I do own a working microphone. I use both communications method, but generally tend to use text more for OOC related stuff and voice for IC. That being said, it is usually an even split.

I am on the TS3 server almost all the time I am on my PC. I also lurk the forums most everyday but I usually do not post.

State the role of staff on the server:
It is the role of the staff members to act as an enforcer of server rules, as well as protectors of those who wish to play on the server legitimately. Staff members should also be exemplary role models on the server, and as such, should act in accordance to all server rules as they would expect of any other player.

It is important that when staff members deal with any administration situation, that they remain completely professional and unbiased as to ensure that the situation is dealt with in accordance to the provided rules and punishment list.

Staff members should also be there to help provide assistance to any players, new or old, with anything that may be confusing to them. They should also act as guides for those who may not be completely familiar with server rules or it's atmosphere.

Staff members should aim to act efficiently and effectively when needed to deal with any IC and OOC situations. These situations could include issues ranging from dealing with a player RDMing others, or dealing with inappropriate chat messages or spam.

It is also, in my opinion, important for a staff member to prioritise their staff duties over RPing. So if a rule breaking situation were to occur, a staff member should cease RPing and aim to intercept the rule breaker before the situation gets worse.
 

Give some context about setting of C24 within the Half Life universe (150 words+):
Approximately 880 miles West from the presumed location of well known City 17 (Sofia, Bulgaria), lies the prestigious and glamorous City 24.

Located in the previously named city of Geneva, "The Royal City" has made a name for itself by being controlled by The Combine but under a much more ruthless and unconventional dictatorship, similar to the likes of the "Democratic People's Republic of Korea (North Korea)".

Not too much is known about the city, but it is presumed that the city is under control by a number of different board members, rather than just a singular administrator. Because of this, life for normal citizens is anything but easy. With only some rations to live off each day, citizens are pretty much reliant on their own scavenging and crafting abilities in order to make some form of a living. Though some other opportunities are available through things such as the CWU and even the CP, depending on how well you've proven your loyalty.

From the outside you may not suspect anything, however, propaganda and manipulation are just a few things that are considered the norm here. With the threat of resistance and anti-combine activity being high, the city is subjected to much higher number of patrols in order to maintain absolute rule and control. Those who stand against the rule and the combine here, will likely find themselves locked away or even killed.

Explain how you would handle these scenarios as a staff member:

 

1 ) You are told by a player in admin chat that another player is randomly killing people:
I would first take a look at any damage logs available and search for the name of the player given in admin chat. If there is damage being done I would then, if possible, spectate the player and watch what they are doing to see if it is possible to catch them in the act of RDMing.

If the player is RDMing, the player should be brought to a location so an admin sit can be conducted. The offending player should then be warned/banned depending on whether the killings can be deemed accidental or intentional. If the player being watched is mass RDMing, they should either be frozen or kicked pending a ban, or just straight up banned on the spot depending on how many people they've already killed.

If the player wasn't RDMing, a case could be made to warn the person who sent the message in the admin chat as it could be possible they are attempting to get someone in trouble for doing something they are not.
 

2 ) You are asked by a player about how to join a faction:
With certain roles and factions, the player is required to undertake recruitment through IC actions. As such the player should be given minimal information on what to do so they can effectively RP to their full potential. So players should be told that they would need to attempt to gain knowledge on how to join through IC RP actions. If after a while they still aren't able to learn anything, it could be appropriate to help nudge them in the right direction.

With other roles and factions, OOC applications are potentially required. These are generally done through either the forums or the discord server, and as such the player should be told this information as well as to find appropriate resources.

Currently at time of application, the server is not live. Because of this there is minimal information on how a lot of server features will function. My answer to this question is based off of what I have seen and heard from the few beta sessions, though a lot of this is likely subject to quite drastic changes.
 

3 ) You catch somebody not performing RP and messing around:
Given that the server has a more serious RP tone to it, any players who are not rping should be reminded on what type of server they are playing on. However there are different things that can affect the way you should approach this scenario.

