To catch civilians using money printers, catch people using or selling drugs, etc 2. SWAT is just better police officers. With this atleast police officers may have more of a purpose It would be much easier for police to actually catch people doing illegal stuff instead of just waiting for someone to mess up and do something illegal infront of police.
