He is a competent guy, knows how to lead and most of his answers are correct, he would be a great fit for the staff team!

You should also incorporate the fact that staff are there to be setting an example to how the roleplay is supposed to set up as well as make sure the rules are enforced and followed to the right levels. Other than that what is said above.
