Explanation: I'm CE, as part of CE we defend GR. As you might know there are 2 ways in to GR - Elevator and Vents. I'm looking with a turret towards Vents and wait there basically the whole event. Usually near the end baddies come to GR, take it over, we rush back and etc etc.

Well During this period, we got word in-game that the enemies are comming towards GR, and also to add - Elevator was comming down.
We're all getting ready at or battle stations. All of a sudden In vents, I see a dark figure with flashlight on just jumped down. I of course, open fire and shoud "we're being attacked in vents". Furthermore just at this instance we get attacked from elevator as well, and unfortunately we died and lost GR.

As I respawned and was heading back, as a new clone, of course, all of a sudden I get grabbed by Zarp and get Shouted on. I apologise and explain myself that I have no idea what's going on or who's he. He continues with his tone and ego "Did u not realise I warned you??" to which I reply " I didn't even notice man, what happened". He then proceeds to explain, and I apologise again, and explain myself. He mumbled something and left.

In the end, I really do not think it's fair to warn me for something that could so easily be considered an accident and not an intentional matter.  Furthermore, I believe it's just only just to get all sides of the story, prior to issueing punishments by himself.

Finally, If he is truly truly offended, shouldn't this be handled IC? What is CG there for? Or it's just because he happens to be an admin, he decides to take matter in his own hands? Like I'm sorry to say but it's really not my fault he had a bad day and laid all his anger on me, warning me without even considering anything else.

Just from reading this and the name i think your on about Zab and not Zarp idk who zarp is so i think your on about Zab.  I dont think zab did it to abuse his powers he may of just gotten mad as hes VA has a lot of HP and to kill him takes a lot so he probaly thought in that time you would of seen thats him (which you didnt) and thinking that you did it for fun of it or something idk warned you. This from just your POV sounds like a accident and I think it should of end on you saying sorry. CE kill so many clones in GR defence lets not lie its always accident their a bit trigger happy with turrets (I have been a victim myself to this). But if its truly a accident and its one time I belive at least the shouldnt be a warning.

To finish this the IC & OOC thing he died he isnt gonna arrest you how can he, he died so thats why he dealt with it OOC because in his eyes you killed him on purpose maybe and thats RDM.

Okay from my point of view it went like this.
I went down to the GR, because the events just have a predictable line of events. So i went down the vents and as soon as i got down there i got blasted. This i understand, but i was yelling for a good 5-6 second that i was friendly. You might not have heard it because of the turret noice, but in that time you should have seen i was not a droid. I was max HP. 1680 + 100 shield. 
I choose to deal with it ooc because 1, with my rank and what happened, demotion would be the only logical punishment. 2, as you said, the GR was getting attacked at that point. So there was't really time to arrest you. 3, we both died so, i could not do it in character anymore. 

To be fair, the lighting might have gotten a bit fucked and i don't think you ever intended to kill a friendly.
