WHY DO I BELIEVE I SHOULD BE IN THE COUNCIL:
I have an extensive history in the O5 Council. My first term was between December 2018 - July 2019 and my second term was between May 2020 - September 2020. During my time in the Overseer Council, I have done my best to generate long-term roleplay and helped multiple departments expand and improve. I have saved the Foundation from carrying out treacherous pacts and additionally, proposed multiple objectively favorable pacts as well. My experience in relations is undoubtedly finest in the majority of the Site Administration. In the same fashion, I have been able to manage internal affairs and it is indeed one of the major branches of work I’m looking forward to operating again. 

I have an extensive layout of my future plans in the Overseer Council which will generate long-term and unique roleplay. With the ideal execution of my plans, I aspire to create a more unique atmosphere and accomplish the unknown. I strongly believe in my organization skills and expect them to prominently aid me in my gameplay and plans. 

Overseer Council went through a phase of favoritism -- especially in the pacts era -- and it was something that I’ve always despised. My actions are always logically contrived and ratified by logical premises. I will always maintain my objective nature, however, I will give decisions that will only benefit a certain group of people -- time to time -- as it will be required by my character.

With the new structure of the jobs and departments, I would like to commit myself to maintain an ideal and fast adaptation process. Furthermore, I believe that I can help not only in this adaptation process but the development and statistical growth progress of the departments as well. In addition to this, I believe that I will be attaining these goals along with my fellow councilman as regardless of the circumstances, we are always a team.

WHAT CAN I BRING TO THE ROLE:
I can bring my manipulation and persuasion skills to the role as my plans also revolve around these aspects of mine as well. 

I can bring my leadership skills and intensely contribute to the daily management of internal and external affairs. I wish to unify people of all types and backgrounds then, accomplish something greater (which I prefer not to talk about).

I can bring my determination and work ethics; these two aspects are definitely definitive of me and I believe that I proved both of them countless times, especially in the pacts era.

I am going to be committing my time and effort to the Council in order to accomplish my plan and hopefully, carry out an enjoyable experience for everyone. 

THE DUTY OF AN O5 COUNCIL MEMBER:
The duty of an O5 Council Member is awfully simple yet, remarkably complex as well. When I see the structure of a vast business, I think of the SCP Foundation and the O5 Council as the shareholders. If the business is going to be affected internally and externally to a great extent by a decision, this decision is given by the shareholders which is the O5 Council in our case. A group of all-powerful and unprecedented individuals that shapes only the future of the SCP Foundation but this world and beyond. As speculated, the members of the Council govern only extreme situations and give only critical decisions; they inevitably keep an eye on the Keter SCPs and practically micromanage Thaumiels.

THE DISTINCTION:
The O5 Council manages the totality of the Foundation (the bigger picture), unlike any other Site Administration. They have absolute control and access over everything in the Foundation. Members of the Council must not show themselves to the public and should remain hidden from the world. (Referred to the distinction in the last part as well.)

WHAT IS THE O5 COUNCIL:
The O5 Council is a small faction of high-ranking personnel that are capable of manipulating the future of the World. The majority of these individuals have anomalous powers and they are selected generally from the Foundation and occasionally from outside. They possess the ultimate control and access in the Foundation as they are essential for the Foundation and beyond. 

WHAT MAKES ME SPECIAL:
Capability: With my work ethics and perseverance, I can achieve anything.

Knowledge: My experience and unique knowledge -- generated from my mistakes -- allows me to generally determine the path to the best possible outcome from a situation.

Creativity: I attempt to create an unique all the time roleplay and this is why my gameplay is unpredictable. Despite the fact that my gameplay might be paradoxical, it is still enjoyable for both sides.

Fairness: I will be objective, enforcing blind justice. I will not let my (subjective) thoughts and feelings alter my decisions.

Why do you feel you'll be a good Site Director?:
I comprehend the purpose and functions of the job. I have extensive experience within the Site Administration of the Foundation which I believe it will help me absolutely in this position. My methodology had been delicately developed, everything I do is done in a logical and objective way. In conclusion, I believe I proved myself worthy for this position already.
What role does the Site Director have on the site?
The Site Director is the internal affairs manager of the Site. He ultimately manages the majority of the personnel and establishes a peaceful and secure atmosphere. He is tasked with regulation of the site, ensuring everybody is doing their job correctly and ideally. Unlike an O5, he deals with everything that has some kind of an importance. (Example: SCP-2295 containment breach or intruders etc.) 
What is the O5 Council?:
The O5 Council is the 12 (or 13 depends) ultimate executives/overseers of the Foundation. They deal with extreme situations and massive breaches. Their identities are absolutely classified (there are exceptions) and they are rarely seen by other people.

Reasoning: 
As light sources are limited, buildings doesn't look very good in the site as the lighting is none to dim (some spots are exempt) and due to this every building looks dead and non-aesthetic. With the addition of this tool/addon, buildings can look better with(out) any lighting. 
Extra:
We will get rid of annoying lights that is used to remove shadows or make props/colors pretty etc. File size is only 0.002 MB which means this addition won't even affect the download phase.  I have not personally tested this addon but I've seen it on videos and it got the job done.  I don't see how this can be abused as this addition will only benefit builders and players.  Note: If someone shows me any way of abusement/exploiting with this addon, I will delete my suggestion as I don't want to support anything that will be used for exploits.

