I personally do not like the idea of having EPs as staff, although he is competent (being EP and hierarchy) he did some mistakes which lead me on giving him a

- 50+ hours per week? Sounds pretty active for me, massive requirement for a Staff On Duty.
- Already an Event Planner so he's clearly got plenty of experience in using ULX commands. 
- Commander of his own regiment and, as mentioned before, also an Event Planner. Shows maturity and leadership as two very good traits.
