Then: Make CI unwl (Apart from leader/chief/administrator/warlord/titan/god/queen I guess)

Reason: It staple GOI for SCP, easiest to understand and easiest for other GOIs to work around (relations/deals and so on). Thus it being inactive hurts other GOIs.


Obviously wasn't in meeting so dunno what Xunt/Fridge/Daddy decided to do with GOIs (from what I've heard something regarding religious groups being planned for return or whatever) so depends also on that.
