As loaf said, Jendo summed is all up very well, however
in my opinion the roleplay was broken prior to Zab revealing his presence when there were people in an in character scenario shouting out that there was someone in no-clip, even if Zab were to have not said that he was there the roleplay would have already been ruined by said people who at the time were currently roleplaying to then shout that theres an invisible man floating in the room.
Other than that though i completely agree with every other point you made
- he shouldnt have been there
- and he violated the staffing rules
(edit: spoke to Jendo on discord and he made me come to the realisation that the RP was broken before even the RRD was shouting it as it was ruined when they thought he was watching over them, if they didnt realise he may have been watching over them then the RP may have gone differently.)

Like others said, might struggle taking some situations without using a mic, but I'm sure its not impossible.

I don't care if this guy doesn't speak much if he can get ARC without speaking much he can get staff. Hella competent.

Having him in the regiment has showed me that he is a very serious, active and capable guy. Him not using his mic is not really a problem. He has one and if absolutely needid, i am sure he will use it. But he is also he very fast typer. So he will be okay with or without one.

-His application is one of the best I´ve seen.
-He most likely knows the rules due to his VERY long playtime and the fact that he has 0 warns or kicks as well after all his time on the server.
-He seems like he´s mature and friendly from the interactions I´ve had with him. 
-The only issue I would be concerned about is the fact that he doesn´t use a mic but as he was chosen for ARC it can maybe show that he is very good at communication. It could just be a bit harder talking to minges as they dont tend to listen as much when I´m typing sometimes due to lag but that might just happen to me. Good luck whatsoever and I hope it goes well.
