, the effect on the actual cash-flow for the Triad was minimal. More directly, though the OHI's track record of successfully identifying and purging members of the Foundation suspected of sympathizing with the Triad was unimpeachable, the harsh techniques the Inquisitors employed drove countless individuals into the Triad's open arms.

The Genga Division, despite numerical superiority over Triad forces in nearly every engagement, suffered heavy losses throughout the fall of 1924 and winter of 1924/25. After-action reports filed by Genga commanders suggest the responsibility for the defeats lay in part with the Triad's use of weaponized SCPs (while the Genga Division was specifically banned by O5 Command from reciprocating), in part by chronic strategic and tactical intelligence leaks to the Triad from within Genga Division, and in part with the consistent interference by unit Political Officers. Morale among the Loyalists plummeted, resulting in mass defections and open mutiny against the O5 Council.

For its part, bolstered by an influx of defectors, the Triad organized an election of the Central Congress in February 1925. The Central Congress was convened at Sector-12, a Triad-controlled facility outside Perth, Scotland. While the Central Congress' seventy-five members were representative of the Triad forces, political maneuvering by General Weston and Doctor Fritz ensured that they, the three members of the Triad itself, remained in near total control. Weston and Fritz moved to quietly isolate Count Frederiks from the public eye after the eighty-eight year-old Count's declining health led to increased senility. Foundation intelligence now suggests the Count suffered from Alzheimer's, worsened by a series of strokes in late 1924 and early 1925. Careful political theater precluded Frederiks' senility from affecting the Foundation's (Loyalist or Triad) perception of his ability.

July 1925: High Water Mark

Defeat after defeat for Foundation forces, coupled with the incompetence of Political Officers and the excesses of Inquisitors, meant that by June of 1925, the Triad outnumbered the Loyalists three-to-two. The O5 Command realized a new strategy was desperately needed.

The Genga Division commander was replaced in early July 1925. The new commander, the energetic young Brigadier General William Chatterton, proposed a bold strategy in secret to O5-1, who approved it unilaterally. The other Overseers and O5 Command Staff were not informed out of operational security concerns. Chatterton disseminated a set of operational orders to Genga Division and a number of other Loyalist forces through communication channels known to be compromised. These orders indicated the forces would be organizing for a counteroffensive against Triad-controlled facilities in Africa. At the same time, a Foundation plane carrying a courier with falsified Level 5 plans suffered staged mechanical errors and crashed in Sector-12, over twenty kilometers from the Sector's main base of operations. Triad forces dutifully recovered the remains of the pilot and courier, as well as the plans. These plans alluded to the development of a weaponized Keter class SCP at Site-99, a tiny outpost located on Novaya Zemlya, an island in the Arctic Ocean to the north of the Soviet Union. This weaponized SCP would "turn the tide of the war upon deployment" - with the Foundation apparently backtracking on its longstanding policy against weaponizing SCPs, the Triad could not afford to let such a device become operational. Site-99 was supposedly lightly guarded only by an elite group of fewer than a hundred operatives from Genga-3, chosen for their skills and political reliability. By keeping the facility small, O5-1 was supposed to be hoping to prevent leaks. The courier was supposedly flying a progress report from Site-99 to Overwatch HQ. Believing the deception, the Triad massed a third of its available troops at the port of Arkhangelsk, to travel by ship to the target. General Weston assigned Commodore Yuri Zolnerovich, a gifted Soviet naval officer, to oversee the operation.

Unbeknownst to the Triad, the entirety of Genga-2, -3, -4, and -5 were located strategically on the Kanin Peninsula, Kolguev Island, and Novaya Zemlya. The Keter SCP at Site-99, and indeed, Site-99 itself, were fabricated myths. A strike team of operatives from MTF Xi-13 were located in Arkhangelsk, charged with placing limpet mines on the Triad ships.

Count Frederiks, then in Helsinki, received word of the operation through a Loyalist mole in his entourage. Outraged at the appointment of Zolnerovich, who had been one of the individuals implicated in the death of the Russian Czar, Frederiks traveled to Arkhangelsk and personally took charge of the operation. Count Frederiks had technically held a high rank in the Imperial Russian military, a consequence of his post as the Imperial Household Minister to the Czar, but he had never been an effective military commander. When Zolnerovich objected, citing Weston's position as supreme commander of Triad forces, the elderly and emotional Frederiks shot him, snarling that it was revenge for Czar Nikolas. This was precisely the outcome General Chatterton had hoped for.

At 2200 hours local time on 24 July 1925, the Triad flotilla departed Arkhangelsk. Frederiks had rescinded Zolnerovich's order to check for limpet mines, stating it as unnecessary since the Foundation had no idea they were coming. The flotilla consisted of fifteen large troop transports and a dozen escort cruisers. At 0500 the following morning, they were steaming to the north of Kolguev Island when the limpet mines detonated. Ten of the escorts were sunk immediately, as were six of the troop transports. The remaining vessels all suffered heavy damage, with one of the surviving escorts and seven of the surviving nine transports having their engines completely disabled. Count Frederiks' flagship was by sheer luck one of the transport vessels with functioning engines. As Genga Division ships and fighter-bombers swept in, Frederiks abandoned the disabled vessels and ordered the three remaining ships with functioning engines to immediately land on Kolguev Island. Only Frederiks' transport survived long enough to make it to shore, where Genga-4 machine gunners massacred the Triad troops and sailors attempting to land. In a little more than two hours, a third of the available military forces loyal to the Triad had been completely obliterated. This signified the high-water mark for the Triad, and was a blow from which it would never recover.

Count Frederiks was not killed at the Battle of Kolguev Island (referred to by Triad forces as the "Far North Massacre"), but rather captured by Foundation forces. He was taken to a Foundation detention facility in Murmansk, where he bartered his knowledge of the Triad in exchange for being placed under house arrest in Helsinki. When General Weston and Doctor Fritz learned of Frederiks' disastrous defeat and subsequent treachery, they disavowed him, symbolically stripping him of his position on the Triad. His post was never refilled, with Weston and Fritz splitting responsibility for his former duties. Less than a week after his capture, Count Frederiks suffered a serious stroke, confining him to bed and rendering him all but completely senile. He would finally die of old age in 1927, alone and forgotten.

August 1925 - March 1926: Triad in Retreat

General Chatterton was quick to press the Loyalists' advantage in the aftermath of the Battle of Kolguev Island. He opened a series of offensives against Triad forces in Indochina and South America in August and September (respectively). Reeling from the loss of the best-trained and -equipped third of its military forces, with many of its reserves (seemingly pointlessly) defending facilities in the Belgian Congo and Ethiopian Empire, the Triad suffered devastating defeats in both theaters. Weston made the fateful decision in late September to transfer reserves from the Triad's Africa holdings. When O5 Command Intelligence discovered the Triad's redeployment of troops in October, Chatterton began preparations for a winter offensive in Africa.

