Your honour this man was wrongly convicted on only a single piece of evidence. That which being a message he had sent in the two week period where SCP manager Xunt had resigned in September 2020. He was banned under the claim that he had deliberately tried to ruin Xunts mental health to make him resign from management by causing "drama". This claim is simply ludicrous and is only backed up by a singular chat which is obvious to anyone reading is not meant to be taken seriously.
Mr Westend had been an upstanding member of the community up to this point being the owner of the GOI The Chicago Spirit as well as MC&D when it was changed. He was also a member of ??? up to the point of his ban. Westend has received no warns or bans in his entire time on the server and the Permaban stands as his only crime up to this point. 
I'd like to draw the Jurys attention to the pre-existing between Hannibal and Xunt before the Incident. While Hannibal was TCS owner he and Xunt had several disagreements about the direction of the server. It is known that disagreeing with Xunt or presenting suggestions that go against Xunts visions can often lead to consequences, just take a look at @Plague and his tenure as Event Manager and see how that (briefly ended).
 
Now feel free to take this claim with as much salt as you like. When Hannibal found out he was banned I asked in the ??? Management chat about why he had been banned they almost played it off as a joke laughing about how long it would have taken him to realise he was banned. This is where the only piece of evidence to date been posted. Although I do not have any screenshots to back this up if you look at the events which took place and the context for them it is not hard to believe that the ban had been nothing but a laugh between friends Norra and Xunt.
 

If any actual proof of Hannibal deliberately starting drama to affect Xunts mental health other than this Jokey message exists then feel free to post. 
Looking at a case like @Fricky Hecks who was originally retroactively banned for the harassment of one of the ISD managers was unpermabanned and even went on to get permabanned again then unpermabanned again in the entire time Hannibal has been banned.
 
Also don't delete this comment isn't just to stir a pot (which is 1.5 years old) but to inform the new SMT and players about what happened. (with my own little touch of spice of course)

The only notable thing about you is your activity. 

Personally all I see you as is someone who can follow protocol and rules. That is all.
This is fine for a job like SD or MTF/CSB where the most you need to do is follow orders and do codex law shit. In that regard you are fine.
But, O5 should be more than just a job for those who conform to the server rules and Codex stuff, it should be a creative job for the best roleplayers we have in the server who innovate the boundaries of Roleplay (why people like sam kelly who do nothing but build offices are not good O5). 
Considering there are only 12 slots it should be a selective job with only the top players getting in (even if that isn't what happens).
Don't have anything against you personally just my thoughts.

If they snuck up behind you and tried to cuff you I don't see how that isn't a valid response. If they had announced themselves and stated the reason for cuffing then sure yeah that would be RDM but if someone randomly cuffs the only way you can know they are you're superior is if you metagame. If you can automatically know Foundation personnel are Personnel without confirmation then you should automatically be suspicious of any CI whether even if they have done nothing wrong.
It should be "Common Sense™) that if you are arresting someone that you don't do it out of nowhere.
 
 An armed unit attempting an arrest on you is not valid grounds to shoot them unless you belong to a different organisation/job group (E.G: CI may kill Foundation attempting arrests, MCND may kill Police attempting an arrest on them etc).
Unless you've seen them show their ID or they have announced the reason who they are and why they are arresting you how can you know this. It should be the responsibility of the arresting party to announce themselves. 
CSB shocked when they get shot for cuffing someone out of no where.
CSB is a shit job and the rules are just a fucking mess with a duct tape of new rules hoping to fix shit but inevitably making it even more of a dumpster fire.
 
You can twist the rules to go either way.  But, anyone who values who RP and anyone with common sense will see the state of CSB and its pure LARP and MRP shit. It's like we made a step removing Beta-1 (whatever happened there) but decided to take two steps back and add CSB.

I was senior-admin and an event planner on this server. 
Why should we pick you? (200 Word Min):
You should pick me as I am a reliable, creative and organized individual ready to give out a fun and player encouraging event. I love creating events and my experience of comes from Arma 3 where I usually create missions for my unit which expand on many themes and scenarios. I'm reliable when it comes to making and organizing events for a group of friends, a larger community or for the fun of it. When it comes to creativity I expand on many different themes involving differnet types of characters and problems that the player or players must face to reach a positive ending to a situation.
Organization is key to a good event, where myself or a different event planner may take hours, days or weeks to plan an event and to "fill in any holes" that an event may have, these could include little bumps such as a SWEP or command not working and then finding a substitute to give the same effect and continue on with the event without further troubles.
With that being said I think that I would be a great candidate for the position of an event planner, I have many great plans coming for the server and I would happily commit myself to bring fun and roleplay into the server.
Your event plan: 
I have two events, both of them will be one day events which will have a small possibility of developing and turning into multi-day events if the storyline or event has been left at a cliff hanger. 
Event one - "A prankster by the name of Johnny"
A small scale event, that could possibly have a span of mutliple days until an appropiate ending can be made for the characters involved. Revolves around the person with the name of "Johnny Doe Smith", who is a notorious jokester with a history of causing large, devastating incidents simply for the reason of "comedy". Johnny has been witnessed at mutiple scenes were tragedy struck, such as merchandise and clothing at a superstore being replaced with cheap, infected copies that caused an individual to swell to the size of a balloon and deflate after a week of experiencing pain throughout their body.
Johnny has been reported by Foundation field agents and intel & reconnaisance specialists from other groups of interests to enjoy the suffering of others. An incident that is most commonly reported and repeated by Johnny over the continent of North America, is the replacement of animals present in circuses with ungodly abominations, similar to ones reported by reconnaissance agents when Sarkic Cults were present in the mountains of Taos, New Mexico. These abominations however proved to be harmless, as the main goal of Johnny at that time was to scare the attendees of the circus and cause psychological harm to anyone present.
News has surfaced of the same individual planning an attack on the Foundation, where a large number of items such as briefcases would appear in the site and contain anomalous properties, that could potentially harm or enrich a personnel's life. All of these reports have started as rumours, that were overheard by field agents being tasked with the infiltration of civilian social areas, such as bars. Any civilian individual that was spreading the rumours was taken into a Foundation safehouse, interrogated and then safely amnesticated or given an NDA to sign.
 