If a player is not performing RP and they are just doing stuff by themselves away from others, they should perhaps just be left alone as they aren't affecting others. If they are getting close to others they should be warned to not interrupt others and reminded that the server demands more serious RP.

If a player is not performing RP and they are actively interrupting others' RP experience, the player should be brought to an admin sit suitable location and given a warning, or ban depending on severity. If they are warned they should be reminded to read all the rules and told that messing around with others can and will result in a ban on a repeat offense.
 

4 ) Somebody acquires a rank but is not willing to RP with it properly:
If the player is new to the role, they should be reminded what is required of them when active as that role and that it is possible for the player to have the role taken off of them if they aren't doing what is expected. If they continue to not RP with the role they should be warned, followed on by a kick/ban if they are intentionally refusing to follow role rules/requirements.

If the player is not new to the role and have previously been warned due to unwillingness to RP, they should be reported to a hierarchy member pending punishment/removal from the role.
 

5 ) A player is prop spamming:
There are again different ways to approach this scenario, depending on the severity of the prop spam. 

Generally, prop spam is done to intentionally cause server issues and server lag, and as such if a player is mass prop spamming at high speed, the player should just be immediately banned without warning. 

If a player is spamming props at a slower speed or if it seems like they aren't necessarily doing it to cause issues, they should be warned and told that further prop spam can and will result in warns/bans.
 

6 ) Somebody does not agree with the outcome of an RP situation therefore he decides to break RP and act OOC:
In this situation a staff member should work to effectively learn what was happening in the RP situation and what happened to cause the break in RP. 

In the event of a rule break causing a break in RP, evidence should be gathered and warnings given out depending on the severity of the rule break.

If there was not a rule break and a player has broken RP as they were not happy with an IC response or action, then care should be taken to help solve the situation and come to an even ground. If after a certain amount of time, an outcome can't be agreed upon, the RP situation should be nullified and players asked to either leave the area or restart the situation. 

This can be a potentially difficult situation to deal with, as it is likely it'll end in an outcome where one person is not happy. This is why care should be taken to act as professional and quickly as possible, so not too much time is wasted, thus allowing players more time to enjoy RPing in different situations.
 

7 ) You bring a player into a sit and punish him however he does not agree with your decision and keeps arguing:
In the end, the staff have been trained and mentored to be able to accurately and precisely deal with situations and as such they have the trust to have the final say in the situation.

If a player is persistent in their disagreement they should be told that if they find it necessary, they can make a staff abuse post on the forums in order to have SMT provide an overall final say.

After this the player should be told that if they continue to be persistent with their disagreement, and if they were to take it to OOC, that it is likely they will end up with further warnings or mutes if they do not stop.
 

8 ) Someone commits FailRP but claims the specific instance of FailRP you warned him for is not explained in detail within the rules: 
Most of FailRP can be attributed to common sense, so if it isn't specifically detailed in the rules, I would inform the player that I will stick by the punishment I had given them. I could also suggest to the player to make a suggestion on the servers discord or on the forums to get the situation specified in the rules.

Another option would be to get another staff member involved and ask them for their own interpretation. By having a second opinion, it'll be much easier to see whether or not the FailRP can be attributed to common sense, and it'll also help provide a more solid defence should the player in question decide to make a post complaining about it on the forums.
 

9 ) A player evidently breaks a rule however he makes a good point in his defence by abusing loopholes within the rules:
Abusing loopholes in the rules can again, also be attributed to common sense. 

In this sort of situation, care should be taken to avoid over punishing the player, but it may also be necessary to stick by the punishment and later inform SMT or hierarchy that there is an easily abuse able loophole within the rules.

A verbal warning should also be given so the player knows that abusing loopholes won't be welcome, as it is an action that can be deemed "mingey" behaviour in an RP server.

Answer the following questions in detail:

 

1 ) Explain the difference between Tier I rule-breaking and punishments and Tier II rule-breaking and punishments:
From what I have gathered, Tier I rule-breaking is when a player, new more often that not, commits a rule break without the intention to do so. This is usually caused by lack of familiarity of the rules or the atmosphere of the server.