As Loyalist and Triad forces clashed on the physical battlefield, so too did they in the propaganda battlefield. The O5 Council issued a "Proclamation on the Present Conflict" on 1 August, addressed to "all members of the Foundation, regardless of loyalty". It called for an end to hostilities, praised the foot soldiers of both sides for their valor, and implored the rank-and-file of Triad forces to recognize that their misguided leaders were forgetting the real mission and taking those who followed them down a road to "nothing but ruin, disgrace, and anguish." The Triad propaganda apparatus quickly retorted, painting the Proclamation as nothing more than "the lies and gloating of a cowardly group capitalizing on a brutal massacre." Both sides employed omnipresent censors in attempts to control the narrative of the struggle, though the Loyalists were far more successful in this regard.

In December, General Chatterton, O5-1, O5-6, and O5-7 secretly organized a branch of O5 Command dedicated to the termination of non-anomalous individuals who represented threats to the Foundation. The details of this organization, referred to only by its codename of █████████████, remain highly classified within the Foundation to this day; the program's existence was not acknowledged by the O5 Council until the mid-1970s. The first targets of █████████████ were the two remaining members of the Triad, Dr. Fritz and Gen. Weston, as well as their immediate subordinates.

Throughout January and February 1926, the Loyalists continued to gain ground against the Triad. One of the widespread myths of the war, common to both sides, was that the Triad was employing SCPs to their own advantage. Until the last six months of the war, the Triad did not actually use any SCPs against Foundation forces. Weston wanted to use every strategic asset at the Triad's disposal, but Frederiks (prior to his capture) and Fritz overruled him on the grounds that it would be too dangerous. The three men agreed, however, to take full rhetorical advantage of any natural or artificial disaster that might befall Loyalist forces or benefit Triad forces. Unfortunately, apart from the flooding of the Rhine in Cologne in January 1926, there weren't any appreciable disasters for which they could claim responsibility. Outmatched in terms of conventional forces, cut off from new converts within Loyalist ranks by vigorous and effective Loyalist counterintelligence activities, and unwilling to deploy SCPs tactically, the Triad had little hope of turning the tide of the war.

On 25 March 1926, █████████████ operatives infiltrated Site-37, where they assassinated Dr. Wolfgang Fritz while he slept. With Fritz dead and Frederiks senile and forgotten under house arrest until his death in 1927, Gen. Weston was left in sole command of the remaining Triad forces.

April - September 1926: A New Strategy

Following the assassination of Fritz in March, coupled with the significant losses Triad forces had suffered in the preceding months, Weston decided a new strategy was needed. The Triad was desperately low on resources; in terms of sheer available manpower, controlled facilities, secured SCPs, weapons, funds, and logistical capabilities, the Loyalist forces effectively outnumbered the Triad between three and four to one. There was one critical difference: while in absolute terms, the Loyalists controlled more "useful" SCPs (meaning objects which could be utilized, weaponized, or reverse-engineered with relatively few risks), proportional to the total number of SCPs the either side controlled, the Triad had a far higher percentage of useful SCPs. Weston, in possession of antebellum Foundation storage manifests, realized this advantage. He lifted usage restrictions on all SCPs within the Triad's possession, ordering his researchers to make all efforts to develop means to create a strategic and tactical advantage over the Loyalists.

This decision was controversial among the members of the Triad, including nearly a third of the Central Congress. Many believed in the basic mission of the Foundation - securing, containing, and protecting the objects, rather than utilizing or destroying them - and Weston's directive raised some serious doubts about the righteousness of the Triad's cause. When word of these misgivings reached Weston, he made it clear that the lifting of usage and research restrictions would only last until the struggle against the Loyalists was over. While this calmed some fears, a number of Triad members, including the entire staff of Area-09, defected to the Loyalists. Weston then quietly disbanded the Central Congress, arresting (and in some cases executing) its members.

Weston's new strategy proved to be too little, too late. Though Loyalist casualties during the last six months of the conflict were twice that of the entire rest of the conflict put together, it was insufficient to slow the momentum. By August, with the Triad controlling fewer than a dozen secure facilities, Weston ordered the remaining SCPs to be hidden in caches across the planet, to allow their future use by Triad forces while lowering the risk of their capture by the Loyalists. In September, Site-37 was finally overrun by Genga Division. Abandoning most of their remaining facilities, the Triad withdrew to Sector-12, a facility outside Perth, Scotland. There, they dug in for an extended siege.

October 1926: Battle of Sector-12

By October 1926, nearly all remaining Triad forces were holed up in Sector-12. General Chatterton extended an offer for the facility's unconditional surrender; it was rejected.

The battle itself took over a fortnight. Weston attempted a strategy of attrition, but effectively outnumbered twelve to one, this had little hope of success. Nonstop artillery and aerial bombardment, liberal deployment of nerve gas, and a frontal assault by the Foundation's sole tank company devastated the Sector's defensive perimeter.

On 17 October 1926, after General Weston was killed by an artillery shell, the remaining Triad forces, numbering only fifty-seven, surrendered. After a 7-6 vote, the O5 Council ordered their execution by firing squad for high treason against the Foundation. The Foundation Civil War was over.

1926-1933: From the Ashes, The Chaos Insurgency

After the surrender of Sector-12 and the execution of the "Final 57" (as they came to be called), the Triad effectively ceased to exist as an organized and coherent force. For the next seven years, the Foundation would believe (incorrectly) that there were no survivors who escaped their custody. As it happened, this was simply not true. An unknown number of personnel and SCPs were unaccounted for; modern estimates range from several dozen to several thousand individuals, and between five and five hundred objects.

In the short term after the fall of Sector-12, the group that had been the Triad and would become the Chaos Insurgency was fractured, isolated, and little immediate threat to anyone. They were too busy licking their wounds to cause too much trouble. Many believed that the smart thing to do would be to go into hiding, disappearing and living out the remainder of their lives in paranoid obscurity - after all, Foundation operatives still had standing shoot-on-sight orders for many of them.

Major Damien O'Connor was unwilling to concede defeat. A charismatic and intelligent Irish firebrand who'd served as a Mobile Task Force commander after being recruited out of Michael Collins' Irish Republican Army assassination unit called "The Squad", O'Connor compared the struggle faced by the Triad remnants to that faced by the Irish nationalists against the English Crown during the Irish Revolution and the Arabs during the Arab Revolt in the First World War. A fiery orator and gifted strategist, O'Connor is known to have written several discourses on strategy (most of which still have not been obtained by Foundation intelligence) and is believed to have made regular speeches at covert meetings of Triad remnants. Included in this file is the partial transcript of a 1928 speech by O'Connor to a dozen comrades in Podlogistan, obtained by Foundation Intelligence in 1933.

