Um, the 2nd screenshot of him doing RDA is not sufficient. Sure, its clearly visible how he does prop block, but its hard to see the RDA.

I do have to point out he made the prop invisible, so i think that feller is well aware that hes prop blocking and breaking the rules.

Not really much of a bannable offense. To me it looks like he deleted the prop after placing it as a "joke."