Tier II rule-breaking is when a player intentionally breaks server rules.

At the time of this application, server rules and punishments have not been released as such there is no accurate way to provide proper punishments for these types of rule breaks.

However going off of common sense, Tier I rule breakers should be given verbal warnings and directed to the rules so that they can protect themselves against accidental rule breaks in the future. Tier II rule breakers could be given punishments ranging from verbal warnings to permanent bans depending on the severity or number of rules they have broken at any given time.
 

2 ) Explain the difference between IC and OOC. Also define Meta Gaming in relation with the two:
IC - In Character. IC generally refers to any RP actions that take place in the server. Knowledge that your character has gained from others, relationships with other characters, your characters experience are all examples of things that are In Character. If you are talking to others, buying or selling stuff or being spoken to by CP then you are RPing and as such you are currently acting IC.

OOC - Out of Character. OOC is anything that a player learns through actions outside of IC and RP. People talking about stuff in OOC chat, discord, forums, admin sits are all examples of OOC situations.

Meta gaming. Meta is the process of learning something through OOC and acting upon it IC. For example, if someone in OOC chat says that a player being hunted by CP is hiding inside a certain building, any CPs acting upon that information and immediately heading straight to that location can be considered as meta gaming, as the CPs will likely not have had that information prior to being told in OOC.

 

3 ) Explain the difference between Serious RP and Semi-Serious RP:
There can be a lot of different definitions for serious and semi-serious rp. Different servers, different communities and different people will likely all have their own different opinions on what is and what isn't serious.

Serious RP - Generally speaking, serious RP refers to RP where every IC action matters in one way or another. Every interaction with another player can be used to fuel different RP situations, create new relationships, learn new things etc. Serious RP can also generally lead to much more intense interactions, co operation and story driven RP. With these more intense interactions, combat is less likely to happen in comparison to semi-serious rp.  Servers with more serious RP also expect players to RP properly and not mess about. Because of this, serious RP servers generally tend to have much stricter rules and much harsher punishments for those who break the rules.

Semi-Serious RP - More often than not, semi-serious is a tag given to most DarkRP gamemode servers. Semi-Serious doesn't usually require as much commitment to RP and more often than not, most situations can lead to firefights rather than diplomatic resolutions. Jobs and roles also generally don't require applications or whitelisting and are generally locked to those who are VIP or of a certain level. Semi-serious RP can also generally be much more forgiving to players who are new to RP, but compared to serious RP there is a massive difference in what is possible as the players on semi-serious can be much less intense.
 

4 ) Explain the difference between PassiveRP and CombatRP, explain your view on their importance in our gamemode:
PassiveRP - Refers to RP situations that 95% of the time are likely to take place in server. Situations such as buying stuff off of sellers, selling stuff to players, interacting with other players, walking around, having meetings etc.

CombatRP - Refers to RP situations that, by name, involve combat. This includes things such as firefights, melee brawls, running from CP, performing attacks on CP checkpoints etc.

Both forms of RP are important when it comes to this gamemode. Allowing players to have a period of PassiveRP can help them develop more complex characters and storylines, whereas CombatRP can help provide more action packed situations where life or death can have a massive affect on how your character can develop. 
 

5 ) Define the term of Combat Baiting:
Combat Baiting is the process of attempting to get another player involved in a CombatRP situation when they do not wish to be involved in one, or are currently involved in a situation which doesn't require it.

An example of this would be a citizen constantly trying to berate a CP into engaging them by doing things such as insulting them. 

Combat Baiting can also be used in an attempt to get others in trouble for things such as RDM. A player can bait someone else and if they are killed, they could complain about RP and it may be hard for staff to determine if it was RDM or not.
 

6 ) Define Power Gaming / Power RP:
Power Gaming is the process of having your character act out things that they would be normally physically incapable of. An example of this would be having your character knock someone out in an RP situation where it may not be possible to do. 