While O'Connor was consolidating support, the O5 Council initiated an internal information suppression campaign with regards to the Foundation Civil War. Because of the highly compartmentalized nature of the Foundation, a significant influx of new personnel during the Great Depression4, and the emergency powers adopted by the Council with regards to censorship, a purge of the event from the organization's general knowledge was effective to a degree that may surprise modern readers. By the late 1930s, few members of the Foundation who had not been directly involved in the Foundation Civil War were aware of the struggle's existence. The Great Schism and two years of bloody war had been reduced, in the official party line of Foundation history, to a rogue group of agents going AWOL.

The remnants of the Triad remained off the Foundation's radar until 1933. Arthur Pierce, a mid-level analyst in Foundation Counterintelligence, connected a series of apparently unconnected incidents in the preceding several years with documents (including the partial transcript of O'Connor's speech) recovered from a safe-house in Lisbon. Pierce sent a memorandum to the O5 Council on 5 March 1933, in which he warned of "an insurgency of chaos against the Foundation." When O'Connor received a stolen copy of the memorandum, he was apparently delighted, deciding on the spot to christen the remnants of the Triad as "the Chaos Insurgency", a term which has since been adopted widely.

The Insurgency Since 1933

As mentioned above, this post-1933 historical summary of the Chaos Insurgency is necessarily abridged for security purposes. The following is a selection of several key moments in the Insurgency's history.

The Second World War (1939-1945)

While neither the Chaos Insurgency nor the Foundation take sides with either the Axis Powers or Allied Powers, the Insurgency took advantage of general upheaval to consolidate power in several Third World countries and colonies. Concurrently, the Insurgency staged attacks against the Foundation, both directly and by using both Allied and Axis forces as proxies. The largest direct conflict between the Insurgency and the Foundation during the war was a series of attempts to seize Site-41, located in Leningrad, during the Nazi siege of that city. These attempts were ultimately unsuccessful.

Co-opting Proxy Wars (1947-1967)

Though the Chaos Insurgency has co-opted wars and militarized armed disputes throughout its entire history, during the 1950s and 60s the Insurgency used plants and moles in both Western and Soviet military and intelligence apparatuses to assimilate and sponsor guerrilla insurgencies and national liberation movements in numerous countries in the Third World. A significant number of the Chaos Insurgency's leadership is believed to have turned over between 1950 and 1970, and some of the rising stars in the younger generation were CIA or KGB officers, or special forces advisers, sent to regions sympathetic to the opposing side in an effort to destabilize and replace the indigenous political infrastructure with one more amenable to their respective political masters. Having encountered and used local anomalous artifacts, and having been co-opted locally or (secretly) instructed by Insurgency moles higher in their parent agencies, these operatives were assimilated into the Chaos Insurgency.

Attempted Armed Site-59 Defection (October 1962)

In October of 1962, Colonel Andre Foch, Director of Armed Site-59 in Tibet, attempted to use the Sino-Indian War as cover to enable the defection of Armed Site-59 to the Chaos Insurgency. Foundation Armed Rapid Response Task Force Xi-13 successfully intervened, and the defection failed. Foch was subsequently presumed dead by the Foundation, though rumors of his escape continue to persist. This was the largest mass defection attempt since the Foundation Civil War.

The Modern Chaos Insurgency (1991-Present)

The Chaos Insurgency today is believed to be a highly heterogeneous and diverse social network of loosely connected cells, rather than a homogenous or hierarchical organization. While some "leaders" are believed to exist, the extent of their ability to direct, organize, and/or control the various cells is believed to be at least somewhat limited. Additionally, capturing or killing these individuals is unlikely to adversely affect the organization's activities. There is no geographic base to the Insurgency, though they are known to have a presence in many Third World countries. While the general strategy of post-modern guerrilla insurgency asymmetric warfare against the Foundation, the Global Occult Coalition, and others is fairly constant, the specific tactics, strategies, and ideologies of the Insurgency are fairly diverse. The Insurgency is known to have ties to many groups, organizations, and governments, ranging from legal and respected entities to covert and criminal entities. Foundation theorists have not yet developed a successful counterinsurgency strategy for defeating the Chaos Insurgency.

The Cell Director is of course in its name the director of a CI cell. There are several cells spreadout and each cell having one Director. Not much is known about their identity and whereabouts, but they are behind major actions and operations in their respective area. Within the area the Cell execute different sorts of missions going from recovering anomalies to mass recruiting people to the lower ranks.


Chaos Insurgency Field Researcher

The Field Researcher main purpose is to create different forms of weaponry to aid the operations for the cell. Weapons such as the incendiary grenade. They are equipped with special equipment that they can extract samples from different SCPs. 

Chaos Insurgency Operative

The Backbone of the Chaos Insurgency that are often used in their oparations/missions, such as attacking enemies of the Insurgency and to make sure the Insurgency's profile to the public and  other Group stays clear. Majority of the Operatives are within the rank of Alpha, in other words replaceable.

 

Chaos Insurgency Infiltrator

The Intelligence Agency of the Insurgency. They are trained in stealth and assasinations. Made out of Beta designated personnel and above within the Insurgency. The Infiltrators Job is to gather Information from the Foundation and give Combat Information forward to the Δ-Personal, so he can more easily plan out a raid with the Operatives.

Percussion Grenade
A simple grenade created in the chemlab. Once you throw it the grenade will explode immediately once contacting anykind of surface. Resulting in damage on everyone nearby the blast radius.

Cryo Grenade
A grenade that will once detonated freeze everyone within a certain radius of the explosion. The frozen people will remain frozen for a period of time. While frozen no damage can be inflicted on the individual until the individual is not frozen anymore. This grenade can be the perfect tool to ensure you being able retreat etc.

This grenade is not used anymore due it being heavily ineffective. Orders by the Delta Command has been issued to remove this useless crap.

Mustard Grenade
A deadly grenade that will release mustard gas in its surroundings. Inflicting huge damage on anyone that inhales this yellowish gas without a gasmask. The more mustard grenades thrown into the same area the more damage will be inflicted and terminate everyone without gasmask even faster. 

Healing Grenade
This gas grenade will release a blue gas which will heal any kind off damage that has been inflicted on the individual. No matter if it is a wound from a 7.62x25mm or a stab from a knife this gas will repair the damaged tissue and organs in a matter of seconds.

Incendiary Grenade
The incendiary grenade will upon detonation will set the area in fire for a long period of time resulting severe burn damage to the human tissue, and it make hallways inaccessible.

