Unique app I must say. But where you fall short is for three reasons, one, you fail to reach the time requirement needed, which isn't that big. Second, I have not seen you on site administration at all (Personally). Third, you were recently kicked out of Harrow-23 for mingery. 
You may Re-Apply in a week and hit requirements.

Foundation O5 Council Changes:
So lately Server Hierarchy have been wanting to see a change in how O5 work's in regardless to general activity and performance of the people which were in this Council Job. As to this change we have also decided all together that once again we shall try the idea of making O5s 12 slot's only again meaning that some people were purged as well which we felt did not felt up-to scratch with O5 currently.  But instead of just having one singular slot O5 job we actually create all 12 Custom O5s which are specifically unique to the person who has that designation.

In this new change these O5s have been given certain tasks/departments to take care of and ensure that they are running smoothly without complications and if their was any then they would be swiftly dealt with, now O5 is still an applicable job to apply for but it will only have 12 space to fulfil so.

All Fixes/changes
Lately a bug has recently become aware of our attention which is the 3D Stream Radio, the issue was that people were able to change other people's settings on the radio's meaning they could potentially get them in trouble for spamming loud music for example, so after being informed and helped by previous hierarchy we were able to identify the bug and should hopefully be fixed from now.
  All spawn point's have recently been fixed/updated to correct places, so if you noticed some changes with them in to where you spawn dw about it.
  O5's should be able to use /lockdown & /unlockdown soon so they can function regularly if the foundation is raided and so on.

  (Currently) Will be looking into why the construct is sometimes not immune to this 016 infection, will be identified and fixed shortly, 
  All SCP Sweps are currently working again following a small issue last night, if anything is not correct please DM me on discord.
  O5s should be able to access all door's which use keys to open them e.g EZ cells.
  Will be going through some unused playermodels and general addons to improve general performance, and stability and will also reduce loading in times as you join the server.

Discord Information Recently myself and another have been updating the SCP-RP discord and making it more understandable on how you get access into the discord itself, and also as it will be easier for you to contact us if you have an issue on the discord or in game to be assisted with. Essentially we have cleaned up the discord and made it more neater now as well, we may plan to improve the systems more as time will go on for now we feel this is more then enough. 

We also decided for the last thing to refresh all the commands we used which were linked to old group/job threads,  server rules, breaching rules, and so on, some we were not able to recover but we will be looking in to redoing these very shortly.

- Yes you did commit Mass RDM, going through the logs you just killed a bunch of D-Class and Security for no reason
- But, it was sorta when there was no players on and pretty much everyone was Mass Rdming and you are pretty new, so I say it'd be fair for a reduced sentence.

As much as I enjoy and think of you highly Clint, I'm just going to be straight up honest that this wouldn't work at all and if it does by some god chance it does get accepted I don't want you to suffer through managing this. I'll just list all of the issues.
 
- No point in adding, Harrow-23 and Field Agent already exist and deal with MC&D well enough. 
- MC&D is already pretty dead due to the already lack of salesmen/anomalies with no one really going out to buy anything their selling. Meaning that most of the time the MTF would just do nothing or just act as another Nu-7.
- Horribly complicated for no reason,  I see no reason for 3 different jobs to just do a simple job considering the fact they aren't even hunting down Anomalies on the surface, but just focusing on MC&D. Why do you need Retrieval, Detector, and Strike team? I'm sure everyone can just do all of that cause what happens if no Retrieval are on, just wait around and do nothing?
- Far too large for what it does, Harrow-23 is a five slot job and deals with the whole surface, this is a 7 slot MTF with multiple different jobs  just to deal with MC&D. 
- Messed up ranks
- Messed management team, first of all, the entire team if full with people that have never managed a group before. Second, it's far to large, why is there so many reserve management considering I'm assuming the actual management won't retire anytime soon, and in no other management team have I seen people having reserve management. Additionally, I see no reason to have such a large team considering most groups usually start out with 2 management and just get a third one to deal with spreadsheets after the groups grows to the point that they can't deal with that stuff, but this group isn't even on the server yet. Is my point clear yet? (Also pretty sure they put on a limit on management teams to three.)
- Isn't Mu-3 just undercover agents? Aka Field Agents.
- We're neutral with MC&D, why do we need a specific task force against them when they aren't even hostile with us?
 
 
I could go on, but I'm just going to wrap this up cause they aren't as major and you probably won't read them. I mean no hate and I hope you can understand, but this would just not work.

(My personal feedback from reading the app, personally you don't seem fit or have the mindset of an O5, we aren't here to deal with GOI's and personal being kidnapped, we're here to deal with the large issues, like a H.O.S getting kidnapped isn't my immediate concern, but a G.O.C war is. I think personally, HoEA would be much more to your taste.)

Where is ovis city located at? Like I do not honestly know, as some say its in canada because of site-19 some say its in the US because of the dollars the server uses and some say its in Britain because of where the server is located. Please I need all of your opinions, because I have no idea.

I'm lost, why would you open the doors to D-Block? Were the D-Class needed? Did he request to go in? Second, what security were "trying to get in" the first (and only) security guard pops up at the 30 second mark and never entered nor attempted to enter, but simply just there to assist Bar. It's pretty clear you just opened the doors for the D-Class to leave and you even watched and saw comms saying a D-Class breach yet you never closed the doors. The doors aren't hard to control, just click E and open them when you actually need too. 
 
Edit: Also side note, just cause someone else does it, doesn't mean it's okay. You were even aware it was a rule break, what do you expect?

Its useless.  It shouldnt be there as salesman arent anomalous.  They just work for MC&D.  It has been used for thing MC&D salesman just shouldnt do.  A list of examples will be listed below
 
-Killing O5 and sneaking/staying in the site (Manager did this one lol)
-Kidnapping SD
-Roaming site for no reason
 
MC&D have just used the swep like theyre CI, and its just been being abused left and right.  Because of this, I wish to have the MC&D swep removed from salesman, as it gives abilities that are just stupid for Salesman to have.
