Have you read the rules of SCPRP and understand them?: Yes I have read them over around 3 times and fully understand them. 

Have you read the SCP-096 rules and understand them? Demonstrate your understanding with an example or two: Yes. You have to stay still when docile and can not look around to make people see your face. SCP 096 cant be breached by just any foundation running into my cc just to look at my face and run to breach me. You would stay there and make a ticket.

Are you able to play the job often and RP correctly?: Yes I am on very often and will follow rules.

What is the containment procedure for SCP-096 if it has breached? Explain with as much detail as you can: First, non containment are removed from the area and then containment will back up until feeling 096 or something else. they will then bag scp 096 without looking and then the path back to his containment will be cleared and he will be escorted back to containment. Anyone clearance 3 can bag it.

While in a test, the D-Class they have put in your Containment Chamber has run out and managed to get to the Entrance Zone after looking at your face. What course of action do you take and what do you do once your target is dead?: I would run directly to my target after waiting a short amount of anger time. I would follow him until I can kill him. After killing the D Class I would sit down, be still, and become docile crying a bit waiting for containment to contain me or someone else sees my face.

While chasing SCP-096-1, you pass a researcher, MTF personnel and D-Class who all look at your face accidentally. You manage to kill your original target and you circle back to kill the rest. Is this a good RP scenario and why? (Free form question.): I would circle around and kill them because this is what SCP - 096 would do in the lore. Anyone who sees his face is to be killed. Now if a lot of people see my face as I run past a wouldn't kill them but small groups like the researcher, MTF, and D Class I would.

A Group of Interest has entered the facility and is attempting to bring you to their base. While transporting you, one of the members sees your face, however says that it was an accident and that you should just ignore it. What should you do and why?: Since he has seen me face he should be killed. If they saw my face it is their fault because I should have been bagged or my face covered so it doesn't happen. Plus SCP - 096 does not listen to reason and because it happened in character he should be killed. Plus the rules state that anyone who sees your face must be killed.

Honestly seems like you got to 4d just to apply witch I can respect as you want to be 096

Not anyone with CL3 can bag SCP-096, it is only containment personnel that can do this eg B7

 

You are a nice guy but maybe get some more feedback from this and maybe increase playtime bud

and im american so a lot of people dont see me on cause i usually am on during the mid to end of peak time to downtime

TBH youre application didnt look to bad the Most things are good but you failed a few important parts and youre playtime is fully ok i dont know what the problem is i mean you need 4 days minimum not 2 weeks minimum

I personally believe they have put time and effort into their 096 WL application and shows understanding of the job but as stated by other replies, your play time is needed to improve to maybe further increase your understanding of the server and how the other jobs function to further your RPing capabilities.

Why are people like this? He fits the requirement. It's like you go into a store and buy something bit then the owner of the store says you can't buy it even tho you have enough money for it.