A deadly gas that will kill everyone who breathes it in very fast. If inhaled this deadly gas will fill the airways and the sinus cavities which will result with a quick
death.

A blue gas with the purpose to sterilize and reduce the population of certain anomalous and non-anomalous species.

SCP-3287-1 will sterilize anyone completely.

SCP-3287-2 is currently unknown even though it being similar in composition to -1.

The gas will remove the armor of people.

Also known as Red Ice this red gas will upon contact dissolve into the body and transfer its anomalous properties to the affected individual. Testing has shown it capable of assimilating ice, steam, tea, fruit juice, seawater, blood, and [DATA EXPUNGED] The individual will suffer from frost forming on the body. Which will later on form red ice crystals on the body and kill the individual.

I can bring great skills in combat and very good leadership. I have 800 hours or RP experience and i think i can do good in Chaos Insurgency. I'm good at infiltrating and raiding the facility and also good at gathering intel for a raid or for other reasons. I've played this job a lot and i've learned it quite well.

Please explain why the Foundation Civil war broke out (200 words minimum):
In 1924 the SCP foundation formed an elite covert special task force that was only known by the O5 council. They were given the codname "Insurgency". The purpose of the task force was to complete certain mission that were ethically questionable because of the methods they used. They did the missions in secrecy to mantain the reputation of the foundation. It was in 1948 when the task force defected and raided multiple facilities, stealing highly researched SCPs, caused many deaths and also transported other defecting personel. This caused the O5 council a lot of problems due to them not knowing what caused these agents to betray them. Since the start of the Civil war the Insurgency was renamed and is now knows at "The Chaos Insurgency". They reside in 3rd World Countries where they offer them a better and a new human life. The Chaos Insurgency has done many raids on many facilities and foundations across the globe. Their missions might succeed but sometimes end up failing. No matter how many times the O5 council tried they couldn't trace the Chaos Insurgency. One of the sucessful raids is when they managed to steal SCP-884 which is a small hand-held mirror which causes the subject to fail to percieve the removal of hair, making them shave that area over and over again. But the mirror has a deeper plot, it infects subjects with doubt. This doubt makes people not be able to make choices and not be able to choose what to do, they become so doubtful of themselves that after a few years it leads to death. The Chaos Insurgency knew this and drew a lot of attention of the Foundation to this mirror, which was used by thousands of personel who were now infected.  They also used anomalous items like SCP-1275. The Civil war was the bloodiest war the foundation has ever been in and will stay covered up as it has never happened.

Lorewise: The primary goal of Chaos Insurgency is securing anomalies for themselves and trying to make humanity better by using these anomalies. (Only the Chaos really knows what they want)


In-game: The Chaos Insurgency infiltrates the foundation causing a lot of damage to the facility by disguising as personel and assassinating Adminstration or even members of the O5 council if their identity is compromised. One of the main goals is to gather intel for the ongoing raid and helping from the inside. The Chaos may even choose to stay on surface and focuse on other hostile organizations.

You breached SCP-106 to cause havoc and chaos in the Foundation. As you hear over the intercoms, Containment Specialists are bringing Class Ds and are ready to activate the Femur Breaker to contain SCP-106. What do you do and why?:
I will rush back to SCP-106's containment cell avoiding him. Then i will try to stop the Specialists from putting any D-Class in the Femur breaker and try to save them if possible.

You and your fellow operatives are inside the foundation, You spot 3 different ways to cause havoc. Option A: You see the O5 with another man in a suit, identity has been leaked, guarded by A-1 Agents and other MTFs. Option B: You see the SD currently talking to HoEA about matters regarding a recent raid from a GOI:  You see 3 D-Class being escorted by an MTF guard what do you do and why?(Remember to only do one option, not all 3) :
Option A: After the acknowledgment of the O5's appearance i will proceed to disguise my self as an Alpha-1 unit and will try to find holes in their security and struck the O5 dead just in the right moment of escape/shooting my way out. Either way this method will cause a lot of havoc in the foundation.

You spot a GOI with a high valuable anomaly that can be used for the Chaos Insurgency. However, this organization is highly guarded and keeps a close eye on the anomaly. As you are noticing all this, you hear over the comms that the Foundation is going to come and take the anomaly from the GOI . What do you do and why?:
Since the organization is higly guarded i will not attack them. What i would do is disguise my self as one of the Foundations's MTF units and try to steal the anomaly from them by making them think i'm the part of the foundation. If that does not work and we are compromised i would proceed to do my best to try and steal it as fast as possible while other just keep them busy fighting while i put the anomaly safe in our base hidden in the city.

I asked for the reasons but you briefly wrote they went "rogue" then started to explain how SCP-884 was used and shit which is not a real reason why the civil war started. What can you bring to the Chaos Insurgency:
I believe that i would be a good delta because i have past 800 hours of experience on roleplay servers. I am good at giving out orders and tasks for everyone to do, also i am a fast learner and can get used to any situation quickly. I am a very good marskman and have been practining my marskmanship for an emense amount of time. I am also very active on the server and love the role of the job. My goal in the server is not just to have fun but to also do serious RP and be as active to put people in the right way. I always play infiltrator and i am a very patient person when it comes to annoying people. I have been a leader many times in my past experiences and tasked with leading a group of people a lot. I think i'm up for this job. I confidently say that i am a capable person, capable of being strict and professional. As a CI Infiltrator i have helped the delta command a lot. I'm also very active on the server and play everyday.

Why do you want to join the Chaos Insurgency?:
I'd like to join the Chaos Insurgency because i like the concept and the whole lore behind the group. Chaos is the only GOI that i really play and enjoy. I'm an active player and Chaos really suits my standards on what kind of jobs are good for me. The concept of infiltrating the foundation has really got me playing CI more and more due to it being very progressive and overall an interesting thing to do.

Yes, I fully understand the rules and I'm ready to abide them to be able to play the job.

