Offender took way too long to get out of the vehicle, and you could still see him through the glass windows of said vehicle, which a round would definitely pass through. Briefly crouching to immediately stand up with a weapon in this case did not break direct line of sight.  Also, realistically, you would've gotten out of the other side of the vehicle and therefore wouldn't have had the option to crouch behind the vehicle.

mercy killing a fellow pimp sarkite for an example while inside the facility wouldn't technically be an act of "raiding" since the definition of a raid if I'm correct, is a surprise assault on the ENEMY, which the karcist isn't (words can have many meanings depending on the circumstance however). But say you succeeded in doing that, that would mean that you are sabotaging the Foundation by killing off a valuable captive of theirs which could be determined as an indirect form of raiding.

Evidence(It's a must. If not provided, request is denied.): This situation requires a heavy deal of context so bear with me. During the whole event saga with Rachel Fischer and Blackwood, when  it is close to the end, Drakan loses Commander Nemesis to a PK because he decides to go rogue as A-1 High Command, seen here:

 He then comes back as Commander Zeus.
 
Drakan then gets into a situation where there is an ISD information leak and A-1 has to secure and rope off EZ Cells to deal with it. He has to kill an E-11 Commander in this process and his men accidentally kill a Nu-7 during this process. Should additional evidence be required to back this point up, I can later provide evidence from Benjamin Berg, who was the CO at that time. 
 
Long story short, Nu-7 moves to arrest Commander Zeus peacefully and take him to EZ Cells on the authority of ECM Bernie Clancy. Drakan then proceeds to pull his gun out and gun down all of Nu-7 for no reason to resist arrest. I had to come onsite shortly after to clean this shit up. 
 
To address the RDM part of this request, Drakan's defense at this time was that he knew Chaos Insurgency arsenal was Glock-18s (a questionable defense and potentially metagame) and that the Nu-7 in front of him were all holding these weapons, seen here:

There is only one Nu-7 found holding a gun and it is never pointed to Drakan, thus he is using metagame information in the first place to assume the Nu-7s are CI as his defense, then he proceeds to RDM them all in the process of resisting arrest when an ECM gave a valid order for his arrest.
 
Onto the PME, FailRP and Powergaming section.
 
After this, Commander Zeus is ordered to stand down and report for interrogation by Walter, who was O5-6:

And he is informed by me as the acting ECM that he will be placed on Trial for the charges he faced. 
 
Unfortunately, there is now an absence of evidence, because Drakan deleted all pictures of what he did specifically in A-1 #announcements, however I have multiple text logs along with context to explain:
 
What Drakan did here is he asked me if his CMDR was going to be placed on Trial and found Guilty:
To which I said it was most likely because he had evidence against him. What happened in A-1 announcements next is that he declared that Commander Zeus was in an armed A-1 convoy that had been attacked by Chaos Insurgency and it was thus impossible for us to bring him to Trial, seen by all of these screenshots:


Drakan then proceeded to use A-1 #announcements to say that Commander Zeus had died in the attack on this convoy and thus it was impossible for us to stand Trial for him. Now, this happened the day after. I would like to make sure Norra sees this section, as he should be aware that I was on the server at midnight with Walter and Yokishi and I informed them that Drakan was saying ominous shit like this as if he was crafting a PME. The next day, I wake up to his name changed to Commander Drakan, cementing that he had avoided the Trial through an off-server roleplay event.
 
This is where it gets fucky. I immediately complained to Drakan about this and asked how the hell he managed this, and he said that Xunt and Norra gave them permission. However, this is where the lying to staff part gets proven: 
From what I understand, Drakan didn't tell anyone that Commander Zeus was being held pending Trial and it would be impossible for his bullshit armed convoy excuse to hold up, meaning that he managed to sneak this PK in unfairly. This is where I complained to Norra and Yokishi and forced him to revert to Commander Zeus, where he was then placed on RP Trial and executed  fairly because he decided to plead Guilty out of nowhere.
 