Unless you are playing a character that has certain abilities it is extremely unlikely a player will have the capability to perform extreme physical actions.
 

7 ) Define the term FailRP:
FailRP can quite easily be defined as failing to RP properly. There are many different ways that FailRP can be classified. But generally, performing actions that shouldn't be possible in any given situation, or refusing to play out your role would be FailRP.

For example, a member of CP refusing to perform their duties could be classified as committing FailRP.
Another example would be, if you were being 'held' by CP so you weren't able to run away, if you were to then run away that would also be considered FailRP. This is because given the situation you are in, realistically you wouldn't just be able to run away.

 

8 ) Define the term FearRP: 
FearRP is the process of having your character feel scared given a RP situation.

The most common and most seen example of this would be if you had several people holding you up at gunpoint. In this situation your character would fear for their life and as such would do as instructed. Ignoring this situation and attempting to run away or fight back, would be an example of breaking FearRP.

Explain in length and detail as to why you deserve staff more than other applicants. Explain what you will bring to the staff team and your strongest assets as a person/potential staff member (250+ words):
Though I have not played as much on W-G in the past couple of years, with being busy with real life stuff, I have been a member of W-G since April 2014 pretty much since it's inception, before things such as server managers and the CAT existed.
In my time on W-G I have been Super Admin, Security Staff, Head Admin, Senior Admin, Admin and pretty much every other rank across multiple different servers between 2014 and 2016. I have been able to use my early time in the community to gain the trust of a lot of members of the communities previous hierarchy, but given the changes over the years, the only person who can really testify this would be Harland.
Because I have held all these positions, I feel that I have proven in the past that I am capable of being staff within W-G and can continue to prove that further.

Generally, I have quite a lot of free time that I can utilise to carry out staff duties whilst online on HLRP. I am also usually always online on the TS3 server when on my PC, so should I be required to jump on the server I can usually be reached pretty quickly.

I also consider myself to be an efficient, dedicated and hardworking person, and I will ensure that I commit myself to carrying out staff duties over any form of RP.

I believe I can effectively use my past experience with being senior staff to help deal with situations that may be more annoying than others. I also believe that I've gained a lot of knowledge with how to deal with pretty much every sort of usual situation a staff member might face when actively performing their duties.

I have also done stuff outside of W-G and gaming that I also believe will help me, help the server and community as a whole. I was part of the RAF Air Cadets for 7 years, during which in my time I achieved the highest cadet rank. I also developed a lot of my skills when it comes to working with others and by myself, effectively and efficiently, and I believe these skills will translate well into carrying out my role on HLRP.

 

Overall, I believe that I can help bring in even more experience to an already diverse and skillful staff team. I believe I can use my past knowledge of staffing and commands to provide efficient support to any players that require it.

Your application is very well written and your answers are detailed. I would go differently on some situations like

I would ask for evidence aswell, if you cant catch him in the act of RDMing for example. But tbh I would tp first to the accusor and ask him his side of the story and if the evidence given I would bring he accused and so on... But otherwise your answer is still good in my opinion.

Overall your application was well thought and you took your time, its also good that you were staff once so you have lots of experience and can advice newer staff members, but the only problem I have rn is that I dont know you. Maybe its just me but I never seen you on the discord writing something before, so just let us get to know you more to really judge on this staff application. Still so people can get to know you better I would advice you to write some posts on the forums and try to interact with people on discord.

I agree with a decent amount of some of the actions with situations but as feymous said there are some bits that would be done differently. There is also the fact that in situation 6 about somebody not agreeing with one of the sits outcome you did not really specify what you would do to make sure its not that much of a problem. I may be wrong and miss read it though. In general I believe you know what you are doing to some degree and can be improved to make it perfection.

So this application is very well written and looks quite nice. All the little noticable quirks about it have already been pointed out in the previous comments so all that is left to say is that its nice to see such an enourmous amount of previous experience as staff (Although most of them are not SeriousRP it still is nice to see that).