Please explain why the Foundation Civil war broke out (200 words minimum):
After the end of the first world war, many new recruits came from the european battlefields. Some of them were straight soldiers and veterans which wanted to serve their country furthermore. A lot of members at that time thought that utilizing the power of SCPs could benefit the humanity itself and help solve many problems across the world, some even wanted to weaponize the SCPs for combat purposes and some wanted to sell the SCPs for economical advantage. In the May of 1924 the high ranked members in the foundation publicated a document that talked about the re-organization of the complete foundation named "A New Manifesto", this was later banned by the O5 Council as it would cause chaos and ruin the foundation. This caused several deaths and riots to be made which were taken care of after some time. On June 1924 05-9 called for a vote of no confidence (a vote that dissolves the whole council and is being processed by waiting to see the final confirmation of what the level 5 personnel vote, then it is decided if the O5 council stay the way it is or elects new members. The one who voted gets removed from the council IF the vote fails. If the vote succeeds the one who initated thw vote will remain in the original council) 
. The initiated vote failed. O5-9 and O5-11 ordered for other members of the council to be detained. Before they could do that the remaining council members fled and hid in other facilites around the world. Not everyone survived, such as 05-3 and 05-12 who were killed in a shooting after their bodyguards disobeyed the order for their arrests. A Task Force Agent Robert Brown tried to find and detain the two traitors but they had already fled. O5-9 and O5-11 were then removed from their spots in the O5 council and while hiding out at Site-37 they met the director of the site named Dr. Fritz. The 3 of them now formed the "Triad" which was now a group that opposed the O5 council. Not shortly after they were labled as traitors by the foundation and have sent out a MTF Squad to Site-37 to hunt them down. The foundation command headquarters did not resist the arrest and has rather agreed to it. The dispatched task force was outnumbered in Site-37 by the opposing Triad and had to retreat due to suffering many casulties and injuries. After that many units and foundations have defected and decided to join the Triad which gave them the advantage of acquiring many SCPs. After that an incident happened that made the both sides point fingers and blame eachother for usage of an SCP object that made a large tornado that destroyed Site-83 and killed many people living in the town where that foundation has been built. As of that incident it made the both sides go to a bloody battle and start a war between them two. 

What are the primary goals of the Chaos Insurgency:
The purpose of CI is definetely simple:
Combining the conceous reality with anomalous properties and becoming the perfect utopian civilization. They use the objects or people for their own purposes mostly to attack or somewhat disable the foundaiton.

 

What is the role of Delta command?, give a description on the rank structure and roles of the CI:
Delta Command
Not much is known about them, they give out orders to other employees and rather stay hidden. One of them is known as "The Engineer". He can telepathically communicate with the engine which is only known by them.

Gamma
Their purpose is to execute Delta Command's orders and command lower ranks.

Beta
Very similar to gamma class, but lesser access to information and more field operators.

Alpha
They are the ordiranry grunts of the Foundation, generally used as soldiers or perhaps used for tests to serve as dummies, also used to complete expandable tasks. They are generally recruited from poor parts of countries.

Sigma
They are not really even in the Insurgency more used as puppets that help by doing some favor. They know nothing about the Insurgency.

You breached SCP-106 to cause havoc and chaos in the Foundation. As you hear over the intercoms, Containment Specialists are bringing Class Ds and are ready to activate the Femur Breaker to contain SCP-106. What do you do and why?:
If i was grouped with other members we would  go there and kill the Containment units and everyone trying to recontain 106, but if alone i'd setup an ambush using grenades that i have created from the chem lab and kill as many personnel trying to recontain the SCP.  I'd primarily let 106 cause chaos while staying out of his way while doing so. The D-Class will be optional as he isn't as imporant as SCP-106, I might kill the D-Class in order for him not to be close to the CC and to be easily cuffed and brought for the Femur breaker. If the situation is safe enough i might let him free but still keep an eye out not to risk the mission.

You and your fellow operatives are inside the foundation, You spot 3 different ways to cause havoc. Option A: You see the O5 with another man in a suit, identity has been leaked, guarded by A-1 Agents and other MTFs. Option B: You see the SD currently talking to HoEA about matters regarding a recent raid from a GOI:  You see 3 D-Class being escorted by an MTF guard what do you do and why?(Remember to only do one option, not all 3) :
Option A:

Firstly i would disguise myself as an Alpha-1 agent pretending to be a member of their ranks and following the O5, same thing goes if I'm grouped with other CI member. After following the O5 for a while and making sure other MTF units lose sight of O5 i would safely proceed to kill him and other Alpha-1 units that are not CI member and if there are any with us. I'd choose to cuff him first taking his comms and then killing him. With this i have the good advantage on being able to read their personal comms. Other ways of doing it would be suffocating the O5 with mustard grenades, freezing him with cryo then killing him, but it really depends if there is anyone else around and it would most likely have to be preformed in a remotely safe and quiet spot for the assassination. The reason i would choose this method is because the O5 is a more important asset than any other site adminstration member.

You spot a GOI with a high valuable anomaly that can be used for the Chaos Insurgency. However, this organization is highly guarded and keeps a close eye on the anomaly. As you are noticing all this, you hear over the comms that the Foundation is going to come and take the anomaly from the GOI . What do you do and why?:
I would go with a group of other CI member (if alone i would do the same) and percisely pick a spot to get a good look on the foundation coming to get the Anomalous object. Patiently waiting i'd wait for them to kill each other and after they mostly get killed in large numbers i'd strike from an ambush throwing grenades, sniping them from a far and utilise my combat strategies against them. After taking out what's left of them after their fight the anomaly would be taken to a CI base and be used for our advantage against the foundation and other GOIs.

Please explain why the Foundation Civil war broke out (200 words minimum):When the Armistice signed and the Borders have been set up in Europe the World War 1 which has caused 17.000.000 deaths saw its end with thousands of new presonnel from the lines till the Middle East to Warsaw to Verdun the Foundation saw a huge wave of veterans from this war with military scientist and normal soldiers for their MTFs and this has resulted im ideas being born to use the SCPs as weapons and help themselves and with the publishment of the book called "new manifesto" that has unified all of these ideas and a attempt at Coup Deta has been started but the O5 Council had multiple meetings about this book and at June 10 the O5 council has given the No Motion of Confidence Procedure.Once the Voting has done and the results were in an attempted Coup happened the coup was made by O5-9 and O5-11 they were both Military generals from france and britain their goal was to arrest the O5 Council and put them into Custody but the Coup has failed and this resulted in the Death of O5-3 and O5-12.

Once the Coup has been done and news has been spread around there were multiple Mass Desertions at the Sites and opening of Volleys at the Sites around the Globe the men who were exiled O5-9 and O5-11 were removed from their positions and they have seek refuge in Site-37 with this they have met with Dr Wolfgang Fritz which who was an German Empire Scientist and they have created the Group Called "Triad".When the O5 Council heard about the situation they werent happy and sent out an Loyal MTF Group to Site-37 but the triads refused and this saw a gunfight. Gamma:

Beta:

This Designation has been given to Senior personnel at the CI with given rank comes with higher responsibilty and they also require the trust and responsibilities to join this rank of beta and access sensitive data

This Rank is given to Generals Commanders and high priority personnel at the Chaos Insurgency with this rank you will get Highly Sensitive data uncensored with Alpha being one of the most Loyal and eltie force in the Insurgency

Note: The ranks or the Designations that you wrote are not wrong. However, I do not use of those designations because the ranks contradicts with the CI we got more specifically the Delta. Like in-game we got Delta as the highest ranking member while the ranking system that you used shows the Delta as the lower ranking insurgent. Still they are not wrong but they are not used here.

