8.5/10. My comprehension of the SCP universe is great, albeit there's always room for improvement. Where I shine, is in my ability to adapt and formulate interesting scenarios, for both myself, and folks around me. I know how to be fluid, cooperative, and how to appropriately respond to a multitude of different situations without coming off as power hungry, or lackluster. I'm not one for childish behavior, I tend to make friends rather than enemies (community wise), and I'd like to think that people like having me around.

Any available designation will do fine. As for the type of character I had in mind, it'd be designation "Tombstone", a calculating bureaucrat with Foundation at heart. No overpowered, ridiculously out of lore abilities. If the call sign doesn't do, I can always adjust.

I have, I do. I'm an Ex-SCP RP Staff Manager (currently Sec. Staff), with plenty of experience. I still read up on the rules every once in a while.
Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions):
With my initial role, as the 05-6 "The American", I brought a certain national flair to the server, via my character, that being the American stereotype. This time around, I'm planning on something slightly more serious, and less around the bend. Often times the facility lacks any serious administration, or any administration currently present being rather lackluster, I wish to address those concerns. I see no big interest in forging alliances or hostilities on my own accord, and rather work on a vote to vote / cooperative basis with the rest of the council, as I feel like it avoids most unpleasant situations, or cases of miscommunication that way. I mostly wish to focus on internal matters, such as security, HR, competency of ongoing research, and treatment of subjects, via calculating bureaucratic means. Pen, and paper, rather than bullet, and sword. I've no problem making tough decisions, whatever they might be, and I'm certainly not one to avoid, or attempt to conceal any mistakes in order to avoid any consequences that may follow.
Can you explain what an O5 does for the foundation and the site itself and why he himself differs from any other site Administration?:
An O5's job is to Oversee, he is not the Director, nor the Head of Research, or Manufacturing. Said jobs are meant to control, as opposed to the member of the Council, whose job it is to guide, teach, observe and discipline if need be. An O5 deals in matters which the Director may feel uncomfortable, or not experienced enough for, such as special interests concerning foreign organizations. Or as an example, certain members of the Research team dealing with matters they have not gained much knowledge, or operating clearance for. Someone to break the tie if need be, a guiding hand rather than the steering wheel itself.
What is the O5 Council?:
It is the Council responsible for the operations of all Foundation facilities currently in existence, whose job it is to conceal, supply and manage all assets concerning the Foundation. It consists of 13 members, each diverse in their own regard, each coming from a different background, and specializing in a different branch of the Foundation's operational protocol. All of their goals however, combined, to ensure the survival, secrecy, and operational efficiency of the Foundation, taking risks, making calculated decisions, and overseeing the Foundation as a whole. They act as the lifeline to the entire operation, supplying both funds, arms, and infrastructure wherever, and whenever required, through mostly technically legal means.

Perhaps it was due to humanities own unachievable ambitions that we as a race fell so deeply.. or at least this part of the world, anyways. The purpose of the Divergence Project was to manipulate humanities genetic code to solve one simple issue:
To remain unseen from a hostile entity.
We don't know where it came from or what it wants, really. All we have come to know is that it thirsts for humanity. On the bright side, though, it is contained sort of, that is, in an abandoned research facility that we once had. The people that were once there had to be abandoned. We had no other choice. 
It honestly begs the question; Why don't we simply call the military or some bullshit like that? Well, no. We can't; anyone we send there does not come out. From the past expeditions that were conducted by the armed security that we had and the camera footage, it appeared that any individual that gazes upon said entity is left in a trance. Physical contact, is established shortly after, and then they are... transformed, I suppose. They're still human, yes, but.. well.. they're disgusting. We call them The Grey, because, well, they ooze grey shit everywhere.
You must be wondering, then, why this log is attached to this specific individual, Corry Smith? For one, he's an unknown. A few others like him were retrieved from down below in the research facility with a few scratches and all, but no signs of physical degradation or trances. We don't know what grants them this immunity and we certainly don't have the time to think about it; the entity down below seems to be growing in power, after all.
All we know is what he described and what he can do.

