    I don't know much about developing a server but I think would be slightly more effort to bring back the old system whilst the new system is kicking about. 
    Like how would that even work? Two versions of keypads for a singular door, so players will now have two versions of keycards in their inventory. 
    Besides I love the new system. Its possibly more intuitive than the previous one, looks nicer with all of the visuals and animations and it has a few QoL improvements. (Like being able to assign an entire DarkRP team or certain player groups in the spawnmenu, instead of on the keypads individually.) 
    Really, I think the kinks will be smoothed out. Just bear with it. (Just yell @ BypasserSWEP here pls)

    I feel that this iteration of Sarkics has direction. 
    There is enough source material to ground this group in reality as there is reasoning behind their actions. 
    A regular fight club could bring attention to surface, hell it might even pacify the surface for at least a few moments.
      The reintroduction of a second hostile GOI gives the Foundation another target to go for. Specifically the Health Anomaly. As well as such an anomaly would be a welcome addition.
      If recruitment into this GOI is stringent as it claims, HoEAs would have interesting interviews at the very least.

    With the current roster of GOI's, I really don't see this working. 
    I would be for Passive RP Groups, if you can gather a dedicated group of people to keep the group objectives rolling. 
    You claim that "Information" would be the Group's primary goal. In order to achieve the Group's Objectives:
    You'd have to resort to two primary methods.
    Good o'l Espionage (Be in the right place, at the right time. Bonus points if you have the camera rolling) Comms Farming (This group would rely on cuffs and kidnapping, which is a pretty hostile action. Thanks to the recent comms update.) Then what it comes down to is that Information is time-sensitive. As well accounting for various factors. So you'd be in a constant race against time to get the information and then sell it to the right buyer. 
    A small example would be: There is no point selling info on the location of an anomaly, if it has already been swiped. But you could sell info on who took said anomaly thus making them a raiding target.  
    Impressions/Impact to these groups
    GOC - To them you would be considered a high threat to their Second Mission of Concealment. So you'd probably would spending the your days receiving the famous CI treatment. (I can already see Houston penning. "fuck this group up" or "work with us or die") 
    MCND - Highly favourable to them, you'd probably be contracted by them even. Although you'd want to sign an agreement with them to not share info on MCND if you don't want to fuck up your relations. (Which seems to go against the group's core ideals) 
    CI -  Neutral, until you sell info about them to the Foundation. Then refer to GOC. 
    Foundation - You'd have the most limited impact on Foundation, if you choose not to raid them. You possibly could get info, if Nu-7 make a dedicated FOB on the surface or if one of the MTF teams carry out surface operations however your window of opportunity would be quite small. (Also, Good luck kidnapping an MTF Unit amongst a team of them) Unfortunately, they also happen to the most desirable target to gather information about.    
    Final notes:
    This group will most likely end up as a pawn for one of the groups. Otherwise I wouldn't want to be the guy that deals with your relations. If you try to make yourself amicable towards the Foundation/GOC. The surface would want you dead and vice versa. I could create a scheme as a Field Agent, I would constantly buy information on CI Uniforms. Thus a workaround for uniforms can only be remembered for a certain period of time. (Meaning SMT will definitely have something to say about this) GOC/Foundation have dedicated roles for Info Gathering. Soo your chances as them being customers are lowered more.  The fundamentals of this group can be ruined by one common problem that plagues all groups. Information Leaks. It will happen a lot. You're gonna have to invest a lot in forging relationships, in order to find buyers. Which furthers the first point, as no-one want give ya a handout.  Of course, all of these hypotheses are dependent if the group is active and is achieving what they have set out to do.

    Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions): 
     
    Standing as a former Council Member, I know what it takes to be in the council. 
     
    It takes confidence and experience to confront high pressure situations and crises. As people can buckle. It takes public speaking and charisma to manage your interpersonal relationships within and outside the council. It takes a fundamental devotion to your principal beliefs and principle. To ensure that others can take your word. As quoted, “If you sell your principles, you can never buy them back”. It takes knowing yourself to acknowledge when you have stretched yourself too far. Which is when you must seek consultation from others. 
     
    I aim to bring my flavour of leadership to the council. I aim to bring a character that can be remembered in stories. 
     
    I possess a burning passion to lead once more.    
    Can you explain what an O5 does for the foundation and the site itself and why he himself differs from any other site Administration?:

    Forgive the analogy but imagine the Foundation as a supermarket chain.
     