Please explain why the Foundation Civil war broke out (200 words minimum): The Foundation Civil war broke out due to some MTF Alpha 1 units wanted to use some anomalous entities or object to help benefit their quest and also to benefit them in any missions they see fit. However, the foundation do not see this as beneficial and contains all types of anomalies even if the anomalies contained are useful and beneficial for use. This was not agreed upon the Chaos Insurgency so then the Foundation Civil War came alive. Many MTF A-1 units deserted the Foundation to for the Chaos Insurgency so then they are able to exploit and use any anomalous entities they have captured. SCP-500 is common in thefts for Chaos Insurgency as SCP-500
is a drug that can cure anything. This means that if the Chaos Insurgency got ahold of this, it would lead to them to then be able to cure any illness or pain any Chaos Insurgency member has contracted during a raid onto the foundation.

So, the Foundation civil war had resulted in the foundation to be split into two sides the Loyalists on one side, the Triad on the other. Eventually, the Triad lost, and the handful of survivors formed what would become the Chaos Insurgency.

The Chaos Insurgency had previously send a squad of highly trained operatives to interrogate a researcher for the foundation to locate more SCPs to then capture for their use. However, they ended up to look at the doctors photos which was SCP-096’s face. Before, they could relay any information to the Chaos Insurgency high command; they were all slaughtered by SCP-096 due to all the operatives witnessing the photo of its face. Due to this, the Chaos Insurgency now never trust a photo and take heavy precautions in case they do end up to encounter another photo which does contain SCP-096’s face.

What are the primary goals of the Chaos Insurgency: The Chaos Insurgency goal is to help the rescuing of any D class, to rid the foundation of their lab rats, so then they can recruit d class to become apart of the Chaos Insurgency. Also, the Chaos Insurgency’s primary goal can also end up to be to gain any useful anomalous entities to then exploit to allow Chaos Insurgency victory against the Foundation.

What is the role of Delta command? (Give a description on the rank structure and the roles of the CI): The role of Delta Command in CI is to be behind any major operations that are to be operated and began by the Chaos Insurgency as a whole. Usually in each city there is one Delta that is deployed who will end up to manage the Chaos Insurgency Cells and to carry out the missions which include in recovering anomalies and exterminating any other Group of Interests who are a threat to the Chaos Insurgency cause.

SIGMA > These CI are not directly affiliated with Chaos Insurgency and can be treated as "cannon fodder" due to their expendability.

ALPHA > These CI are the CI that were recruited and conscribed to the organisation when they came as a civilian, a radical or even as a freedom fighter. Trained to cause chaos in public and can have potential to become elivated into becomeing a Beta class. (The anomalous knowledge for this class is kept at a low)

BETA > These CI are Junior Researchers and Standard Military personnel that require basic access to a number of protocals that are to be expected to become performed. They are allowed to assist Gamma class personnel without the need for any excess information. Not allowed access to any item arsenal and any other data that is not ending to be in their clearance level. (Only given access to Insurgency Intelligence servers).

GAMMA > These CI are Senior Military and research officers who have aquired enough authority and trust by the Delta class CI. Given positions of command. They are given/required to have correct clearance to any CI data that is of any value, sensitive or classified. (Depending on mission, they are able to access the majority of CI's arsenal)

DELTA > These CI are the "upper echelons" of Chaos Insurgency. Considered to be like the foundations O5 council but the Delta command are more "hands on" comparing to the O5 concil members. Are almost never seen in public with no sort of disguise on and can give orders in an anonymous manner to their lower ranks. They are the main order givvers to the Chaos Insergenc and are able to hire new recruits for CI and designate them as "Chaos Insergency Alpha"

IC SECTION

Roleplaying Name (You will use this name when playing CI): Harry Davidson.

You breached SCP-106 to cause havoc and chaos in the Foundation. As you hear over the intercoms, Containment Specialists are bringing Class Ds and are ready to activate the Femur Breaker to contain SCP-106. What do you and why?: I would first begin to get a disguise to then be a containment specialist so then I can be undercover and able to gain a d class. Then I would take to d class off them and act as if I am taking the d class to the femur breaker. After I do this, I will silently terminate any armed personnel around me that are not Chaos Insurgency and release the d class. Then, I would direct them to the supply chest under the stairs when walking down the stairs to get to 106’s containment chambers. When the d class are all armed, I will call on comms that the d class is in the femur breaker so then they can activate the femur breaker.

After its activation, I will then lead the d class up to where we will all attack the armed personnel that are their with me. When all armed personnel are terminated, I will order all CI that are in the city to begin a raid on the facility to then allow their to be a destination for me to then free all the d class that are on site. (If I have no CI on to help me I will instead disguise as a researcher and lead the d class in cuffs to EZ to where I will “test” on the d class with the vending machine at the cafe area. I will act as if I don’t know where it is and Walk to the cafe thinking the machine is there.) I will then lead the d class to Maintenance Tunnel to where we are able to escape and then make sure that all the d class are in disguises and then take them to the Chaos Insurgency base to where I will begin to recruit them as Chaos Insurgency so then I can have more hands to conduct raids.

I would do this sequence as the foundation will not expect this tactic or strategy to be taken up on them so I will have an element of surprise against the foundation containment specialists as they will not expect to be met by a chaos Insurgency delta.

You and your fellow operatives are inside the foundation, You spot 3 different ways to cause havoc. Option A: You see the O5 with another man in a suit, identity has been leaked, guarded by A-1 Agents and other MTFs. Option B: You see the SD currently talking to HoEA about matters regarding a recent raid from a GOI:  You see 3 D-Class being escorted by an MTF guard what do you do and why?(Remember to only do one option, not all 3) : I would decide to take option A aproach as it’s not every day you have a cover blown O5 council member on site around 3 CI operatives. Also, after capturing the O5 council member you are able to threaten the foundation to release all there d class or the O5 council member will be tortured or even terminated. I would make a bold demand as an O5 council member is not replaceable unlike a Site director and Head of External Affairs. With a captured O5 council member, you are able to have a massive advantage over the foundation as the foundation would be in fright as they have lost one of their council members who do end up to lead a section of the foundation as a whole. The foundation personnel on site will have no choice to follow demands as a loss of an O5 council member is a major damage that the foundation cannot afford to take.