In short, Drakan RDM'd possibly 4 Nu-7 in complete FailRP and RDM by resisting fair arrest and ECM's orders, lied to SMT to powergame his way out of the situation and abused his position as A-1 High Command to make a PME excuse to do so.
 
The reason that this report is so late is because I learned today that Houston got banned for pretty much the exact same thing, whereas Drakan only received a slap on the wrist from what I know from Norra and Yokishi. As such, I believe this report is only fair.

After a lengthy discussion, we have determined that the removal of said ban is not the right course to take. 1. Please list the first 3 roles of Ethics Committee and what it is they do as part of the foundation and Site Administration?*
 
In a complete summarized explanation; the Ethics Committee is responsible for upholding the standard and humane morale code present within the SCP Foundation along with its set of site facilities. Just like in the name Site Administration, members of the Ethics Committee are purposed with managing and administrating the proper etiquette required to keep the operations of the Foundation at maximal efficiency. The three so-called roles or objectives which the committee is primarily based upon are as follows;
 
The surveillance of all daily activities conducted within the facilities by fellow foundation personnel, including how containment procedures and SCP experiments are handled and utilized with the usage of D-class subjects. It is also noted, that no clearance-level or position can restrict the committee's will to inspect the ongoing activities.
Secondly, the Committee assists the same previously mentioned personnel in verifying what is considered unethical, cruel, or an unnecessary waste of life. In other words, they "help" determine what is deemed a violation towards the integrity of the Foundation's ethical code.
Members of the Ethics Committee are charged with the duty of personally re-educating foundation personnel in the wrong, in terms of immoral actions proven to have been performed. Should the accused be found guilty of being unethical, the Committee Board member may also exercise justified punishments in any way as they see fit in order to ensure the stability and morale discipline meant to be preserved at all times.
 
2. Can you explain the 3 Lessons of the ethics committee and why they are important?*
 
The three crucial lessons and viewpoints belonging to the eyes of Ethics Committee are that one; the Foundation is not inherently evil whatsoever. The organization works in secrecy for the better good and only in the best interests of humanity and the general population. Even though the Foundation seemingly resorts to sacrificing D-class subjects to fulfill this bitter goal, it is not done so with joy in mind or just "because" it can, but due to it being a harsh necessity.
Two; the Foundation as a whole does not control the world nor rule it. Instead, its principle is to serve Mother Earth and return the eternal favor of birthing us by stopping the supernatural through a dignified ambition -  to keep everything in order.
And last but not least; the third lesson takes into account the "P" from the mighty name and describes its meaning in more clarity. Protect - it means that the Foundation was created to protect the rest of mankind, and itself, from the harmful influence of all anomalous entities that dwell inside our dimension. If the world was filled with un-contained SCPs, we would all be doomed and destroyed. It is therefore, the obligation of the Foundation to secure and subdue all anomalous entities in existence.
 
3.  Why do you believe you should be accepted into the Ethics Committee?*
 
Is it not that I believe but I, without a doubt, know the true definition of ethics and what it stands for. Not only do I offer a professional mentality, devotion, and a baseless promise that I will exceed the expectations imposed on me but boldly assure my superiors that I will keep the Foundation in-check and make sure all departments and personnel work beyond a satisfactory level in order for the Foundation to function at its ultimate capacity. Sure, I could possibly make a minor mistake on the job but thankfully in this case, I believe I can adapt and learn fast enough to prevent any and all disappointments that have a small percentage of happening.
 
4.  Explain in detail what the SCP Facility is and why it is important.*
 
There are many site facilities around the world. Some are specifically constructed to operate in a specialized way, such as acting as a large inventory bunker that stores different variants of products. Normally and for the majority of the these site facilities however, their purpose is to contain and study anomalous objects which reference to the common phrase; Special Containment Procedures. It is the main goal of these SCP site facilities to document and describe the means needed to contain supernatural SCP objects and analyze what the objects are alongside what the effects and doings initiated by the same said objects are.
 
