What is the Department of External Affairs?: The Department of External Affairs is the Foundation's branch responsible to deal with GoI related matters, mainly acquiring intelligence about them and organizing raids against hostile GoI's bases. They are also tasked with spreading desinformation throughout the population to cover up Foundation's operations and in case of an information leak they are also the ones responsible with dealing with it, they are also the ones responsible for the recruitment of new employees for the Foundation and they are tasked with locating anomalous objects on the surface and retrieve them to the Site.

Who is the Head of External Affairs?: Head of the External Affairs (HoEA) are the ones that manage the DoEA's Field Agents and Department of External Affairs Agents (DEAA) in Foundation's major Sites, apart from managing the Department of External Affais (DoEA) if he is present in-site he will be the one to deal with any negotiations between GoIs and the interrogation of captured GoI's Agents, after the interrogation he can convert them into MTF Sigma-66 Agents and he can do the same with captured anomalies converting them into MTF Omega-12 Agents.

What is a GOI?: GoI stands for "Group of Interest" wich are non-Foundation anomalous organizations such as GOC (Global Occult Coalition) or the CoTBG (Church of the Broken God), a GoI can be a cult, a religion, a governmental agency  and even oraganizations from other dimensions or planets, some of them are allies or neutral towards the Foundation while others are hostile towards it.

Who does the HoEA anwser to?: The HoEA usually answers to the O5 Council, however if one is not present in-site the HoEA answers to the SD.

What are the duties of a HoEA?: The duty of a HoEA is to use his Field Agents and DEAAs to gather intel on GoIs on the surface and retrieve loose anomalies that could cause havoc and spread knowledge about the anomalous troughout the local population and gather intel about GoIs aswell, he is the one tasked with negotiating with GoIs and taking care of Foundation-GoI's relations-. If authorized by the O5/SD the HoEA can organize a raid on a hostile GoI base in order to take them down and retrieve whatever is inside. If somehow a civillian acquires knowledge about the Foundation it's his duty to order him to be silenced and find out where he got the information from.

What is MTF Sigma-66 and Omega-12?: MTF Sigma-66 is a MTF made of GoI's Agents that were captured/recruited by the HoEA, they usually are used in dangerous missions however they can be used to protect the HoEA because if he dies they die aswell, there can only be a maximum of 3 Sigma-66 on-site at once. MTF Omega-12 on the other hand is a task forca made out of anomalies captured/recruited by the HoEA, depending on their power they can be used in intel gathering missions, there can only be 2 Omega-12 on-site at once.

Describe the SCP Foundation as a GOI: The SCP Foundation is one of the biggest (if not the biggest) anomalous organizations in the world, with almost limitless resources they have contained a giant amount of SCPs in different Sites across the world, they operate under extreme secrecy with the approval of all world governments who fund them, their main goal is to study and contain anomalies to keep them a secret from the outside world.