There's no merit or evidence to suggest what you are saying is true. Without that, there is little that one can do to support your case. Regardless, you/your brother broke the rules on this account and therefore should face the punishment as I see it.
 
 
If you remember playing this server in the past, it is undoubtedly true that you would have at least made a forum account in the past, unless for some reason you lost it. Additionally, it should be undoubtedly true that you should have at least a mid/high ish level, rather than simply having one to just play as a guard with.
 
Anyways, I was the ISD whom cuffed you and arrested you for releasing Class D's. I asked an admin to warn you for leaving to avoid RP when I cuffed you. You were also cuffed two more times afterwards, which you then also left the server, resulting in a ban from Mile Kevas @Mile Kevas.

Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions):
I believe I possess the qualities needed to make a competent O5 council member, such as quick, on the spot decision making in tough situations. An example of this could be an intense verbal conflict between the GOC and the Foundation over a potentially dangerous object in which the GOC wishes to destroy it whereas our goals are to study and contain it. Allowing for diplomat of sorts between the two parties would ease tensions, allow for easier communication between the organisations as well as a result that benefits both parties peacefully and without difficulties.
I have experience as a member aboard the Ethics Committee & as Head of External Affairs to back these claims up. The Ethics department concerns itself with the proper management of resources, human and otherwise, as long as they belong to the foundation, whereas the External Affairs department deals with interactions between GOI's, civilians, anomalies and the enactment of Protocol 12. As such, it's more often than not that I often speak to people performing a variety of duties, regardless of if they are an MTF, Security, Researcher, etc. I am a conversationalist.
Having these roles means that I should be able to make the 'tough decision', even if it may not be the right one. I follow a policy when it comes to making certain, difficult decisions: "Make a decision, even if it's not the right one. It's better than not making one at all." It conditions the mind to learn from past mistakes to mitigate any mistakes in the future. After-all, you can only learn if you make mistakes. These tough decisions includes the demotion of personnel as ECM for breaching security protocol or wasting resources, or simply punishment.
Additionally, as a member of the Ethics Committee, I often have O-1, Law's Left Hand to assist me in any dealings that I require or at least bring attention to them something that concerns them. Micromanaging MTF forces that are relevant to the situation is something that I enjoy and I believe I am fairly decent at doing. This should be a necessary quality for a competent leader.

An Understanding of Site Administration:
Site Administration consists of individuals such as the Ethics Committee, Directors, Advisers and the Head of External Affairs, etc. Each of these individuals performs tasks surrounding their own capabilities as competent members of the SCP foundation per-site. The Director manages the site, MTF, researchers and allocates tasks to his advisers, which in turn communicate towards the lower echelons of the hierarchy and report back as needed.
The Ethics Committee concerns itself with resource management and the law, whereas the External Affairs department indulges itself with external activities such as GOI's, conversion of GOI members, interactions with civilians, disinformation and protocol 12. All members of Site Administration carry out their jobs. Nothing more.
An Understanding of an O5
The O5 oversees all of these activities from his seat on the council. Perhaps he or she is assigned a department to oversee. Sometimes they'll visit the site as an envoy for said department under an alias along with an armed escort of A1 Agents. Regardless of what they do, each O5 has a particular skillset which makes him far more valuable and intellectually competent than your average Administration member. Anything that occurs within the site and all other sites is known towards the O5 council and each member performs far beyond the capabilities of the lower echelons purely due to their skillset in whatever it is that they are proficient in.
As the literal 'board of Directors' for the foundation, they've the ability to grant, authorise or otherwise deny anything that goes within the foundation for the greater good of the foundation, it's personnel and for the safety of those on the surface to continue the illusion of normalcy. With this importance, they often stay away from any anomalies at all times and generally tend to keep out of sight from other personnel due to the potentially hazardous knowledge that each member aboard the council contains.
 