5. If you are playing Ethics Committee and a situation has occurred with the O5 being  unethical and unlawful by ordering mass executions of high ranking members, what would you do?
 
An Overseer Council Member may hold the highest rank among the foundation hierarchy, but that does not give them the right to do as they please. After all, is it the Ethics Committee who advises the O5s on what is and what isn't acceptable. In this scenario, it would only be fitting and expected of me to employ the obligation of keeping the Foundation durable and morality significantly high by putting a stop to the source and cause of the unethical elements. More to point, I would inform the committee of my discovery and report the treasonous actions of the O5 member while simultaneously attempting to restrain the responsible O5 member IF he truly is guilty and has done the things that has shed.
 
6.  You hear that the Site Director and Head Researcher have been abusing the powers of the SCPs on site(such ass 500 and 2295), what do you do?
 
Because I heard a rumor of it happening does not mean that it is legitimate unless I can witness it in person or hear the accused confess. I would therefore humbly demand an audience with the Site Director and Head Researcher, which after that I would proceed by questioning both of them the motives behind the supposed "abuse of power". If the reasoning is clearly unethical, selfish and does not improve the world or aid the Foundation in achieving its goals - I would judge them guilty and enforce a suitable verdict upon them immediately. This is all if the rumor was indeed true and if I did not need to hide myself among the witnesses to see it personally.
 
7. You witness 2 Researchers wasting D-Class by throwing them into  SCP-106 for "Feeding", what do you do?
 
Immediately have them detained and express my disgust towards their cruel commitments and failure to obey the ethical code. Then ordinarily enough, I would explain what they exactly did wrong and what the consequences of violating the humane way of treating D-classes leads to. Both researchers are thereafter demoted due to their incompetence.
 
8. While on duty a breach occurs and you have the time and option of opening 1 of 2 gates to save someone from an incoming SCP, on 1 side is a fellow ECM and O1 unit and on the other 5 junior researchers, what gate do you open and why?
 
From the perspective of fundamental ethics, the well being of the entire human population is desired. You could argue that quality matters more than quantity, as in that the fellow ECM and O1 unit in this scenario have a greater sense of value combined, more than the five junior researcher. But is it right to self-deem somebody else more important than others? It is not like we are comparing evil individuals to good people. The people in this scenario are all on the same side. You can never know if those five unfortunate junior researchers will ever end up in a higher position and contribute even more to the Foundation and the world. Nonetheless, this doesn't mean I would always take the risk and debt to save the ones considered lower in the ranking structure should they outnumber the hard-working personnel. It's all a matter of who it is and what I feel is necessary at that point. Both options are honorable and balanced but for the sake of this appeal, I haft to stick with my initial choice to save the fellow ECM and O1 unit due to their talents being viewed more rare and valuable, but I pray for the survival of the junior researchers.

So, I don't usually comment on these kind of shit, mostly lurk as always, however, this one is a bit special.
Now, one thing you should always look at when someone gets unbanned is their behavior afterwards.  Unlike a lot of banned people in this friend group, this dude actually calmed down.  He didn't really bother with SCP much (cause he was banned), and moved on.  Talked to him a couple times afterwards and he probably is the only person in that friend group that genuinely moved on and matured (which sadly also means moving out of retarded among us jokes but nothing is perfect).
On to the actual ban itself, I know for certain that fricky man did not actually encourage others to harass Islip, they just did.  He didn't tell them anything, as I was in a VC with him and a couple others during the time.  He only spoke openly about how he felt about the ISD thing, but besides that, kept most of it to himself, everyone else was just following.

