Not much need for a whole new job for something that could simply be fixed by adding some entities to the civilian job. Also you don't need entities to RP, you just need a plan.
Take a look at Benjamin Stewart, he created a top hat café with no SWEPS, entities or anything like that. He simply used pac3 and created some sweet looking hat robots & used props as drinks or foods which resulted in a pretty enjoyable Surface & PassiveRP experience for whoever interacted with him, however small it was.

Question 1: Why would a business owner, especially one that would be very small & very weak compared to the PD, GOIs or the Foundation accept payment to kidnap people while their business is (most likely) about selling food?
If you want to have a job where you can also kidnap people for payment, apply for MC&D.

Question 2: Is this not possible with civilian? Are civilians not able to be recruited by, bought into or even simply passively assist a GOI with information?
Also can't you deny a GOI service in your cafe anyway? Is this something that civilian cannot do?

This addition is rather pointless for something that can be fixed by either 1. Making a plan for when you play civilian or 2. Adding a couple more entities to civilian.
-1, pointless solution to a nonexistent problem.

Haven't ever seen you in game, and I hope I never do  because I'd probably get something terminal. The application is horribly written, the grammar lacks in structure and decency everywhere and I couldn't read past the first three paragraphs without a massive stroke pervading my entire nervous system.
A Site Director should be able to, as per in-character roles require, write large amounts of paperwork and direct a large number of people. Skills that, as I can see and people have stated, you do not posess in the slightest.
On top of that, someone noted your age.
Who would take seriously a 14-year old person bossing you around, acting all entitled and sassy because their job says they have more power than they do? Sheesh.
Wait at least 3 years before applying again; in the meantime, learn how to write, and drop the fucking attitude. People are criticizing you, yet you cannot FOR THE LIFE OF YOU start to consider what they're saying beyond a denial.
"No, I haven't done that," or even, "No, I'm not like that," and likewise statements.
I've been on the internet long enough that people will eat you alive if you act like that. Fix your behavior before you get traumatized and fucked beyond repair during your formative years.

Based on what I've heard from other people and previous experiences with you, along with the fact that you tried to get someone who -1'd your application demoted says a lot on why you shouldn't get SD.

Could just put their spawn back in the subway like in V5 or so.
For the suggestion, I think that a cooldown would be good, so CI have to plan out their attacks instead of mindlessly gunning as many people down and then running to the vendor OR they'll just wait for the cooldown to finish before they make their attempt, which could also be good.
    So yeah, +1.

Why do you feel you'll be a good Site Director?: Due to previous experience as all site admin roles, I think that I'll do alright as a Site Director, along with being able to maintain the integrity of the site. I have plenty of experience dealing with miscreants from previously playing jobs like ISD & B-1, so on the off chance that someone does something wrong, I'll make sure to correct it as soon as I can. I personally think of myself as reliable in terms of administrating everything that happens.
What role does the Site Director have on the site?: In lore, the Site Director is in charge of making sure that everything runs smoothly, from the SCPs to the projects, reporting to the council on everything that happens within the site. This is similar to what the SD does on the server, ensuring that everything doesn't go to all hell within the site and checking in on the various departments inside the site to keep everything at a high standard. To department heads, the SD is their boss, reporting in every now & then to provide detail towards their department's current activities, who in turn will provide this information to the council, who will check if anything needs changing or fixing.
What is the O5 Council?: The O5 council can be seen as the Site Director but to a global scale, this meaning that instead of focusing on a single site and what it contains, the council focuses on the Foundation as a whole, with also focusing on the outside of the Foundation. Explaining the council on the server, they oversee the current Site Director, making sure that if anything goes wrong, they assist them in whatever way they can, but occasionally demoting any incompetent site directors, but this rarely ever happens. They also oversee specific departments, such as ISD, Research, Medical & Security.