Description: 
SCP-474 denominates pills produced for non-medicinal purposes by Alexylva University in apparent collaboration with the Oneiroi Collective.
Blue - Generic sugar-based placebo pills.
When ingested, SCP-474 will affect the consumer until the next time they enter REM sleep. Audio broadcast from Alexylva University will begin playing through their mouths, consisting of station breaks and notes associated with that campus radio station. This spoken-word programming will be in the subject's native language, with mute subjects mouthing words and DHH individuals enunciating as they would attempting speech normally.
Although music is frequently referenced, it has not been broadcast audibly. Affected individuals who remember their dreams will report them as having a heavy musical theme. Dreamers, even musicians, have been unable to replicate the sounds they heard but have universally described it as some variation of 'trippy'.
SCP-474 was discovered after a local broadcast news station in [REDACTED] aired a story about a 'drug craze' at a local community college campus. Sixty-five(65) instances of SCP-474 were recovered from various members of the student body. Since then, approximately fifty(50) caches of SCP-474 have recovered annually from various college and university campuses in North Africa, North America, Europe, Eurasia, Oceania, and Australia.
Foundation personnel working on SCP-474 who receive recruitment literature from Alexylva University in their dreams are to report to their supervisors immediately upon waking. 
The drug can be occasionally utilized as a fatal weapon, to eliminate the agitators. 
Location: Possibly LCZ, or HCZ as new players may find and consume it without the knowledge of its effects. 
Researching: 
Utilization of SCP-474 may vary on the creativity of the researcher, therefore, I will be demonstrating only one example. As very little is known about Alexylva University and Oneiroi Collective, The Foundation will apply to discovery and testing experiments. For instance, a researcher will have a Class-D to consume the drug and examine the outcome and report of the Class-D on his experience. 
Effects:
Dancing while tearing their eyes out. Headache, nausea, dizziness, and fainting.  Physical wounds (spear, sword, axe or gunshot wounds) Loss of sight, speech, or hearing. Amputation or paralyzation. Death. Nothing. Healing.     Functioning:
1. The drug is consumed. (Consumer presses E on it)
2. Unlike the lore version, the consumer will immediately fall asleep and have a blurry or blacked out screen.
3. The broadcast will begin. If SMT/Dev wants to add images like the ones that were mentioned in lore, it would be amazing. 
4. Once the broadcast ends, the consumer will suffer from one of the effects.
In-Game Appearance: 
The drug will be contained in a bulletproof glass sphere, only accessible via a Clearance 3+ Keycard or Hacking Keycard. The drugs will remain on a rack and one of the pill bottles can be pickable by the players (Gravity Gun). The pickable pill bottle will include 5 samples of SCP-474 and when all of them are consumed, the pill bottle will either disappear or become a regular prop (Up to you). The pickable pill bottle's respawn choice is up to you; For instance, once it is stolen, only way to retrieve it back is to raid or deal with the thieves. 
Group of Interest - Utilization:
SCP-474 will be a business for The Chicago Spirit. As SCP-474 is an extremely hard anomalous entity to be found, TCS will initiate their business by stealing it from the Foundation then, producing it with the anomalous talents of their leaders. If they have first or second-hand intel or discovered it while raiding, TCS will be allowed to trying to steal the SCP.
Other groups such can utilize the SCP as a fatal weapon, or a trump card (Veil of Secrecy) against the Foundation.
Restrictions:
Only Don or confirmed reality benders will be allowed to duplicate/produce SCP-474. A duplication/production process lasts 5 minutes or a 5 minute cooldown to spawn. If there is already 5 SCP-474 samples, the reality bender may not spawn another. Cooldown of 25 minutes for each consumer.  Overdosing on the drug will result in immediate death thus, must be considered FailRP. I will add new restrictions upon request or feedback.
ALTERNATIVE: If you think the drug cannot be placed in the site then, give Don the ability to spawn it and implement restrictions to avoid abuse.

Why do you want to join Beta-1?: 
"The Law" has always been an essential document/set of rules to me; During my times as O5 and ECM, I tried to maintain peace and security in the Foundation and always been a fan of enforcing the ethical and mandatory rules to the inexperienced. I was devastated to see many inexperienced players, turning the site into a clusterfuck; I would like to become a Beta-1 so I can turn the site/the server to a habitable/bearable place as much as possible. As most of us are aware, Staff sometimes fail (MIA) to deal with these rule-breakers as there are many of them; If I can join this unit, I will contribute to the server by slowing or exterminating these rule-breakers according to "The Law". 
Second reason is the enormous potential of roleplay within this unit. As Beta-1 is a very useful unit when it comes to security and enforcement of rules, I absolutely believe I can do variety of great roleplay with our purpose. I value SeriousRP and the quality of roleplay being maintained in the server, thus, I want to help my fellow players and their time in the server. 
Final and a personal reason is the desire of playing alongside professional and qualified players. I certainly know this unit will be constituted of great players with deep experience and I assure you, I'm one of them. 
What is Beta-1s purpose on the server?
MTF Beta-1 is a unit serving the same purposes similar to a Military Police (MP) unit, enforcing the set of rules (possible "The Law") and any set of other rules designated by the Administrative Department of the SCP Foundation. This unit is responsible for dealing with internal matters such as the imprisonment of a criminal, always acting according to to the set of rules and Site Administration orders. Addition to this Beta-1 unit is also tasked (when it comes to a specific matter in the interest/job of the unit) with the imprisonment/interrogation of captured GOI members in collaboration with the Department of the External Affairs. As a secondary purpose, Beta-1 also assists with the maintenance of Security in a unique way (setting up man defences, not checkpoints). The unit reports directly to the Site Administration and possess the authority to detain or question almost everybody working inside the facility with a valid reason or orders; This doesn't mean they can order/command other MTF units but rather means they are allowed to pursue their normal duties with valid reasons.

