For thousands of years, humanity remained stagnant.  Science did not improve, technologies were not developed, and the world was willfully deaf, dumb, and blind.  To a certain extent, we still are.  Despite humanity's limitations, we here at the Paranatural Studies Institute attempt to educate ourselves, and rid the world of ignorance.  There are many unknowns in the world, and these objects - these anomalies - should be studied.  We must use the knowledge gained from the unknown to make it known.  Humanity must prosper.

Why do you want him banned?: So first off I would like to apologise to Norra on the disrespectful and immature way I originally handled this. The 12 hour mute I got for being rude and spamming you was extremely just and I'm sorry.

Now an SMT is supposed to be a role model for players and not break rules and not be minging and breaking server rules when the server is on a fairly high player count.

Norra, on Saturday night, wasn't roleplaying and just going around breaking rules, which if any regular player was doing would get them a temporary ban.

Why do you want him banned?: PME, FailRP, Lying to staff (specifically SMT), RDM x4? and powergaming to avoid roleplay.

Evidence(It's a must. If not provided, request is denied.): This situation requires a heavy deal of context so bear with me. During the whole event saga with Rachel Fischer and Blackwood, when  it is close to the end, Drakan loses Commander Nemesis to a PK because he decides to go rogue as A-1 High Command, seen here:

 He then comes back as Commander Zeus.
 
Drakan then gets into a situation where there is an ISD information leak and A-1 has to secure and rope off EZ Cells to deal with it. He has to kill an E-11 Commander in this process and his men accidentally kill a Nu-7 during this process. Should additional evidence be required to back this point up, I can later provide evidence from Benjamin Berg, who was the CO at that time. 
 
Long story short, Nu-7 moves to arrest Commander Zeus peacefully and take him to EZ Cells on the authority of ECM Bernie Clancy. Drakan then proceeds to pull his gun out and gun down all of Nu-7 for no reason to resist arrest. I had to come onsite shortly after to clean this shit up. 
 
To address the RDM part of this request, Drakan's defense at this time was that he knew Chaos Insurgency arsenal was Glock-18s (a questionable defense and potentially metagame) and that the Nu-7 in front of him were all holding these weapons, seen here:

However, a video recorded by Berg himself contradicts this entirely: 
 
 
There is only one Nu-7 found holding a gun and it is never pointed to Drakan, thus he is using metagame information in the first place to assume the Nu-7s are CI as his defense, then he proceeds to RDM them all in the process of resisting arrest when an ECM gave a valid order for his arrest.
 
Onto the PME, FailRP and Powergaming section.
 
After this, Commander Zeus is ordered to stand down and report for interrogation by Walter, who was O5-6:

And he is informed by me as the acting ECM that he will be placed on Trial for the charges he faced. 
 
Unfortunately, there is now an absence of evidence, because Drakan deleted all pictures of what he did specifically in A-1 #announcements, however I have multiple text logs along with context to explain:
 
What Drakan did here is he asked me if his CMDR was going to be placed on Trial and found Guilty:
To which I said it was most likely because he had evidence against him. What happened in A-1 announcements next is that he declared that Commander Zeus was in an armed A-1 convoy that had been attacked by Chaos Insurgency and it was thus impossible for us to bring him to Trial, seen by all of these screenshots:


Drakan then proceeded to use A-1 #announcements to say that Commander Zeus had died in the attack on this convoy and thus it was impossible for us to stand Trial for him. Now, this happened the day after. I would like to make sure Norra sees this section, as he should be aware that I was on the server at midnight with Walter and Yokishi and I informed them that Drakan was saying ominous shit like this as if he was crafting a PME. The next day, I wake up to his name changed to Commander Drakan, cementing that he had avoided the Trial through an off-server roleplay event.
 
This is where it gets fucky. I immediately complained to Drakan about this and asked how the hell he managed this, and he said that Xunt and Norra gave them permission. However, this is where the lying to staff part gets proven: 
From what I understand, Drakan didn't tell anyone that Commander Zeus was being held pending Trial and it would be impossible for his bullshit armed convoy excuse to hold up, meaning that he managed to sneak this PK in unfairly. This is where I complained to Norra and Yokishi and forced him to revert to Commander Zeus, where he was then placed on RP Trial and executed  fairly because he decided to plead Guilty out of nowhere.
 