The plan
The event will partake in the main areas where the most traffic is seen, such as EZ big or LCZ big. Multiple suitcases or other similar props will be spawned in areas that are somewhat hidden in areas that aren't populated, such as the SCP-173 control room or one of the entity SCP chambers. Other areas will also be considered that are occasionally given a look.
The majority of the event will be entrusted to the playerbase filling the spots of security, MTF and site administration. Actions taken to defuse the situation regarding the suit cases and the anomaly will also be handled by relevant site administration such as head of external affairs and site directors, since I want the event to be player led and not have me hold the hand's of the players involved to get a good outcome. If the players involved act like idiots and "chimp out" then the event will have a poor ending, resulting in the explosion of multiple people that shouldn't hold the positions that they did in the event.
Additionally, I may also request the help of other event planners or the event staff managers to ensure that all actions done by players are seen and not ignored, leading to a RP scenario being played out and not ignored.
 
Event two - "SCP-387 Living Lego"
Description: SCP-387 is a tub of commercially available Lego, normal in design. Irregular shapes not featured in normal sets, such as circular “wheels,” and prisms, are also available. It has no brand name, and every company interviewed by undercover Agents thus far has denied ever making irregular Lego. When the tub is not full (i.e. when it is partially or almost-fully emptied) the Lego will slowly duplicate themselves, stopping when the container is full. . .

A small research RP event based around a safe class SCP that has not been seen on the server before. The event will consist of a prop similar to a tub being placed in lab A, and will allow new and current research players to do assesments and tests of their own, each showing different results depending on what actions they take. There will be multiple players taking part as the lego pieces, all of those players will require to have Pac3 however. Another event planner, most likely me, will stay in noclip and supervise the event, and will every now and then spawn appropiate props and items that the players acting as lego pieces will create.
Players taking part in the event as the even characters will have the option of choosing which characters they want to be, and they will be given the opportunity to act as those characters. Players acting as researchers or guards will (hopefully) act appropiately and work alongside the event characters. 
 
The plan
As mentioned before, players that aren't event staff and have pac3 access will play out as event characters and roleplay as lego pieces that come from the tub that the scp logs are based around. Anyone else involved will act as they would want to, with little to no restrictions given to them. 
 
Event three
This will be a large-scale event, that will take part over a span of a few days. I was planning on doing this event before my (unfortunate) demotion from EP last year, and unless you were in the event as a character not much information will be given out.

Ok time to pull a Kelly analysis of this app
First not even met one of the requirements and provided a Steam ID so that usually would lead to instant deny, but lets read the rest and point out the good and bad points.
This question is there for you to explain your understanding, you just saying 2 rules isn't doing this. You need to go into more detail into the rules and talk more in depth about the rule. Your response here does not show proper understanding of the rules it just shows you know how to copy and paste rules. It also shows you put no clear effort into making this app. 
In that section you imply non containment units are to leave the premises of 096-1 but if they are armed units they could so easily be ordered over comms to create a perimeter for only containment units to enter to start containment. In addition to this, there is no rule requirement for non containment units to leave the area its just a conception that in character you see a psychopathic lanky white humanoid kill your friend so you would be scared and want to escape the area in character (Nothing big but wanted to point out wording and if more effort was put in then it could of been fixed).
Furthermore, you say that they must leave "once" 096 killed its target but in most situations people see the faint running of 096 in the distance but by your wording they cannot leave until the 096-1 instance is dead? Again not a big issue but its just another point showing not much effort put into this.

This again is true but more detail could of easily of been added. It could of been said that "to be accurate to the lore of 096 I would take the shortest route it would take me to the 096-1 instance and proceed to terminate". Little things like that show that you know the lore of 096 and it also shows that you want the Whitelist.
Ok, to clarify for you; you can have your own opinion all you want but you need to actually be able to give a good reasoning for it to be seen as a valid own opinion. Simple solutions can easily be justified, you kill the closest one that the targeting system says and you finish with the furthest one. Again, if effort was put into this I am sure you would of thought of that. The targeting system for 096 shows all who seen his face and the distance in M. I understand there is no way for you to know but how else would the system work? From your explanation it suggests that 1 target is fine but if 096 has more than one target it starts to have an existential crisis. 
Furthermore, if you did really want the WL you would of looked at other accepted WL's for 096 and you could of seen what they wrote about so you would know what to include and what not to.

Overall this is a -1 from me. The questions asked yes are vague but that's the point, if you can add plenty of detail to questions that are vague and could be answered easily with just one sentence then it shows you have the patience and also shows you put alot of effort into the app. I have no issue flaming this as no effort was made in the slightest when making this app, all answers are just vague basic knowledge that you can get if you just heard of 096 for the first time. 
I highly suggest that you make a new app if you are certain you wish for the WL and work on what I pointed out as this app shows no effort to the management of 096 and if they see no effort for that then they will assume you could abuse the job or you would have no effort when using the 096 WL.
