Considering this has been over a year ago i think you deserve a second chance. But i would say that you will be put on a 1 warn basis for a certain amount of time (this meaning that if you break any rule that you will be perma banned again).

From this point of view it really looks like it's intended VDM and well to everyone that was there, however you can see half of Berlin being an error and the lag is quite a problem when driving.
I am giving a +1 for the following reasons:
- I did experience the same problem, sometimes the game freezes for a good couple of seconds, fortunately I did not run someone over
- You're not really in control when this happens
- From what I've seen the warned person is not really here to minge
 

I think personally he would make a good admin, he has many warns but just because someone has lots of warns dosent mean they cant change, and if it was the first couple of weeks playing he couldve not known the rules very well and some could be just accidents. 
When he plays the game i see him always working hard and trying his best in most things, i would personally say just give him a chance to prove that he would be a good admin and go from there.

This is exactly what I was debunking, you can not prove he came back 5 minutes later as we do not have any time stamps when this was recorded. You may have met an hour later in an RP Situation and pissed him off you may have had a Taxi Business. How are we supposed to know you are saying he did something but can not prove that he actually came back 5 minutes later.
