He often helps deal with both external and internal affairs. He serves the O5 Council only and nobody else. What is the O5 Council? Overseer Council, there are 12-13 of them and they are in charge of all Sites. They order the SD what to do and have complete command over any other unit. They are incredibly powerful and serve The Administrator.
