With the rading/combat utility, you will need level 3+ clearance, be a combat operative and needing to show ID. Also, the HoMD commands and helps MP if needed. Why do you think you'll be a good fit for the Head of Manufacturing?: I think I'll be a good because I'm on the server a lot. Helping people so they get their supplies is a job I can handle.
