None the less if they are messing about it isn't "FailRP", FailRP is when someone does an infraction which breaks the character of the era / you wouldn't do IRL, example: Standing in fire or talking about anything in the 21st century like an "Iphone". So you would either give them their respective warnings for their *rule breaks*, NITRP [Tier I] or NITRP [Tier II].
 
Not exactly an RP friendly answer, the server is revolved around RP and not staffing... It would be better to let the CO do a demotion IC rather than a roof top... In addition to this, they don't need a FailRP warning... It would be either IC consequences (Demotion) or a demotion & NITRP ban.
 
There are few grammatical mistakes within the application, that can be looked over due to it not being your first language of course. It is obvious you have a dedication to the staff team and have ranked up in the 1.SS showing your dedication, as well as this is your 3rd staff application recently so you obviously want to be staff and care for the server. I suggest having a bit more professionality on the forums etc if you want to become staff, but it is up to you, to portray a good staff member if you want to be it, not me. Also...

The rules about FearRP have been the same for the past like 6 years. 
You broke FearRP and admit to it. In addition to this you have like 3 bans for FearRP before. The Staff member was just upholding the server rules which you broke. I suggest reading the rules before you start playing again after an extended break.

My few interactions with him have been kind and professional.
He has past staffing experience on the WW2-RP Staff team.

Since I’ve been back on the server I think I’ve spent more time backseat staffing for them explaining how to do stuff, than actually RPing. 
 
Anyways, Mainz has portrayed great patience and confidence as an NCO in Caesar, with a very well written application (A few hiccups here and there but nothing majorly wrong.). I have no doubt with his loyalty, persistence, strength and diligence that he would make a great staff member on this server.

You called him a N*gg(a/er) I can't remember in spawn after he respawned + other words I can't remember. Then you ran under gunpoint which Hallgren claimed, I showed him the clip, and you were warned, 3 rule breaks in like 2 minutes, that is enough to warrant an NITRP ban. 
Aswell as a justified ban you're trying to appeal. You're also lying in your unban request!
