Replace Surface with V4's surface. Current surface isnt very great at all. Its small and has not many places to go. Overall, it's bad. However, 2 versions ago we had a great surface, with many different, diverse locations. Adding V4's surface onto V6's Foundation would make it overall much better, as it will allow for more diverse surfaceRP in terms of locations, which is something Hierarchy has been trying to do for a couple weeks now. Overall, I feel like changing the surface to V4's would be better. If hierarchy wants, they could "mash" the two surfaces together of sorts, like keep current PD and new updated buildings that would fit into V4's surface.

So, UIU but with no reason to exist? Lets pick this apart, and lets start with the group itself. The OCPB was formed to specifically help ONE city, which already has the Foundation in it. Why not just send the GOC in, maybe the UIU, or I dont know, an MTF? The OCPB makes no sense with it's existence. It is not it's own country, nor does a city have the authority to create a branch of the military to help Ovis. Just call the National Guard for christs sake. Now, the ranks are a mess of Military and Police ranks, which in itself is ridiculous, but its trivial at best, but why in God's name does a military force have an "Officer" job within it, that is essentially a cop? Wouldn't it just be ACUs and "Leader" (very descriptive name by the way)? If the OCPB has a Officer job which is essentially just a cop, then why have the OCPB in the first place? Now, lets look at everything else. The management is not great. Gerald and Edward are eh, and Bob is a huge nope for any management position. He's shown that he can't listen to any rules or even hierarchy, even when his ass is on the line (see all his perm bans and warnings by hierarchy, even back to when Ash was owner). He's been pushing the limit for months upon months at this point, even to the point where Ash, a Reserve-H member and former owner (at the time) had to step in and tell him to stop. If that doesnt say anything, I dont know what does The OCPB is useless on the server, its a combination of Foundation and the PD. Not to mention the way of entry, it will probably end up being full of Bobby's Yes Men like the OCPD was. It probably wont even work as intended, and end up as PD 2. Overall, HUGE -1. It simply wont work for many factors, including some I haven't even mentioned.

I love dealing with or actually being GOIs, and a MTF unit that does that + keeps the Foundation secure is one I would want to join, especially how there arent any other MTFs that do this besides Nu-7 anymore, especially with the limit. How Beta-1 operates also seems very interesting, from having to vote between higher ranking members of the Foundation to demote an SD (unless theres an O5 on ofc), to interrogating GOIs, Beta-1 covers a large area in what they do, and that means that there is also much more to do, and that seems to be very fun, especially when there is a lot of people on. What is Beta-1s purpose on the server?: Beta-1 is a MTF that acts as a military police within the Foundation, enforcing rules either set in stone, or created by a Foundation Admin, and they have the authority to detain MTF Commanders and Foundation Administration (this includes SDs, but ONLY if an O5 is on site). They handle issues within the Foundation (like an Nu-7 refusing to do his job), whilst dealing with GOIs inside the Foundation, preventing GOI leaks and keeping the Foundation a secret. They can also assist security/MTF with setting up defenses, but they are not required to, and cannot man CPs. Beta-1 report directly to the Foundation Administration, but do not have authority to command other MTFs, but only to make sure they stay in line.

Last time out UIU too raid heavy and combat focused with the Agent job just being a combat unit really, this time I want the group to be more secretive and stealthy like actual FBI Agents where a cover story is maintained and raids are only carried out after an investigation has taken place. UIU will have a good mix of Passive RP and Combat RP. I mean that btw, I don't mean "We hold preaches and do non specific research" I mean actually making a character and going undercover. Now I am sure a lot of people will draw comparisons between UIU and Pentagram as the two groups are both US Government organisations. However, as we've all experienced Pentagrams goals and methods are extremely questionable and can seem confusing to non Penta members on the server. In real life CIA and FBI relations are pretty icy and the two orgs rarely co-operate, so there's no reason why anomalous versions of the two groups wouldn't also conflict in some areas, possibly even leading to indirectly combatting one another over certain matters. It definitely won't be as clear cut as "UIU and Penta just team up 24/7 and work together" in fact it's very unlikely the two groups will really interact with each other unless a conflict arises between them for whatever reason. Just to re-iterate, Pentagram has no real bearing on this group either way and UIU will likely not team with or attack Pentagram directly and vice versa. This will mean UIU Agents will have to set up a cover story (E.G: A Shop) Next to the building they are investigating to deploy the entity and use it. This fits with the lore as UIU uses FBI tech and the FBI is fully capable of listening in on phone convos or radios. This also lends itself well to the whole "Undercover investigation" part of the job I am aiming for. ------------------------------------------------------------------------------------------------------------------------------- UIU Will not be massively Hostile or Friendly to the various GOIs in Ovis as it's not a mainline combat job with complex relations. The only alliance UIU has is to the US Government and US Citizens and will do everything it can to protect them from the anomalous. This means that UIU will be Friendly to the local PD and the Foundation if the Foundation are helping combat GOIs. This does not mean that UIU will enforce the PDs laws and give every anomaly to the Foundation and defend them. UIU will take action against the Foundation if Foundation start a war against the PD and starts killing civs. UIU will also use "Gag Orders" on Citizens who know about the anomalous. This is basically an NDA and action will be taken against those who break them. UIU will keep a close eye on MCND and AR but won't be actively hostile against them in the sense that they will mass raid and kill robots in the street. It means that they will try to hamper the groups in a more subtle way and like the real FBI will only arrest members if they have a good amount of evidence.
