Samuel Parker acts as an extradimensional individual hailing from the SPC, a made up group of my design. He deigns to search for a method to properly navigate the threshold, back home, via the translocation device he has on him, and will deign to negotiate with anyone he deems sane enough for his liking. As such, this individual will speak to those that appear to have large amounts of resources and knowledge on dimensional research and or anomalous findings. His backstory, ethos, nature and more will be revealed as players continue to interact with him.

O5-7, The Warden.
Male, American descent. American origin. Physical appearance is consistent with age of 47. Carries a modified larynx speech aid device at all times. Appearance seems mundane. Item purpose appears mundane. Vocal imperfections and/or difficulty speaking suggested, though this is yet to be verified.
O5-7 communicates almost exclusively through the use of his most trusted assets. Agents and individuals from Alpha-1 and those he deems most trustworthy are amongst this list. Orders are given from his closest aid then passed on to the appropriate individuals. Despite such disconnection with the majority of most other members of the Foundation, he still attempts to do his very best to maintain some sort of physical presence within it's borders.
It is believed that this individual has had an extensive career within the Foundation before being recruited into the O5 Council. The exact details of such endeavors from the council are unknown. The role O5-7 plays appears to be that of an advocate for technological and thaumaturgical research, primarily the melding of the two. To what end is anyone's guess, however.

Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions):
I have taken on various leadership roles in the past which allow me the benefit of experience, enough so that I believe qualifies for the role of O5 in what would be tough situations requiring decisive decision making. Such roles have taught me the value of communication and teamwork amongst all things as well as making oneself heard amongst others around me, those others being players in roles lower down in the chain of command, equals or members of other GOI's. I treat each and every one of said individuals with respect and have always abided by the role that I am given in order to provide a unique and interesting roleplay experience for those that I interact with in that very moment.
I have had past experiences as a HOEA. This role had allowed me to tackle external threats and relationships to the foundation, managing agents within the external affairs department as well as directing field agents through the avid, appropriate use of communication. Additionally, I was once a member of the Ethics Committee, a department requiring a fundamental and professional understanding of the human resources department within the Foundation, the legal codex and their role within the organization.
The most recent role I have been whitelisted for is Site Director. Managing the site for the server will always be more than a simple task; often requiring constant supervision over all parts of the site via the use of Site Advisers and Foundation communications to ensure that everything is running smoothly on all ends of the site, whilst allowing those in power to perform their duties to the very best they can. Department heads and/or individuals that are deemed incompetent may require me to make the tough choice of punishment or demotion.
The roles that I have played and the experience I have accumulated are a testament as to the competent work that I may accomplish as a member of the O5 council. There is, of course the added benefit of my ability to direct task forces as needed without overstepping my bounds. These are as such, the many roles and qualities I can bring to the O5.

Can you explain what an O5 does for the foundation and the site itself and why he himself differs from any other site Administration?:
To understand the role of Site Administration is the only logical method as to understanding the role of an Overseer and the Council they are apart of.
Site Administration.
Site Administration are the individuals in charge of maintaining the procedures and personnel within the Foundation. The Directors of the site are in-charge of each department within the Foundation, with each department head being obligated to report to the Director as necessary or if requested. Said Directors are in-charge of all activities that occur on-site, and there is never more than one per-site. Directors are aided by Advisers which may in turn be employed to relay orders and monitor other parts of the site as well as do what they namesake suggests, which is to advise.
Overseers.
Overseers, also known simply as O5's, are the most powerful individuals within the SCP Foundation, save the Administrator. Each O5 holds a position on a Council of 12, each with an assigned designation and general role that they perform to ensure the continued survival of the SCP Foundation as a whole, as opposed to a single site. Individuals of such power are often seen with their personal task force, A-1 Agents at almost all times.
Anything that occurs within the Foundation is known towards an Overseer, regardless of how mundane or extraordinary such activities may be. This in itself includes knowledge and material that could potentially endanger the Foundation and/or normalcy as we know it. Therefore, many Overseers tend to keep their distance from anomalous objects and testing sites. This does not mean they do not employ the use of anomalous materials and objects themselves though, to benefit their own survival or to employ a detrimental effect on their opponents.
Overseers often have unique and extraordinary circumstances placed on them which got them into the council in the first place, and many often have their records and dossiers kept tightly under lock and seal in order to protect their identities towards the rest of the Foundation and their enemies.
 
What is the O5 Council?
The O5 Council consists of 12 of the most powerful individuals within the SCP Foundation. Each member of the council was recruited via outstanding circumstances or extraordinary talents far exceeding that of an ordinary individual within the Foundation. This is all done via a majority and/or unanimous vote within the Council itself. With that being said, all major decisions within the Foundation are carried out via a voting system, with a 13th vote acting as a tiebreaker if need be. This vote and designation is often a temporary one, used in extraneous situations in which no solution or outcome has been garnered from a vote.
A simple way of thinking of the O5 Council is as the board of directors for the Foundation. These executives are in charge of paving the way for the safety and security of not only the SCP Foundation, but humanity and normalcy as we know it as a whole. It has been said that most Overseers have connections with governments worldwide including the Global Occult Coalition.

I have fulfilled a multitude of roles in the past, leadership or otherwise which often led me to make decisions that demanded nothing but quick and decisive thinking. My past experience in the O5 Council leads me to be a generally strong candidate for both managing the site and engaging in roleplay.

The Site Director is in charge of managing the personnel and operations of everything regarding the site and has total control over everything that goes on within it, save the O5 Council and those that it deems outside of the Directors control.