In short, Drakan RDM'd possibly 4 Nu-7 in complete FailRP and RDM by resisting fair arrest and ECM's orders, lied to SMT to powergame his way out of the situation and abused his position as A-1 High Command to make a PME excuse to do so.
 
The reason that this report is so late is because I learned today that Houston got banned for pretty much the exact same thing, whereas Drakan only received a slap on the wrist from what I know from Norra and Yokishi. As such, I believe this report is only fair.

Why should we Pick You: I personally believe you should pick me because I have a pretty good understanding of the SCP universe and have a few ideas on how to make some decent small sized events involving 2-4 groups of interest and a couple of giant ones for the whole server to enjoy. I personally have wanted to become Event Planner for quite a while as I always enjoyed the old events from v4-v5 and some of the events on v6 (haven't been in many) and would love to recreate certain events and make my own additations to events to make them more fun for all parties involved, I think I would be a good person to join the event planner team because I have been here for a while and understand the difference between combat RP and Passive RP and how people will choose whatever they want as every player has their own way to play events and I respect it, so making events that are character driven so that the different disicions chosen make the outcome all that preferable to the players involved. I think I would fit into the event team because I am willing to spend hours building dupes for events also I have wanted to become a event planner since my time as a operative. All I want to do is do my part for the community and make everyone have a little more fun playing the server.
Your Event Plan: The basic idea of my Events idea is the use of a GOI that is currently not on the server new or old doesnt matter and ask for people to join in who can atleast be trusted with the position of lets just say Church of the broken God (Maxwellism) and they have come to reclaim there lost church and reek havoc on the foundation as they have certain pieces of there larger puzzle e.g. robotic enhancements they want to increase there purity (just thought out of the blue) and of course the fondation would respond with voilence unless ethics committee/HOEA wants a different outcome, ending result would be either the bloodshed of of both the Church folk or foundations MTF's or anyone else present in the attack, whilst this event can have multiple outcomes I would think that it owuld be good for the people of the server to provide the outcome on the event, now just to state this I am not saying that it has to be church and it has to be foundation it can be any number of GOIs involved in this and the foundation involvement is not essencial, now for the full width point to point analysis.
For the Reasons stated above I will be using Church (maxwellism) and foundation to produce this written event.
At the start there will simple be a meeting held between high ranking people within church on how to approach the situation as they have just recently learned that the foundation holds certain objects that will enhance their robotics and making them more pure for everyone in there organisation, the meeting concludes that they will take a bulk of there followers and march upon the foundations gates requesting a meeting to discuss these enhancements with the Head of External Affairs undergoing the meeting, during this meeting The foundation declines giving this object away as they have their own plans with it which angers the leading members of the church at the meeting so they leave remarking that they will claim it soon, after parting the foundation the church go back to their base of operations to have a secondary meeting to discuss there new plan of action seen as having a peaceful attitude towards this issue has been nothing but a waste of time which angers them, after a lengthy discussion they decide that open war is the only course of action forward that should result favourably in their favour.
Before the seige of the foundations gates the church made sure they were more then prepared for a long drawn out battle as to be expected using such weapons as the cog anomoly and buying enough weaponary to arm a small army, then after all th preperations had happened BANG, the foundation caught wind of what the church was up to and striked first sending just nu-7 thinking they would be enough to defeat the church but of course they thought themselves too smart and didnt count for the fact the church was semi-robotic in nature and had a huge advantage over them. This battle lasted for as little as forty-five minutes as the church swept the floor with NU-7 and took any that surrendered as prisons of war for information and weaknesses inside the site, the church begun there assault on the foundation to claim this artifact for their own whilst some of the churches followers begin to ponder on the fact of if this artifact was worth the sacrifices that might have to be paid in the extracting but didn't raise the concern of this to the leaders as they might be disowned/killed because of thinking otherwise. The fighting begun between the foundation and the church both sides screaming blasphemies during this time the church kept throwing everything they had at the foundation hoping to get some edge over them to let them through easier but the foundation didn't let up as they had prepared for this well enough setting up there defences good and proper keeping the church at arms length for too long dragging the battle out so the foundation may take the advantage and push them back. 
After Hours of fighting and countless bodies pilling up the foundation ordered the fighting to stop and come to a soulution, all MTF's stopped fighting and declared that they were finished fighting after a while the Church noticed and stopped aswell letting the leaders of the church know this so they went in screaming they want there artifact and they will leave without any more issues and the Head of External Affairs approached saying he had orders to try and find a conclusion to this fighting without further bloodsheed to each side and the Head of External Affairs and Leaders of the Churchs Attack spoke in confidence with no others around they talked ofr a while before coming to the conclusion that both parties would no longer profit from contuining this conflict and that the foundation would let the church take this anomoly for a period of time expecting them to return it as they gave them a oath too...
 