    The Council is upper management. The Site Administration is the regional management and everything below the Site Director is the lower staff, which I'll refer to as the movers and shakers.
     
    Starting from the bottom. The movers and shakers are the general personnel that are boots on the ground. Be it Scientists that forward the understanding of the anomalous. MTF units that carry out missions. Even the cleaners that ensure sanitary standards on the site. They are personnel that actually enforce and enact the missions of the Foundation.
     
    The movers and shakers can be comparable to the staff that run a store. Imagine the till runners, personnel to shelve and sort stock and cleaners! 
     
    To the next level is Site Administration. They manage the movers and shakers ensuring the standards are met. These are comparable to regional managers that can manage the shops themselves
     
    Back to the top is the Council itself. They are the core to the Foundation as the original council set the mission statement. To quote the mission itself. “ Operating clandestine and worldwide, the Foundation operates beyond jurisdiction, empowered and entrusted by every major national government with the task of containing anomalous objects, entities, and phenomena. These anomalies pose a significant threat to global security by threatening either physical or psychological harm. “
     
    As well as quoting my prior application. “The O5 Council are the visionaries that set the goals and targets for the Foundation. They are at the front of line that pave the path on how they achieve the mission statement.  From making final decisions on greater anomalies that have a large scale affect. To resolve issues that threaten the mission statement of the corporation as whole.”
     
    To add to that, they do hold the power to amend the mission statement. Although that is a subject for debate.
     
    To round this analogy off, the council is comparable to upper management whom decide what the prices of products are set in order to remain competitive. Setting uniform standards to ensure a brand image and guiding the supermarket chain towards the future. 
    What is the O5 Council?:
     
    The council of 12 or 13. Dependent on what you believe about the “Tiebreaker”. These seats of power wield the highest office attainable within the Foundation. They are supposedly given unrestricted access and responsibilities comparable to a CEO of a global corporation.
     
    Varying personalities have sat on these seats. All whom gave their personal take on how the mission statement can be achieved. Much more stories exist between certain number designation. For example, -1 is considered to be the most powerful figure on the council, -2 possesses anomalous traits and the administrator has a preference for “suits, fine liquors and loose women” and possesses an MTF called Rēsh-1 ("Seat of Consciousness"). Although given the nature of disinformation, it is up to personal interpretation.       
    Are you currently a head of a department (Job Manager), general staff in Nu-7 or a Site Director?:
     
    I was the former group owner of ISD. I do hold a position of reserve management for ISD. 
     
    As well as initially offered a position of Vice-Manager of ISD on my return however I've turned it down because I believe in the current management. I was a highly reputable Site Director when it was unwhitelisted however those days are long past. Refer to:

    Why should we pick you? (250 word minimum): 
    I believe due to my amiable nature and flexible schedule, that I would be very active and willing to help the playerbase. For more detail, I am on the server nearly every day and continue to play it all the time. I'm very experienced with ULX commands and continue to help as much as I possibly can.
    I've been staff on other server and on this one and while I regret my actions leading to my demotion, I have learned from them. In addition to learning from them, I am ensuring that my entire servitude is not going to be toxic or mingy, and that I will uphold the same values I iterated in my previous application, only this time with more experience.
    Due to my administration positions and Job Manager position, I believe I am still fit for the staff position and this is why I have waited to reapply. I believe I am generally liked (?) by the community and I always try and be a friendly face on the server, which goes back to my point of being amiable.
    I have improved both in knowledge of the server dynamic and the ways to uphold said dynamic with a memory of the rules in their near entirety, knowledge of SCP-RP as a whole, and the ability to give the correct punishment nearly every time, bar a few times. A lot of this question is me iterating how I have improved after my last tenure as staff and believing that I'd do better helping again. I am fully aware of the issues that arose and that is why it is far easier to correct them. Another point to bring up is my activity, where I mentioned I am active every day. This is currently true, only being hindered a problem or two currently under my belt. Although I can say for certain that I was always fully willing to play the server and will continue to do so now, long days on Staff on Duty and RP jobs to ensure that more people have their problems solved and there are less problems on the server as a whole.

    How long will you be able to play per day?: At least 3 hours per day, around 12 in holidays.

    Any past experience as staff?: SCP-RP Administrator, Head Admin on Imperium, Admin on Typhon.

    Any previous warns/bans? If so why? (maximum of 15 warns, exceptions can be made.): One warning for AccidentalRDM, due to a miscommunication in TS.

    Do you know what SCP-RP is about? (not just job descriptions): Yes I do, I will try and write it from mind so as not to plagiarize my own application.
    SCP-RP is a server based around the running of a site, not focusing solely on breaches like other servers or games. There are breaches that can occur, at which point there are relevant RP jobs that go and contain it. In addition to this, the surface provides another variable to the Foundation.
    Surface
    There are Groups of Interest that work both with and against the Foundation and they must constantly be vigilant. Anomalies spawning on the surface can work both to the advantage and disadvantage of whoever finds them, and as such Field Agents and GOI members must be careful about which anomaly they leave.
    The Groups of Interest present on the server all have different relations with each other, and as such all of them play a part in what the Foundation has to manage, or ignore. 
    Groups of Interest missions.
    There are currently 3 Groups of Interest on the server, those groups being: The Global Occult Coalition, Marshall Carter and Dark Ltd, and the Chaos Insurgency. With the common goals of the GOC and Foundation, they are not much of a problem, however the other two are actively sanctioned by the Foundation for their goals and their methodology for such. While RP may be present, these present more of a combat threat to the Foundation, hence their Mobilized Task Forces always having to stay sharp and respond to these threats.
    Events
    Along with the running of the site and management of internal and external threats, new threats may present themselves in the form of events, causing disarray or unification in the Foundation. This all keeps the RP new and allows others to think about consequences of their actions, of ignoring something, or the prospect of dealing with it. These events may take the form of a Pro-Foundation entity wishing to help combat a larger threat, or an anomalously-aligned entity wishing death upon those who seek to contain it.
    Foundation
    The Foundation has developed its current rank structure on the server over a long while, and has become a streamlined machine in which every department and MTF unit plays a part.
    The Foundation Administration is comprised of those who command both internal and external units in order to maintain both internal and external security to the Foundation. An example of this is the Head of External Affairs being tasked with dealing in cover-ups for the veil of secrecy on the surface.
    The Task Forces have also become specialized, namely the fact that Nu-7 had undergone a WL and numbers buff, becoming a well-oiled combat unit fit for defending against the mass amount of enemies the Foundation has. B-7 and E-11 have the same jobs however E-11 is able to do covert missions on the surface. It's these little things that make up the nuances for the Foundation's everyday running without them being disadvantaged or underprepared.

    Do you understand the rules of SCP-RP(1 word is not an answer).: Yes I do. The rules of SCP-RP are that of a semi-serious server, and RP-preserving rules are lenient so long as its not in direct violation of it. A good example of the rules is how FailRP and Meta-game are treated. Any and all information coming from a source you do not have access to is considered meta-game, and maliciously ruining the RP for others can be considered trolling or FailRP. I have always given what I felt to be the correct punishments for rules and I feel that it'll be no harder, as I still fully understand the changes to the rules that were made recently.
    In addition, I will iterate that I fully understand the staff rules and will ensure that I follow them rank and file.

    Standing as a former Council Member, I know what it takes to be in the council. 
     
    It takes confidence and experience to confront high pressure situations and crises. As people can buckle. It takes public speaking and charisma to manage your interpersonal relationships within and outside the council. It takes a fundamental devotion to your principal beliefs and principle. To ensure that others can take your word. As quoted, “If you sell your principles, you can never buy them back”. It takes knowing yourself to acknowledge when you have stretched yourself too far. Which is when you must seek consultation from others. 
     
    I aim to bring my flavour of leadership to the council. I aim to bring a character that can be remembered in stories.

    The Council is upper management. The Site Administration is the regional management and everything below the Site Director is the lower staff, which I'll refer to as the movers and shakers.
     
    Starting from the bottom. The movers and shakers are the general personnel that are boots on the ground. Be it Scientists that forward the understanding of the anomalous. MTF units that carry out missions. Even the cleaners that ensure sanitary standards on the site. They are personnel that actually enforce and enact the missions of the Foundation.
     
    The movers and shakers can be comparable to the staff that run a store. Imagine the till runners, personnel to shelve and sort stock and cleaners! 
     
    To the next level is Site Administration. They manage the movers and shakers ensuring the standards are met. These are comparable to regional managers that can manage the shops themselves