What is the O5 Council?:
The O5 council consists of, officially, 12 individuals selected for their intellectual prowess or some other particularly outstanding trait via a majority vote of consensus from all other current members of the council. If this is not possible, it is said that the Administrator is able to assist in developing a new council. There is, however, an O5-13, which is simply a designation given to an existing member of the council to act as a means of making a decision in otherwise implausible situations where the council is unable to come to a conclusion concerning something important. This, however, is simply a theory.
The O5 council acts as the literal executives towards the foundations and all of it's sites, able to pass laws, change policies and are able to do anything in their power to ensure the safety of humanity and those under their employment as long as anomalies are contained, studied and protected from humanity. To perform their task unhindered, it is said that some O5's have connections with official governments and the Global Occult Coalition in order to perform the Foundations activities unhindered.
 
Explain what makes you special:
I suppose something that makes me special is my willingness to speak to others as well as the ability to differentiate between roleplay and OOC contexts. Sometimes there might be a situation where someone could get mad over an IC situation (which is understandable), but at the same time it is a video game afterall. Knowing when to step back, take a breacher and get a snack or something is important in keeping a cool head in roleplay servers and the whatnot.

I'm absolutely not gonna fault you for answering some of the questions in the way that you did. I will be rewriting them soon, so no worries. I trust the people vouching for you, your descriptions are good and your play time is high.
One  tip: We also answer to the SD if no O5 is present. However, if you think that they are being unfair to you or exceeding their powers and doing your job, contact A-1 or O-1. Best of luck, your trial period will be stated shortly.

Everyone has witnessed and experienced it as some point, new players either guards or researchers that don't what the actual hell they're supposed to do. Resulting in either awkward situations which would make them leave the server or Mass RDM all of the guards because they did something wrong or got really embarrassed.

Suggestion here is to update and add more textscreens in spawns explaining how the guards and researchers work and how they can RP with the SCP's, D-Class, other MTF Units etc. and is a way for them to learn how to play the server more properly while having fun.

Researcher Spawn may include:
Make sure to show ID, ask for the required amounts of D-Class you need, which SCP you're testing/studying on and the reason for the test. As Junior Researcher you cannot go past HCZ, and must become a Senior if you wish to go past that point. If you wish to cross test SCP's make sure to get permission from higher ups. Make sure to always have an escort with you while taking a D-Class to a SCP's Chamber. If you have any questions about the server you could ask in OOC chat or call an admin over by using @ to explain anything you need for you. Make sure to read the MOTD/Rules on the forums and have fun!
Guard Spawn may include:
Listen to the Head Of Security (HoS) and the Security Lieutenants  If a D-Class is blocking the airlock, make sure to warn them 5 seconds to go back before terminating them. If a D-Class escapes from the airlock into LCZ, make sure to warn them to stop before terminating, if you witness a D-Class armed or past LCZ into HCZ you may KOS. If a random person kills you, please do not attempt to kill them or expose them on comms as you will break the New Life Rule, wait for someone else to report them doing nefarious actions or if you witness them doing it.
  If you see a D-Class with a knife/keycard etc. make sure to report it on comms and await futher orders from the current on site HoS/LT's. If you wish to speak on foundation comms type: "/f Insert question/report" Make sure to read the MOTD/Rules on the forums and have fun! If you have any questions about the server you could ask in OOC chat or call an admin over by using @ to explain anything you need for you.
Pros: This will greatly improve the competence and knowledge of the new players on the server rather than them being confused all the time, will also make staff's job easier and have less problems to deal with and generally add more fun to the server.

Cons: Major pain in the ass for who ever will be doing this, some of the stuff written here might be unnecessary as it would clutter up the spawn walls and look like cancer. OR someone could volunteer and make a forum post on explaining how the server works as a side note next to the rules.

Extra Note: Other stuff could be added as well to this list. You get the memo. 
And to all the HoS and LT mains that are viewing this, try and teach the guards on what to do rather than calling them retarded.