The Siren was originally born on Planet "Elnurnia", On the planet one species of Humanoid, but friendly beings exist, they act and sound exactly like humans, all that differs is their skin color, their eye colors, and behaviour. Their skin colour appears to be blue/purple-ish, and wouldn't exactly know all the things they see on planet Earth. - Siren was born on this Planet "Elnurnia" but with a glowing tattoo covering the left side of his arm, indicating he was born with special powers - Young Siren strived to help his Planet, and wanted to expand the way to assist his people, and with that in mind, he had a plan. -

Years later when Siren was a grown teen/adult, he signed up to join 'The Elnurnian Operation Striketeam', with the proper education and experience, Siren became an expert in the Field, and expanded research and technology to a higher level. With this adding Space ships and usable devices for combat/medical purposes, but of course, he did no such thing alone, he had his people he was thankful for.

Circa a week later, Siren went on one of his first mission, Siren had to extract one magical █████ with anomalous powers, who holds the █████, the █████ will change its colors representing the holder. The colors mean many things, yet only Siren is aware of their meanings and still has to report to high command. Siren retrieved the artifact sucessfully and returned back to his Ship.

A couple years later, Siren and a small fireteam were sent on an operation to planet Mars to extract an anomalous/magical liquid to be studied for research. Siren was with 3 others, Agent ██████████, and Agent ██████ and Agent ███ All three Agents had specializations themselves varying from each other. Siren himself specialized in Stealth, using a Sniper Rifle to eliminate his foes quick and quietly. - Skipping ahead of time, when the artifact was successfully obtained, the team returned back to base. "Mission Completed" one would say.

The Siren himself went on various solo-operations, using his deadly but quiet firearms to eliminate his foes quick and quietly, using his ability to phase, and of course, Accomplish his Mission. 

- With his great work and effort, he was Promoted to Lieutenant, and went on his first solo-operation within the Universe, visiting Planets within the Milky Way, as the ones you may know; Mars, Mercury etc. Upon discovering planet Earth, a new HQ was built on said Planet, far away from civilization, where research was able to be continue.

Every Operator is equipped with a communication device, to be able to keep communication waves with their planet at all times. You can reach High Command, with said device, and report your status. - It will also be able to provide you with logs, to keep up with your discoveries. Siren made many many discoveries on all sorts of planets, but skipping to a few logs within 300-400 are the discoveries of various planets, and how he ended up on Planet Earth.

The Siren encountered many dangers on the way. Siren appears as a young adult male, around 69.1 inches (176.4 centimeters). 
His age is unknown, yet he sounds around late-20's.
Weight is unknown. Appears as the average/normal weight of a 23 year old male.

The left side of Siren's arm appears to have a tattoo, covering his entire left arm, occasionally, it will glow.
(Usually before casting phasing.) (In other words, invisibility.)

Regarding clothing, Siren's clothing seems to be a brown outfit/uniform, that was crafted on Planet Elnurnia.
Siren speaks normal English, considered "American" English, and appears to have no accent.

Siren's Purpose/How it shall help-improve roleplay:
Due to Sirens' Crash Landing to Earth, Siren finds out about OvisCity. His purpose is to attempt and lay low for a small period of time but will most likely be spotted at some point, at that point Siren is to show non-hostile acts unless required, and will attempt to make allies, and asking for a helping-hand to find parts to repair his Ship.

Siren would take requests in order to obtain parts, in other words, go on operations/missions for any GOI's he may encounter. This can also count for The Foundation. Depending who may find out about Siren, interaction can be made, and of course, allies and enemies. With the few ideas in mind, Siren is as mentioned, not a Human, nor from Planet Earth. Finding ways to please/assist Siren in ways, will turn into the individual getting a small prize from Siren! Prizes from Elnurnia are quite big compared to Earth!

The Divergence Project.
An attempts at amending the mistakes that we, at Corvos Unity had done; the monsters that we created from our very own flesh and blood in the name of science. Perhaps it was due to humanities own unachievable ambitions that we as a race fell so deeply.. or at least this part of the world, anyways. The purpose of the Divergence Project was to manipulate humanities genetic code to solve one simple issue:
To remain unseen from a hostile entity.
We don't know where it came from or what it wants, really. All we have come to know is that it thirsts for humanity. On the bright side, though, it is contained sort of, that is, in an abandoned research facility that we once had. The people that were once there had to be abandoned. We had no other choice. 
It honestly begs the question; Why don't we simply call the military or some bullshit like that? Well, no. We can't; anyone we send there does not come out. From the past expeditions that were conducted by the armed security that we had and the camera footage, it appeared that any individual that gazes upon said entity is left in a trance. Physical contact, is established shortly after, and then they are... transformed, I suppose. They're still human, yes, but.. well.. they're disgusting. We call them The Grey, because, well, they ooze grey shit everywhere.
You must be wondering, then, why this log is attached to this specific individual, Corry Smith? For one, he's an unknown. A few others like him were retrieved from down below in the research facility with a few scratches and all, but no signs of physical degradation or trances. We don't know what grants them this immunity and we certainly don't have the time to think about it; the entity down below seems to be growing in power, after all.

Smith stands up. He nods towards the interview for confirmation, whom nods back in silence. A guard walks in, pointing a rifle at him. After a few brief moments, he opens fire.

This character is meant to develop the roleplay of the Foundations Research Staff and Administrative personnel. At the time of arriving in Ovis City, though, he will make his way and eventually make contact with the GOI's on the surface. His primary goal, of course, would be to seek assistance from the Foundation.
Based on their backstory, memetic hazards do not effect him. This includes cognitohazards, which normally would. This will hopefully lead for some interesting research based RP!
I will have research materials and documents prepared when encountering members of the Research Department and information about the Grey, as well.