You spot a GOI with a high valuable anomaly that can be used for the Chaos Insurgency. However, this organization is highly guarded and keeps a close eye on the anomaly. As you are noticing all this, you hear over the comms that the Foundation is going to come and take the anomaly from the GOI . What do you do and why?: I will first order all avaiable Infiltration units to then disguise as the units that will be attacking the GOI to then capture this anomaly off of them. During this raid, all Infiltration units will stay back during the raid and pose as foundation units during this. When the foundation have terminated all of the guarding GOI units around, the infiltration units will then attack all the foundation units that ended up to terminate the GOI units. After this, all remaining Chaos units will be brought in to allow extraction of this anomalous entity so then it will result in the ending capture and exploitation of this anomalous entity to then help the Chaos Insurgency units in the city to a massive advantageous circumstance.

I would do all this as I would have the element of surprise on the foundation so when they do take out one threat, we are able to then attack a weakened threat which can result in ultimate Chaos Insurgency victory.

Some of which were veterans of war and wished to researve their country further through their life. Some during the dangers of war had ended up to develop anomalous capabilities which would then be able to assis a benefit of humanity as a whole due to what they could do to help all. Some groups had noticed these newly aquired powers by the soldiers that had come back from 4 years of war and wanted to create a weapon out of this to allow them to be incredibly powerful as a whole. Some people wanted to gain an economic advantage due to these newly found anomalies and then sell them to militants for a massive profit. Of May 1924 the Founation had published "A New Manifesto" which would state the reorganisation of the founation to then contain all these anomalies from the world in secret and to move away from their old ways and their use of these anomalies for their benefit to then influence their power. This new change soon had began to tear the founation apart from the inside. Riots began to rise in many sites which was to oppose this new founation change, however all the riots had then resulted in the swift end due to MTF units being dispatched to create an end to them.

A month later, after the publishment of "A new Manifesto", O5-9 had called for all O5 councilman to then revote for this manifesto in a vote of no confidence situation. He had believed that many of the O5 council didnt believe in this new manifesto and (like him) against the idea of a new change. Due to the riots, O5-9 had felt contident in his choice of a vote of no confidence. To O5-9, the vote had failed and O5-9 and O5-11 (a supporter of O5-9) had began to order the detainment of the other O5 councilman. Before this order was recieved, all O5 councilman in the area had fled in fear to many of their sites that were around the world. During this escape, O5-3 and O5-12 were both killed in a shooting when both of their bodyguards had stook by them to the end and had disobayed the detainment of them. An MTF agent by the name of [REDACTED] had (by themself) to locate and detain the 2 traitorous O5 councilman but he was too late, they were already gone. O5-9 and O5-11 were banished from their positions in the O5 council and both of them had met a Site director who had then began to form the "Triad" withing Site-[REDACTED]. This group was the first internal group of the foundation that had began to oppose the O5 council and their orders.

Not long after, all 3 of them were labbeled as "traitors to the founation" and MTF units were moablised to then terminate the traitors that were hiding in Site-[REDACTED] in which the whole site had secretly defected from the founation and had began to sympathise for the Triads. Once the MTF squads arrived, they were ambushed by a mass amount of units who were protecting the founding 3 of the triads which then led to a bloody battle which was resulting into a Triad victory. Many of the responding MTF units suffered heavy casualties to the sites defences and then made more people side with Triads. While the Triads were growing, the founation began to shrink in power and then launched a large scale attack on a site overrun bu Triads to regain power. The attack on a newly aquired site at Site-[REDCATED] had ended up to lead to the whole site to then be engulfed up by a tornado which had also engulfed a nearby town and then lead to a mass loss of life. This all then began the majorous fighting withing the founation that had then began a civil war. The fountation had won this battle and all Triad sympathisers in the foundation had fled the founation to then form the Chaos Insurgency who hate the foundation to this day and wish to then see its destruction.

 

What are the primary goals of the Chaos Insurgency: The Chaos Insurgency’s primary goal can also end up to be to gain any useful anomalous entities to then exploit them with also the knowledge for the Chaos Insurgencys benefit and to also to allow gain global control to then allow a goal to be reached of a better humanity

What is the role of Delta command? (Give a description on the rank structure and the roles of the CI): The role of Delta Command in CI is to be behind any major operations that are to be operated and began by the Chaos Insurgency as a whole. Usually in each city there is one Delta that is deployed who will end up to manage the Chaos Insurgency Cells and to carry out the missions which include in recovering anomalies and exterminating any other Group of Interests who are a threat to the Chaos Insurgency cause.

SIGMA > These CI are not directly affiliated with Chaos Insurgency and can be treated as "cannon fodder" due to their expendability.

ALPHA > These CI are the CI that were recruited and conscribed to the organisation when they came as a civilian, a radical or even as a freedom fighter. Trained to cause chaos in public and can have potential to become elivated into becomeing a Beta class. (The anomalous knowledge for this class is kept at a low)

BETA > These CI are Junior Researchers and Standard Military personnel that require basic access to a number of protocals that are to be expected to become performed. They are allowed to assist Gamma class personnel without the need for any excess information. Not allowed access to any item arsenal and any other data that is not ending to be in their clearance level. (Only given access to Insurgency Intelligence servers).

GAMMA > These CI are Senior Military and research officers who have aquired enough authority and trust by the Delta class CI. Given positions of command. They are given/required to have correct clearance to any CI data that is of any value, sensitive or classified. (Depending on mission, they are able to access the majority of CI's arsenal)

DELTA > These CI are the "upper echelons" of Chaos Insurgency. Considered to be like the foundations O5 council but the Delta command are more "hands on" comparing to the O5 concil members. Are almost never seen in public with no sort of disguise on and can give orders in an anonymous manner to their lower ranks. They are the main order givers to the Chaos Insergency.

You breached SCP-106 to cause havoc and chaos in the Foundation. As you hear over the intercoms, Containment Specialists are bringing Class Ds and are ready to activate the Femur Breaker to contain SCP-106. What do you and why?:  

I will first be disguised as a senior researcher so then I am not questioned for being in HCZ. When I am around 106's CC I will deploy mustard gas in a cluster of founation personnel to then make sure that 106 is not recontained by any containment specialists. I will hold my ground, kill all founation and then if any d class get past I will take them to the supply closet so then they can get disguises. After this I will then guide them to EZ so then when they enter EZ, they will be safe as I know that NU7 cannot ID check in EZ as it could be a FA who want to keep a disguise on.

