I was the guy that cuffed him, and he was already AFK when the interaction began. I would have just waited until he was back, but the O-1 interpreted him being AFK as him having done so to avoid RP.

Foundation jobs could demoted to a set amount of jobs (Janitor, D-Class, etc), but Foundation Jobs relating to a certain department can only demote people within that department (HoEA: DoEAs and FAs | Commanders: Their units, etc) and letting ISD, O-1, and O5 being able to demote no matter what department. This could also work with GOIs, as non Foundation can demoted to Civilians.  Restrictions must also be put in place regarding the usage, such as it can only demote people if they are cuffed.
 
This would help Staff and Players alike by letting staff deal with more important issues and players being able to Demote people in RP without having to do anything

It just makes so much sense for werwolf to have a server and i think there are 2 ways they could do it:
1. Each server has separate servers for the different communities. 
2. All communities on one mc server fighting for supremacy. (i like this one)

CivilGamers has never had an SCP-RP server, and this person has never been staff on any of our other servers. I hope this answers the question definitively.

Never seen you on the server myself, and to my knowledge, I believe there is and was no Civilgamers SCP-RP, even doing some research gives you no trace of it ever existing. Plus, 18 Warns with 2 weeks of playtime?

I could see this working for Foundation as a trial. 
Foundation Personnel will notice if the SD demoted someone for no reason,  and staff can be quickly called over to sort this out.
FailRP already covers this possible feature,  as abusing it is classed as Failrp. 
 
In short, 
Anyone watching can call staff over a illegitimate demotion 
The demoted person can also call a sit

By "mutual server for multiple communities" you mean "DMs" and "other server" you mean "W-G"
I do not have consent from the person who sent me the screenshots to show here, until I do so I will not post it. When I posted the evidence in the dev/hierarchy chat Harland immediately told us to ban you for the threat alone. You were bragging about leaving the community and that a certain comm banned person had given you a wire dupe to mass RDM on the server.

the idea is good and all, but just can't be balanced, and the current balancing idea you have are a bit too much, yet not enough. which means this can never be balanced without ruining the infiltrator's allowances/gear heavily. plus what about disguises in the EZ armoury? won't other people see them get one on? you can hold suspicion on somebody for putting on a foundation disguise, so a new spawn/rule change is required for that.
CI infiltrators can get in with relative ease, just requires either a bunch of coincidences, a dumb field agent or the key anomaly. All of those are alarm free, just require the infiltrator to not be retarded. And I see why you made this post, because most are retard 1 day play time; from level 15 to level 50 plat vip players, and can't know the difference between SCP RP and SCP secret lab.
with a bit of waiting and foundation comms, you can wait for somebody to speak on them near you, and then cuff them, all in accordance to the rules. bring them down to MT with your CI pals, make them open the door and then execute them for knowing too much, and you having finished all you business with them. Boom, you just got inside, no alarms, no responders. 
every other CI infiltrator: hack GA alone, rush down, die at elevator. Boom, you got a 20m raid timer now.
but all you gotta do is demote those people or just keep them occupied so they don't do anything stupid
so yeah let me just make my point again: don't need it, this is probably just for the retards that we see every day

Sorry but the "What is SCP-RP about" is pretty trash.
You should know words like: Containment Unit, Containment Chamber, GOI. 
I honestly don't believe that you have to good of an understanding what SCP actually is as you only described things that happen on the server.