My intentions when I joined The Serpent's Hand was...: to embrace the anomalous world. What has been opened to my eyes is that we now live in a world of lies. I can't decide what the truth is anymore, from my shower curtain to my coffee mug, the limit of our new world is indescribable. I joined the Serpent's Hand to understand the anomalous world. To show others that there is more then just going to a job that pays too less, and back to a house that is too expensive. The world is 100x more interesting and has more meaning when you embrace the anomalous world. Joining the Serpent's Hand was the first step towards taking a stand, a stand in showing people the anomalous world, a stand in fighting against disinformation.
Figures such as L.S who stand as a type of a figure head for the Hand sprung me into action. I have lived long enough in a world controlled by liars. I have lived long enough in a world where I go day by day and wonder if there is something more. I have lived long enough in a world where men in suits are "shadows." I have lived long enough out of the loop, it was time for me to get inside the loop. I used to go by my days and see suspicious things, things that were unworldly and dust it off, but that will stand no longer, it is time for me, and everyone else to embrace the world that so many of us have no idea is even there.

I know a lot about The Serpent's Hand such as...: its place in our world. The Serpent's Hand with its figure heads such as L.S or its anomalous ties such as the Wanderer's Library has so many things to discover and find out. The Wanderer's Library by itself is more then a person can handle, from its endless amount of books that has every and all books written and those beyond. It is a utopia of knowledge; you need to find something out? The Wanderer's Library will have it. Want anything as simple as a good read? The Wanderer's Library will have it. But I also know from the writings, and my own experiences that the Wanderer's Library is not a easy place to reach, and it exiles those it does not fit as worthy.

I also know what The Serpent's Hand is and what most of its opposition gets wrong. The Serpent's Hand isn't a coordinated group with a set of laws, rules. It holds no elections, no men are designated to a place of power, nothing is forbidden, and nothing is required to join. The Serpent's Hand has its tastes of the radical to the easy going. The Serpent's Hand is a group of cells, and as described above some cells are different then others. Some take direct actions to  those that oppose the ideals of releasing the anomalous knowledge. This is what keeps and makes the Serpent's Hand strong and whole. Anyone from a high school student to a CEO of a big business, anyone can join the Serpent's Hand. And as the days go by and more become informed about the anomalous world we grow strong, and that doesn't just count The Serpent's Hand but those who are embracing the anomalous world. Our message is getting out there, and that is the main goal of the Serpent's Hand, if you asked me what the duty of a Serpent's Hand member was, I would tell you that it is it keep the common people well informed.
I would describe myself as...: Fanatical. I am Fanatical for the Serpent's Hand and its ideals. Radical. I cannot stand by and let something that could be in my hands stay out of my hands. Scared. We all can admit it, we are somewhat scared of what the anomalous world can bring, it isn't all sunshine and rainbows, I am scared for my well being, those close to me, fellow Serpent's Hand Members. Obsessed. I am afraid and hate to admit it, but I believe that I have fell far into the rabbit hole. The anomalous world and its secrets has consumed me, I am half of the person I was before I embraced it. There is so much to learn, and it never stops and it never will. From possible world eaters to a chair that can adapt to the person that sits in it, it is a endless amount of information just like the Wanderer's Library. Everything from your car to your fork could be anomalous and you don't even know it. Shit, you, me, we could be anomalous. 
My story about finding the Library & The Serpent's Hand starts with... A Laptop. I had my laptop for about a year before its true meaning delivered itself to me. When i first got into the anomalous world and the Serpent's Hand I was using the Laptop to look into sightings of anomalous activity. I can remember the night like it was yesterday. It was late, I think 11:34 pm was the time on my Laptop. I was about to head to bed when the Laptop opened a tab and automatically put in a URL. The Laptop didn't send em directly to the site, but it left the url there and as it taunted me to hit enter to head to the website, I almost put it down. But my curiosity was too strong and I hit enter. I was shot to the website. The whole website was a picture of a book, and then words on the cover of it. The words wrote "would you give up something so dear to you, if you would grant you a unworldly gift?" I had goosebumps, I sat there, laptop sitting on my lap, my head resting on the bed stand. I must have sat there for 30 mins before I looked down at the ring on my finger. A ring that is passed down through generations of my family, it was written in the will of one of my ancient ancestors that the ring must be passed down to the first of kin. I knew that it was something very dear to me and those around me, but the obsession for knowledge was too great. I took the ring off my finger and placed it on the laptop. The ring dissolved and the screen acted like a tractor beam. It sucked me into the Library. The rest is history....
