Like I do not honestly know, as some say its in canada because of site-19 some say its in the US because of the dollars the server uses and some say its in Britain because of where the server is located. So many different GOIs in the area with a large amount of anomalous activity, and an SCP Foundation site with a lot of infamous and dangerous SCPs that, after breaching, simply vanish and return to their CC? This clearly isnt a normal city. Not to mention that the city itself is filled with false buildings, and having no tunnel to leave the city via subway or any streets leading out. I personally believe that Ovis City is one giant anomaly, that absorbs and expels areas, anomalous objects, and people (as seen by factors we'd consider OOC, like map changes, people joining and leaving the server, and jobs being added and removed). Due to this, the Foundation have a site here and GOIs are extremely active in this city. It's most likely a Nexus of sorts, where anomalies come and go, in a similar fashion to the Library, but without any choice.