I simply cannot believe that Wallcroft did not see you as you as he practically walked into you and looked directly at you at the top of the elevator area whilst you both had flashlights on (At around 1:20) and would have thus known that you entered inside the facility with him. Of course, he could suspect that you were a disguised Field Agent but he had 0 solid proof that you were one. As the rules clearly state:

(6.3.) You may NOT shoot someone if:
-You suspect them for WHATEVER reason.
He may have questioned you and even cuffed you based on this suspicion, but shooting merely based off suspicion is not allowed.

This is a very delicate situation, there are no standard answers for this and it is totally up to staff member to decide. 
First of all, your buddy might have done something different (every action matters in this case) or couldn't defend himself well; there are many try-hard prosecutors in the server (like me) and they can leave you speechless/stunned with humiliation in a staff sit.(some of them are better than any staff member)
Secondly, he doesn't have to be warned, you are totally disregarding the existence of COMMON SENSE. It's rare but common sense can sometimes overrule a written rule. Rule might be clear or not but it doesn't have to be adjusted because there is common sense to cease this confusion. 
Thirdly, Chaos Insurgents consist of former foundation personnels (Red Right Hand) etc. and realistically and logically, there is no reason for them to not assume you were a foundation personnel as you were acting extremely paranoid and irrational. It isn't really unusual for foundation personnel to leave the side. 
Finally, Wallcroft says he didn't see you which is possible as your first interaction was in one of the most darkest places in the site AND WITH HIS LAME ASS RESOLUTION AND GRAPHICS NO WAY LMFAOOO.

I would like to state my opinion on the Initial RDM incident. As I wasn't sure if the act was justified, I also refreshed myself on the rules. 
Now, justification of the act can be possibly made with this rule:
"(3.2.)While raiding the foundation you may not kill any unarmed personnel without any of the following reasons:"
This rule states that it is valid for "unarmed personnel", however, in this case I believe some exceptions can be made. 
You were interfering with the raid and acting suspicious as realistically no civilian would even get that close.  You witnessed them lockpicking and hacking.  They shot you in the site. (you came from the surface but this doesn't necessarily mean you don't have to be a foundation personnel) Realistically speaking, If someone was literally going into an unknown facility, passing weird men and a juggernaut, I would be extremely suspicious of you too. I don't find Wallcroft's actions totally right/necessary but you deserved some kind of detainment/interrogation due to your suspicious actions.  -1 RIP POP SMOKE btw idc really, i just wanted to type something and you were acting like a stoopid goon

I would like to emphasis on the fact that the evidence provided by @wasabix was just a simple glimpse to the crimes you've committed. Your reasoning for the justification of these crimes are absurd; Indeed, If you were reported, you would have been warned or maybe banned which means you didn't do anything legal and broke similar rules over and over again. 
Tactical Response Officer (TRO) is a part of the Security Personnel and is not separate from the other Security Guards and LTs; they are very similar in terms of not being able to handle things or being bad at their job. Addition to this, your gameplay as B-7 like Kyle Webb (wasabix) explained is ridiculous. You are breaking the Foundation Law of: §307 (Dereliction of Duty), §203 (Negligence), §201 (Failure to Execute an Order with Serious Consequences), §211 (Failure to Obey Safety Protocol) etc. Don't tell me I don't have evidence for this, I am not your babysitter and I don't have to record every mistake or violation you've done; this is the Foundation Law, not the Server rules. 
I have more than 3 people agreeing with me (Borat, Nathan, Kyle and many people on B-1 discord). Everything I provided are still valid as people witness your power-hungry side everyday. If you still have the audacity to reply to me or anyone else, I don't know what to do with you. Recognize your problem and mistakes then, fix them and prove yourself worthy to other people.

You spent the last 2-3 weeks, first playing as Beta-7 and instead of doing your job you RDMd all of the Class Ds on a daily basis. Then, you realized you don't know anything about how to contain shit so you switched TRO, but kept doing the same shit, constantly killing us when we are being bodyblocked or the door is closed behind us. Everytime a breach happened and SCP made it to D Block you shut all the doors and waited for the breach to be over instead of doing something about it. So I don't think anyone would like to see you in B-1 because it would result in more retardation in the server.