Any Hate towards this event for it only including church and foundation is incorrect as this was just for sake of the written event as any GOI's may be used for this which is why I did not specify what the anomaly/artifact actually is.

8.5/10. My comprehension of the SCP universe is great, albeit there's always room for improvement. Where I shine, is in my ability to adapt and formulate interesting scenarios, for both myself, and folks around me. I know how to be fluid, cooperative, and how to appropriately respond to a multitude of different situations without coming off as power hungry, or lackluster. I'm not one for childish behavior, I tend to make friends rather than enemies (community wise), and I'd like to think that people like having me around.
What O5 Designation would you prefer (1-12) and what character?:
Any available designation will do fine. As for the type of character I had in mind, it'd be designation "Tombstone", a calculating bureaucrat with Foundation at heart. No overpowered, ridiculously out of lore abilities. If the call sign doesn't do, I can always adjust.
Have you read and understand the rules of SCP-RP?:
I have, I do. I'm an Ex-SCP RP Staff Manager (currently Sec. Staff), with plenty of experience. I still read up on the rules every once in a while.
Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions):
With my initial role, as the 05-6 "The American", I brought a certain national flair to the server, via my character, that being the American stereotype. This time around, I'm planning on something slightly more serious, and less around the bend. Often times the facility lacks any serious administration, or any administration currently present being rather lackluster, I wish to address those concerns. I see no big interest in forging alliances or hostilities on my own accord, and rather work on a vote to vote / cooperative basis with the rest of the council, as I feel like it avoids most unpleasant situations, or cases of miscommunication that way. I mostly wish to focus on internal matters, such as security, HR, competency of ongoing research, and treatment of subjects, via calculating bureaucratic means. Pen, and paper, rather than bullet, and sword. I've no problem making tough decisions, whatever they might be, and I'm certainly not one to avoid, or attempt to conceal any mistakes in order to avoid any consequences that may follow.
Can you explain what an O5 does for the foundation and the site itself and why he himself differs from any other site Administration?:
An O5's job is to Oversee, he is not the Director, nor the Head of Research, or Manufacturing. Said jobs are meant to control, as opposed to the member of the Council, whose job it is to guide, teach, observe and discipline if need be. An O5 deals in matters which the Director may feel uncomfortable, or not experienced enough for, such as special interests concerning foreign organizations. Or as an example, certain members of the Research team dealing with matters they have not gained much knowledge, or operating clearance for. Someone to break the tie if need be, a guiding hand rather than the steering wheel itself.
What is the O5 Council?:
It is the Council responsible for the operations of all Foundation facilities currently in existence, whose job it is to conceal, supply and manage all assets concerning the Foundation. It consists of 13 members, each diverse in their own regard, each coming from a different background, and specializing in a different branch of the Foundation's operational protocol. All of their goals however, combined, to ensure the survival, secrecy, and operational efficiency of the Foundation, taking risks, making calculated decisions, and overseeing the Foundation as a whole. They act as the lifeline to the entire operation, supplying both funds, arms, and infrastructure wherever, and whenever required, through mostly technically legal means.
