You raise some good points;
I understand you probably have PTSD from ISD SGs never attending security meetings.
If ISD gets accepted, there will be an emphasis on playing as the disguised job. There are probably 2 situations where people deviated from their normal jobs. 1 is where they decide to not go to the meeting because they were ISD or whatever. Hopefully this will be cut down on heavily. If anyone gets arrested due to this, they will be reprimanded within ISD. The other is where the agent has ISD duties to perform, in which case they will be forced to juggle their duties. If they get caught doing this, it will be up to RP to decide their punishment, whether they get out scot-free or not.
I get what you mean about the "independent" bit. ISD are somewhat independent, but I feel like you are mostly talking about in V6 ISD where agents would just not do any of their disguised duties and ignore their department heads. This will not be recommended if ISD gets accepted, and agents will be encouraged to do their disguised duties as well as ISD duties.
I get what you are saying about department heads/O1, but no one will commit any crimes in front of uniformed officers. I feel like having unsuspicious agents who are also able to bend the rules slightly will be much more effective in helping to arrest infiltrators and rogue staff.
I will try to make sure ISD is a lot more serious and doesn't go around NDA'ing and amnesticating for the sake of it. You still probably won't agree with ISD being on the server, but hopefully I can assure it won't be that bad.

I was playing on Rust  EU solo/duo 3x..... .and joined someone from chat (Jenny) to play as a duo.
I started a base and all was good. Then Jenny said come over this is amazing and showed me a large Hole in a Rock that we simply had to crouch to walk into.
Jenny said this is where we will build  I said I thought this was not right in terms of rules but Jenny assured me it was fine.
Jenny had over 10,000 hours on his account.
perhaps if you check the logs you can see the base I built before entering the rock with Jenny .
I'm not sure if this is a permanent or temporary ban. 
I accept I was wrong  even if following the directions of another.

Why do you deserve to be unbanned?:  Well first off, I think it's safe to say that I've learned my lesson and I've learned it well. I've been banned from this server for over a year an I'm dying to get back onto it. I've been playing RP servers a hell of a lot more now and I've definitely gotten better at roleplaying as a whole while also fully getting rid of the urge to minge. I think I can be trusted to play on the server again without breaking any rules or annoying people for no reason. All I want is to start playing on this server again considering there's not been many new SCP-RP servers, especially ones as developed as this one and the new map just makes me want to get unbanned even more so I can experience it.

Why did you get banned?: 1: Pac3 abuse - A while back, I was banned from pac3 abuse. It turns out that if you change your model shape, size or angle in pac3 if you haven't clicked wear, it still shows up weirdly. 2: Bypassing a Current or Existing ban - I'm sorry on my brother's behalf. Our accounts are linked so when he was looking for an SCP RP to join, he chose this one (We aren't friends on steam though, neither are other family members.)

Its been a year I think (midsummer I think, can't remember exactly) now and I come to realise that doing that stuff with pac3 was stupid and to not do it again. I also really miss this SCP RP server and literally no other SCP RP server is like this so I really hope this gets accepted. 🙂 Instead, you could reduce the ban from perma to like 2 months or something as an alternative.

Your honour this man was wrongly convicted on only a single piece of evidence. That which being a message he had sent in the two week period where SCP manager Xunt had resigned in September 2020. He was banned under the claim that he had deliberately tried to ruin Xunts mental health to make him resign from management by causing "drama". This claim is simply ludicrous and is only backed up by a singular chat which is obvious to anyone reading is not meant to be taken seriously.
Mr Westend had been an upstanding member of the community up to this point being the owner of the GOI The Chicago Spirit as well as MC&D when it was changed. He was also a member of ??? up to the point of his ban. Westend has received no warns or bans in his entire time on the server and the Permaban stands as his only crime up to this point. 
I'd like to draw the Jurys attention to the pre-existing between Hannibal and Xunt before the Incident. While Hannibal was TCS owner he and Xunt had several disagreements about the direction of the server. It is known that disagreeing with Xunt or presenting suggestions that go against Xunts visions can often lead to consequences, just take a look at @Plague and his tenure as Event Manager and see how that (briefly ended).
 
Now feel free to take this claim with as much salt as you like. When Hannibal found out he was banned I asked in the ??? Management chat about why he had been banned they almost played it off as a joke laughing about how long it would have taken him to realise he was banned. This is where the only piece of evidence to date been posted. Although I do not have any screenshots to back this up if you look at the events which took place and the context for them it is not hard to believe that the ban had been nothing but a laugh between friends Norra and Xunt.
 

If any actual proof of Hannibal deliberately starting drama to affect Xunts mental health other than this Jokey message exists then feel free to post. 
Looking at a case like @Fricky Hecks who was originally retroactively banned for the harassment of one of the ISD managers was unpermabanned and even went on to get permabanned again then unpermabanned again in the entire time Hannibal has been banned.
 
Also don't delete this comment isn't just to stir a pot (which is 1.5 years old) but to inform the new SMT and players about what happened. (with my own little touch of spice of course)
