So lets begin with the fact that, you probably wouldnt meet the activity requirements with the Acitivity you stated on your app.
In the "Why should we pick you" I have not found a reason for you to be staff listed other than "I been here a long time" essentially, only 50% of it was understandable anyway, so I may have missed something.
Firstly blindly listing ULX Commands is the most lazy thing you could have done, but even that you messed up, some of the commands either do not exist on the server ( which is fair enought since they are partly default ulx commands). But Espcially, None of these commands just takes a steamID as an input, all of them take a player, if you use !goto [steamID] it just wouldnt work you would need to use $[SteamID] , which transforms the steamID to a player.
Not knowing ULX commands is fine,but you shoulnt even state you do know, when clearly you have absolutely no idea.
The What SCP-RP is about is a generic Description of the SCP-RP and job description, the only WG Specific infomation is useless to understand how the server actually works.
Now I am going to go into the Rules Section ( which imo is actually the most important section) :

And generally, I want to know how you rate your english as B2+ or C1, most of your sentences are not even readable.
Do you honestly have no idea what those ratings mean, or are you ignorant of your abillity to speak english?

There isn't much to say besides Lorex being a long standing member of the community, his experience as staff as well as his knowledge of SCP lore shows to me that he would be a good member of staff once again.

I always handle demotions as roleplay myself. That means when I get called to demote they always have to demote them in-rp before I do the physical part.
That means: Demoted and Demoting need to be right next to each other, the demotion must be roleplayed out (Example: "Sir you are being let go from your position as .... for ..." )
 
So for the command I would obviously want the to parties right next to each other. The command should have 3 arguments:
1. Who you are demoting
2. For how long they will be blocked for reapplying to the position (so how many minutes they are job banned)
3. RP reason for the demotion. 
 
Example: /demote Freeman 10m Failure to obay safety protocol by escorting class D uncuffed.
 
Maximum blacklist by players should be 30 minutes. (obviously this can be debated on)

I've been messaged by somebody here, check my Steam profile (https://steamcommunity.com/id/6246) to confirm I'm not chatting a load of shite here. I'm just here out of respect for WG and it's servers to inform you that the person who created this application is lying.

CivilGamers has never had an SCP-RP server, and this person has never been staff on any of our other servers. I hope this answers the question definitively.