You and your fellow operatives are inside the foundation, You spot 3 different ways to cause havoc. Option A: You see the O5 with another man in a suit, identity has been leaked, guarded by A-1 Agents and other MTFs. Option B: You see the SD currently talking to HoEA about matters regarding a recent raid from a GOI:  You see 3 D-Class being escorted by an MTF guard what do you do and why?(Remember to only do one option, not all 3) : I would decide to take option A aproach as it’s not every day you have a cover blown O5 council member on site around 3 CI operatives. Also, after locating the O5 council member I would then begin to throw mustard gas towards the direction of the O5 council as barely no one will be wearing gas basks 24/7 so then it can result into the A-1 units to be clustered and then taken by suprise. Then I would begin to shoot mainly the A-1 units first so then I will not be attacked when I am around the area. After the A-1 units are terminated then I will capture the O5 councilman and steal all the comms. I will uthen just kill the O5 councilman and then pass all the comms onto another CI and then start the Chaos in the facility due to the death of one of its O5 concilman.

You spot a GOI with a high valuable anomaly that can be used for the Chaos Insurgency. However, this organization is highly guarded and keeps a close eye on the anomaly. As you are noticing all this, you hear over the comms that the Foundation is going to come and take the anomaly from the GOI . What do you do and why?: If the GOI that does have this anomaly is MC&D then I would purchase the anomaly from them to then keep the relations close and also to then be able to have an anomaly to be able to assist the CI in their pathway to sucess. If the GOI is not MC&D, I will then scout the GOI out at a hidden distance and then disguise as them. To then get this I will tell the GOI that I am taking it somewhere disclosed to then distroy, if they dont believe and ask for my ID I will just pull gun out and kill them all in suprise if they are hostile. If they are neutral then I will never be disguised and will simply negociate for the anomaly to then be in CI hands.

Yeah I cant as I am too poor to get VIP. This is why I am applying. Also, I plan to get Plat VIP soon so it will allow me to then play CI. I just want to play CI and this is the only way I can. Maybe allow people who cant afford VIP as of yet to be able to be CI then I can play it

The Foundation Civil war broke out due to some MTF units wanted to use some anomalous entities or object to help benefit their quest and also to benefit them in any missions they see fit. However, the foundation do not see this as beneficial and contains all types of anomalies even if the anomalies contained are useful and beneficial for use. This was not agreed upon the Chaos Insurgency so then the Foundation Civil War came alive. Many MTF units deserted the Foundation to for the Chaos Insurgency so then they are able to exploit and use any anomalous entities they have captured.

So, the Foundation civil war had resulted in the foundation to be split into two sides the Loyalists on one side, the Triad on the other. Eventually, the Triad lost, and the handful of survivors formed what would become the Chaos Insurgency.

Improve this. First off, not reaching the word minimum. Secondly, not enough detail. Tip read others answers to see how they answered it while also reading the slate thunder. You have 1 week to fix this or you'll be denied. The rest is good but this question is a problem with the application.

Why do you want to join the Chaos Insurgency?:

Because I feel like I would/could do more with the job, I always played as CI. Some people call me CI Main even, I play it all the time and all day. It'll help due to some perks it'll give me and give me some power over the other Members, I've seen some heavy mingery here and there and feel I could guide them & maybe even take over the Foundation. (Which I've done single handedly before)

I feel like I can bring so much to the Chaos Insurgency due to my activity & leadership skills.

Yes I do.

Please explain why the Foundation Civil war broke out (200 words minimum):

During the time when WW1 had come to an abrupt end, a lot of new recruits had come from these EU Battles that happened. Many members of the Foundation wanted to utilize SCP Objects in order to benefit humanity and even wanted to weaponize most if not all of the SCP objects in order to help and or assist with the Post-War regime. Some even wanted to market and or sell some of these SCP Objects to Marshall Carter & Dark, whom then distributed to their customers in exchange for profit.

So basically the Foundation Civil war broke out due to the Loyalists (members of the foundation, loyal to the O5 council ONLY!) and the Triads (forces that weren't fully loyal to the O5 Council, and instead were loyal to the Triads) Which would then be known as the Chaos Insurgency. They fought and the Civil war broke out due to their disagreements on what should happen next in the Foundation and how things should go, (Usage of SCPs is a good example of this)

A new Manifesto

The new Manifesto was a vote of no confidence, O5-9 believed that many O5 Council Members never believed in this new Manifesto and wanted it in a way reworked, and or changed in various ways. This lead to multiple O5 Members dying, O5-3, O5-12 & O5-9

ALPHA 

Alpha is given to recruited civilians, radicals & freedom fighters whom have been introduced into the Chaos Insurgency, they are trained for Terror/Chaos. The reason Alpha is special is due to them doing nearly everything publicly, they are extremely restricted however.

SIGMA

Sigma is not directly associated with the CI, they are used as "expandable" and are generally only used for information etc.

BETA

Beta is given to basic JR Researchers/Military Personnel for the numerous procedures they are given to perform.

They assist Gamma without knowing the exact Info being given to them, and are in general restricted to access.

GAMMA

Gamma is given to military/research officers who are extremely trusted from the CI Administration, typically seen in high positions of Command. This means GAMMA has a lot of responsibilities and the CI are very dependant on them.

DELTA

Delta is basically the O5, however they are Chaos Insurgency, they are generally rarely seen and are if not at all times disguised as a regular Citizen, they communicate orders secretly using some sort of secretive communication link. (CI Cells)

I would get my chance, waiting nearby SCP-106's CC ready for any MTF to come through, and whenever I get my chance I would gun down all the E-11 Members. Surprising them gives me an advantage and this is always what I do. Whilst they are pre-occupied with me, SCP-106 would send them to the Pocket Dimension giving me a chance to kill them off further (They are generally alone or only with 2 other MTF-Units)

You and your fellow operatives are inside the foundation, You spot 3 different ways to cause havoc. Well, the obvious choice would be Option A, I've killed numerous O5s and this would only be beneficial to the Chaos Insurgency, I would try to disguise myself as a normal Field Agent & then give myself the upper hand. Possibly along the way kidnapping the O5 after executing both of the MTF A-1. (Of course waiting until they get into a secluded position so that I wouldn't be heard, utilizing the suppressors which are issued with the weapons we receive)

You spot a GOI with a high valuable anomaly that can be used for the Chaos Insurgency. However, this organization is highly guarded and keeps a close eye on the anomaly. As you are noticing all this, you hear over the comms that the Foundation is going to come and take the anomaly from the GOI . What do you do and why?:

I would get reinforcements, wait out the raid, when the MTF are extracting the Anomaly we execute all the MTF-Personnel & grab the high value anomaly. Of course we all would be disguised & they would wait on my order to attack, giving us the opportune moment to go in and grubb the anomaly.

Additional Notes:

I may be a little mingy and stuff but I try not to ruin anyones RP-Experience, I play CI all day every day and feel I in a way deserve this rank & have numerous people who can vouch for me. That is all, I might not have had a good experience with everyone but I try my best without being super-serious.
