It seems your character will be both passive and combat. 
Pro tip, if you know combat will be involved, go for worse equipment. 
The Gen 2 cloak is not the best for RP, and most of the time you will either forget you have it and won't use it, or will be invisible 90%of the time avoiding 90% of RP because you are invisible. 
Instead of warpsuit, get better weaponry. 
For Drakan, I'd suggest going for;
A tazer and cuffs (to detain threats)
Smoke grenade (to supply cover for Administration if they need to flee danger)
And if you absolutely need a gun get a bad one like BT MP9, P90, UMP, Bomberg, M1911 or P99.
For Banshee 
Anomaly scanner is a great idea, but I'd imagine your character getting in fights with third parties or similar
You won't be needing good gear as your character is affiliated with MC&D which makes you a Dont-Shoot-guy sorta guy automatically. A strong pistol like Five seven or a bad SMG like BT MP9 or P90 could work.

Undying Love is a pointer towards the O5 being a sentimental and soft O5. Complimenting Foundation Personnel and worrying too much over everyone wishing everyone to have a safe workday. Alpha-1 may need to limit O5-6's interactions towards Personnel as he could put himself at risk when trying to help others.

Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions): I can bring a twist to the RP people have come accostumed to. The O5's being hard as rock, unyielding and brutal. Rutheless and cold. But my O5 being overly protective towards everyone and wants to be of great help to everyone. An O5 where Alpha-1 may need to restrain the O5 more for his safety than for others in some cases. 
Of course, any decision made is with the Personnel's well being in mind. He would'nt prefer terminations at all and rather opts for stronger Amnestics. Of course he knows when to seek shelter, but can at times hold the door open for the last man even if the SCP is right behind him.
Can you explain what an O5 does for the foundation and the site itself and why he himself differs from any other site Adminstration?:
An Overseer watches events unfold. He observes and brings these observations back to the Council. He is amoung some of the most powerfull people on Earth and as such, the rotten uppclass attitude sticks with them mostly. 
Apart from the Directors that run the Sites, The Overseers are observers that spot any weakness and makes a vote on how to fix it. Their goal is to ensure the future of the SCP Foundation is promising and unhindered. While the Hoea's and SD's think of the now, O5s needs to think "slow" as to not rush any decision. One wrong move, and there can be major consequences.
What is the O5 Council?: The O5 Council is the "Leaders" of the SCP Foundation. The supervise and observe the SCP Foundation's operations and ensures that their trusted Site Directors fullfill their tasks. As a Clearance Level 5 Personnel, they have the heavy weight of deciding when sacrificing some saves more. Known by most Foundation as a mysterious board of leaders but no specific detail known excact. These men controll the future of Mankind, and they intend to shelter it from dangers.

Just dont make him "armed" so by definition CI can shoot him on sight for being "armed".

Well this is unfortunate,  my advise is to improve your behavior to avoid causing more troubles for yourself. 
Hanz was being lenient ignoring your crystal clear violations of the rules, but in the end didn't want you disrupting his RP and called a staff. 
Staff handled you fairly and as a result of your behavior,  you were punished. 
About this "owners friend".
Sure, If the owner plays with his friend, it would be natural to ensure he gets punished only if he is in clear violation of the rules. And as long as the owner "contains" their shenanigans,  I see no problem in them having a bit fun. (As long as it doesn't negatively impact others)
And Hanz, well
Hanz can say some pretty mean shit, and diss you, and make fun of you, and yeah.
But we try to keep him within the rules, but if you believe Hanz was overly aggressive,  feel free to make a ban report on him.