Having taken these past 5 or so months to step back, reflect & see the bigger picture, I feel I have managed to calm down and realise that none of that had truly mattered. I should have never gotten angry, I should have congratulated Islip for becoming owner, given him some pointers if he needed them and should have stopped the toxicity then & there. I have since apologized to Reece Islip, changed my overall attitude and stopped the toxicity. I don't expect to be unbanned, and I can understand if I am not. This was made to apologize for what I had done, and to have it crystal clear for anyone unsure of what had happened.
So for whatever it is worth, I am sorry for everything.

I wish to be unbanned to help prove that I have stopped with the attitude that I had a 4-5 months ago.

Why do you believe you should be part of the O5 Council and what can you bring to the role e.g (Pressure in extreme situations, making the tough decisions): 
 
Standing as a former Council Member, I know what it takes to be in the council. 
 
It takes confidence and experience to confront high pressure situations and crises. As people can buckle. It takes public speaking and charisma to manage your interpersonal relationships within and outside the council. It takes a fundamental devotion to your principal beliefs and principle. To ensure that others can take your word. As quoted, “If you sell your principles, you can never buy them back”. It takes knowing yourself to acknowledge when you have stretched yourself too far. Which is when you must seek consultation from others. 
 
I aim to bring my flavour of leadership to the council. I aim to bring a character that can be remembered in stories. 
 
I possess a burning passion to lead once more.    
Can you explain what an O5 does for the foundation and the site itself and why he himself differs from any other site Administration?:

Forgive the analogy but imagine the Foundation as a supermarket chain.
 
The Council is upper management. The Site Administration is the regional management and everything below the Site Director is the lower staff, which I'll refer to as the movers and shakers.
 
Starting from the bottom. The movers and shakers are the general personnel that are boots on the ground. Be it Scientists that forward the understanding of the anomalous. MTF units that carry out missions. Even the cleaners that ensure sanitary standards on the site. They are personnel that actually enforce and enact the missions of the Foundation.
 
The movers and shakers can be comparable to the staff that run a store. Imagine the till runners, personnel to shelve and sort stock and cleaners! 
 
To the next level is Site Administration. They manage the movers and shakers ensuring the standards are met. These are comparable to regional managers that can manage the shops themselves
 
Back to the top is the Council itself. They are the core to the Foundation as the original council set the mission statement. To quote the mission itself. “ Operating clandestine and worldwide, the Foundation operates beyond jurisdiction, empowered and entrusted by every major national government with the task of containing anomalous objects, entities, and phenomena. These anomalies pose a significant threat to global security by threatening either physical or psychological harm. “
 
As well as quoting my prior application. “The O5 Council are the visionaries that set the goals and targets for the Foundation. They are at the front of line that pave the path on how they achieve the mission statement.  From making final decisions on greater anomalies that have a large scale affect. To resolve issues that threaten the mission statement of the corporation as whole.”
 
To add to that, they do hold the power to amend the mission statement. Although that is a subject for debate.
 
To round this analogy off, the council is comparable to upper management whom decide what the prices of products are set in order to remain competitive. Setting uniform standards to ensure a brand image and guiding the supermarket chain towards the future. 
What is the O5 Council?:
 
The council of 12 or 13. Dependent on what you believe about the “Tiebreaker”. These seats of power wield the highest office attainable within the Foundation. They are supposedly given unrestricted access and responsibilities comparable to a CEO of a global corporation.
 
Varying personalities have sat on these seats. All whom gave their personal take on how the mission statement can be achieved. Much more stories exist between certain number designation. For example, -1 is considered to be the most powerful figure on the council, -2 possesses anomalous traits and the administrator has a preference for “suits, fine liquors and loose women” and possesses an MTF called Rēsh-1 ("Seat of Consciousness"). Although given the nature of disinformation, it is up to personal interpretation.

I was the former group owner of ISD. I do hold a position of reserve management for ISD. 
 
As well as initially offered a position of Vice-Manager of ISD on my return however I've turned it down because I believe in the current management. I was a highly reputable Site Director when it was unwhitelisted however those days are long past. Refer to:
