What is MTF E-11?: MTF E-11 is a mobile task force which specialises in internal security of the foundation and they respond to imminent breaches within a site. They are under the oversight of MTF Alpha-1 [Red right hand]. The operations of E-11 remain unknown and are highly classified. They are also tasked with responding to opposition eg. Chaos insurgency are raiding a site e-11 may be deployed at the area of operation to stop the situation. The Elite force of MTF E-11 are highly trained for every situation and containment procedure meaning they can be deployed to re contain any SCP at any time.
What does MTF E-11 do on the server?: On SCP-RP E-11 are tasked with patrolling site to ensure that the security of the site is ensured at all times. They respond to imminent containment breaches on the site. The Elite force also respond to imminent threats towards the site eg. Hostile GOI raids. On the server E-11 also have the job of overseeing research going on in the site. They are still under command of A-1 within the server. Yes I know this explanation may be the exact  same as the recent paragraph this is because the server has done an amazing job of recreating e-11 in game lore wise.
Why do you want to be part of MTF E-11?: I would like to be apart of the e-11 command because I  have past experience in many jobs which require leadership and experience and I believe that I am highly suited for the role. I am aware of all of the containment procedures regarding the SCP's within the site and I am mainly active on the e-11 containment as some people may of seen me. I am somewhat experienced at combat within the server and I am highly trained at catching infiltrators when the time is right. I am skilled at working in a team and I believe that this will be a good role for foundation command for me other than the Hoea and etc anyway that is my application feel free to add any constructive feedback below and thanks for reading good day.

Are you able to play the job often and RP correctly?: I usually play pretty often and i try to RP or at least don't try to avoid it.
Why do you want this WL? : I would like to do something interesting outside the facility for once and by interesting I don't mean raid foundation whenever I get the  change.

What is MTF E-11?:MTF-E11 (Nine Tailed Fox) is Special recontainment unit that is send on operation in to other Site's when standard protocols fails and multiple breaches are imminent 
What does MTF E-11 do on the server?: They work as Special recontainment unit, they also have missions on surface where they terminated escaped SCP object 
Why do you want to be part of MTF E-11?: I want to try something new and i want to protect site, also i want to know how it feels in position of commander 
 
Misc:  I know all recontainment procedures but i dont want to write here all so i give example atleast 
Anything you wish to add?: MTF-E 11 responds to SCP object breaches as such SCP-1048,SCP-682,SCP-457,SCP-3114 and etc.          SCP-457 
Recontainment procedure: If this SCP breaches all non-recontainment personnel have to go in to nearest Breach shelter and stay there until SCP-457 is recontained.
SCP-457 have to be extinguished by group of E-11 and B-7 until its small enough to be able to recontain it.

SCP-049
Recontainment procedure:If SCP-049 breach his containment all non-containment personnel have to go to nearest Breach shelter until SCP-049 is recontained.
Ask the SCP from a distance if it is going to be compliant and not hostile towards foundation staff, if yes then attempt to negotiate with the SCP to make it return to its containment chamber. If the answer is a no then evacuate all personnel that can be infected by the SCP and lead it by a harpoon towards its containment chamber, a minimum distance of two metres is to be kept at all times with this SCP. If SCP-049 makes it outside of HCZ then ask for termination orders from foundation administration. Always ask for permission before terminating.

SCP-096 
If SCP-096 is about to breach then Containment unit can try and find SCP-096-2 to prevent SCP-096 from breaching.
But if SCP-096 already started hunting his pray then Containment units have to wait for SCP-096 to kill his target after he kills his target Containment units has to clear room from Foundation personnel only people who can stay in room is E-11 and B-7.
After room is cleared and SCP-096 is secured one of the Containment units approach SCP-096 from behind with bag or something that can cover his face then use containment cuffs and drag SCP-096 back in to his Containment chamber lethal force can be used if SCP-096 is on surface and someone would try to get rid of his face cover

What is MTF E-11?: 
Mobile Task Force Epsilon-11 "Nine Tailed Fox" Is an elite tactical squad. It is most often deployed to sites where keter and/or euclid class breaches are expected or are already ongoing, due to this most of their operations are secret and extremely classified, they work under the oversight of MTF Alpha-1 "Red Right Hand". All of Epsilon-11 members are veteran staff of the Foundation and on top of that they are extremely well trained and specialized to deal with all kinds of SCP breaches regardless of the threat, they usually enter sites with just the knowledge of the threat level and amount of SCPs and still have an extremely high chance of success.
 
What does MTF E-11 do on the server?:
On the server Epsilon-11 is comprised of 4 Containment Units, 2 Specialists, 1 Flamer Unit and The Commander. All of their tasks vary, but are still comprised around the idea of SCP re-containment and breach prevention. They effectively do their tasks with their specialized loadouts, specialists riot shields and player detectors, flamer a flamethrower, containment units containment equipment and anomaly detector and commander a combination of all. The Epsilon-11 also work with Beta-7 with re-containment efforts and in some cases even with Nu-7 or Security, but their assistance is limited due to their lack of containment equipment. Epsilon-11 deal with captured anomalies and contain anomalous objects brought in.
 
Why do you want to be part of MTF E-11?:
I wish to become an Epsilon-11 commander because I see that my experience in combat, leadership positions, containment and re-containment procedures knowledge would provide Epsilon-11 with another fantastic commander, I do not say that other commanders would be worse I just state that I have extreme amounts of experience and I feel like putting that to use in E-11 would be fantastic. I also wish to join Epsilon-11 Because I see their tasks be extremely important, I mean there aren't many tasks that are more important than preventing SCPs from reaching the open world and causing at worst an XK-Scenario and at the minimum a breach of secrecy.

What is MTF E-11?: Epsilon-11 is a specialized task force that handles internal security within the foundation overseen by MTF Alpha-1. E-11 is deployed to sites in case of emergencies such as sitewide containment breaches, hostile presences, etc; with the goal of eliminating hostile presences, regaining control of important areas within the site for the purpose of reestablishing control, securing objects/intelligence. 
What does MTF E-11 do on the server?: E-11's primary function on the server is re-containment and containment of documented SCPS and unknown anomalies, working alongside MTF Beta-7. E-11 secondary function on the server is assisting in defense of the site alongside MTF Nu-7. E-11 may also assist the research department with research and experimentation onsite.
Why do you want to be part of MTF E-11?: I want to be E-11 because when I first started playing on the server (after donating for PlatVip) I played mostly E-11 containment. Also because I only play E-11 whenever I'm online with the exception of occasionally playing Nu-7.  Additionally I already was whitelisted to Commander (was kicked for inactivity) and I would like to get back in.

I was told Plague was the one managing events and peoples characters as he has done before with Rachel and other individuals in his events so i talked with him to maybe change up the situation with Commander ZEΥS and i did ask Norra and Xunt but maybe i forgot to add some parts as i thought they were irrelevant since i got to organise the whole zeus thing with plague. I did not go off on my own to create PME and i did not go through with it, i talked with SMT more and was adviced on what i do, so i did not go ahead with it, therefore i did not commit PME. All im being accussed of is miscomunication which im sorry to have done. And yes i was angry at those days because the ethics committee did not see the situation and decided it would be a good idea to not tell me im under arrest, not question me but rather send in random nu7 in to detain me, i thought it was an event or sometype of CI infiltration as i couldnt believe i was being arrested for doing my job.

The video provided shows no context to the situation and contains no audio despite the fact the person recording is clearly saying something to the A-1. Due to the lack of context provided and lack of audio making it so I cannot discern if the Nu-7 was threatening the A-1 members in question (Very possible, given how Nu-7 were attempting to arrest them) this part of the appeal is denied.
I would also like to note that ECM has absolutely 0 authourity to arrest or order the arrest of Alpha-1 members as Alpha-1 reports directly to the Council and any actions they take should be taken In Character as actions of the Council. I do not know why ECM are flagrantly overstepping their authourity and attempting to arrest Alpha-1 members. If Nu-7 were attempting to arrest Alpha-1 on orders of the ECM, Alpha-1 can defend themselves and resist the arrest as it is an invalid arrest attempt. Alpha-1 can only be reprimanded or arrested by the Council or higher ranked Alpha-1 members, not ECM and Nu-7.

As for the PME stuff...
As shown in the screenshots Drakan provided he was very clearly attempting to work alongside SMT for an A-1 themed event. Yokishi who was SMT at the time even announced him going rogue and didn't take staff action against him, I cannot verify with Yokishi if he gave Drakan permission for this but it's quite clear from the fact that he announced it he gave permssion.
He did not just decide to do any of this without first consulting Plague, me or Norra. As shown, Norra gave him permission to bring his character back. As soon as Drakan was told to stop this event line by SMT he did. This is very clearly not "Player made" as he was working alongside the Event Manager as part of a storyline and immediately stopped when told to. Drakan did go a bit too far with his character hence why he was told to stop and did so with no issue. This isn't comparable at all with paying 10,000,000 to get a HoMD to break a rule without asking anyone first.
The entire PME/RDM incident happened due to an invalid arrest attempt from power tripping ECMs and Nu-7 (What a shock) and Drakan was given permission from an SMT member to bring his character back. However Drakan was very clearly using metagame in regards to the Glock 18 comment and will thus recieve a warn and a 1 day ban for metagame.
